SAN DIEGO, CA (KGTV) -- A debate is unfolding across the country, and right here in San Diego over how and when to reopen schools during this pandemic.With the new school year is quickly approaching, and the number of coronavirus cases continuing to surge locally, many teachers are left with concerns about opening their classrooms.The California Teachers Association (CTA), one of the largest teachers unions, urging state lawmakers to hold off reopening schools until it is proven to be safe enough."It is not reasonable for us to think that it’s safe for us to go back to schools," said E. Toby Boyd, the president of CTA who heard from teachers across the state. "We have to look at what is being mentioned in terms of the science, the facts, and how the disease is being spread."People are very afraid, very concerned because they either have underlying health conditions or someone in their household does," said Kisha Borden, the president of the San Diego Education Association (SDEA). "I'm hearing from educators of all ages who are very concerned about being put into an enclosed space, their classroom, with 25 to 30 children without the proper protocols in place."The San Diego Unified School District will start the 2020-2021 school year on Aug. 31 with an option of in-person or online distance learning.But, Borden said before teachers return, they have some demands."We're asking for at least a decline in cases over 14 days so that we're not bringing back large groups of people during a time when we're seeing an increase in cases," she said.The union would also like to see widespread, accessible, and frequent COVID-19 testing of students, staff, and parents when necessary, and fully-funded doctor recommended prevention measures.The district has listened to the union's concerns, and Borden said, after the latest meeting, she's feeling hopeful."I'm encouraged, the last statement that came from the district said that they'd like to meet with health professionals, they'd like to meet with public safety experts and really come up with clear medically proven guidelines and timelines around what is going to be necessary to bring students and staff back into our classrooms," she said.SDEA sent ABC 10News the following statement 2261

SAN FRANCISCO (AP) — A California state audit found that the University of California wrongly admitted at least 64 wealthy students over the past six years as "favors to donors, family, and friends."California State Auditor Elaine Howle also found in the audit released Tuesday that campus staff falsely designated 22 of the applicants as student-athlete recruits because of donations from or as favors to well-connected families.The University of California, Berkeley, admitted 42 less-qualified applicants based on connections to staff, leadership, and donors.The audit was conducted in response to the national college admissions scandal that embroiled prestigious universities around the country, athletic coaches and dozens of wealthy parents. 756

SAN FRANCISCO (AP) — A U.S. judge on Monday blocked the Trump administration's policy of returning asylum seekers to Mexico as they wait for an immigration court to hear their cases but the order won't immediately go into effect.Judge Richard Seeborg in San Francisco granted a request by civil liberties groups to halt the practice while their lawsuit moves forward. He put the decision on hold until Friday to give U.S. officials the chance to appeal.The launch of the policy in January in San Diego at the nation's busiest border crossing marked an unprecedented change to the U.S. asylum system, government officials and asylum experts said. Families seeking asylum typically had been released in the U.S. with notices to appear in court.President Donald Trump's administration says the policy responds to a crisis at the southern border that has overwhelmed the ability of immigration officials to detain migrants. Growing numbers of families are fleeing poverty and gang violence in Guatemala, Honduras and El Salvador.The lawsuit on behalf of 11 asylum seekers from Central America and legal advocacy groups says the Trump administration is violating U.S. law by failing to adequately evaluate the dangers that migrants face in Mexico.It also accuses Homeland Security and immigration officials of depriving migrants of their right to apply for asylum by making it difficult or impossible for them to do so.Under the new policy, asylum seekers are not guaranteed interpreters or lawyers and don't get to argue to a judge that they face the potential of persecution or torture if they are sent back to Mexico, Judy Rabinovitz, an attorney for the American Civil Liberties Union, said at a March court hearing.Seeborg appeared skeptical of the lawsuit's argument that the administration misapplied a U.S. law that allows the return of immigrants to Mexico. SAN DIEGO, Calif. (KGTV) -- Hundreds of families are sleeping at Liberty Station Saturday night to raise awareness and money for the homeless in San Diego. The event is an annual tradition for the The San Diego Rescue Mission. Families participating in the event sleep on cots and tents made of cardboard to experience what homeless experience on a daily basis. Participants also build hygiene kits, blankets, and pet packs for the homeless. This year, the event included a concert, food, and a prayer session to pray for those that don't have a home. All of the proceeds raised at the event go to the San Diego Rescue Mission. 636
