SAN DIEGO (KGTV) -- Police Wednesday arrested a woman they say vandalized a church Monday afternoon. Kelly Duggan, 26, was arrested after police say she caused more than ,000 worth of damage to Our Lady of Guadalupe Church.10News Reporter Bree Steffen Reach out Duggan, who agreed to a jailhouse interview. Duggan told us that she's in an emotional state, heartbroken over her mother's death. "I don't know what's going on anymore, and that's what's making me mad," she said. "I'll still pay for it, that's fine."According to authorities, Duggan threw a wooden kneeler at a Plexiglas window protecting a religious shrine, breaking both the kneeler and the glass.Duggan also destroyed several flower vases decorating the shrine before leaving the church, police say. She was arrested for felony vandalism after being spotted in Barrio Logan.Duggan said she didn't vandalize the church out of disrespect or hate for the faith. The church told 10News they caught Duggan's action on their surveillance cameras but didn't share the video because they worried that people who saw might harm her. Duggan had this message for the church: "Thank you for forgiving me, you know, out of the kindness of your heart."  1265

SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) — PETA is taking aim at SeaWorld once again, this time hoping to put a stop to the parks' dolphin shows.Officials held a press conference Wednesday to call out the park for what they called "dangerous," "circus-style" dolphins shows. The group argues trainers use dolphins "as surfboards" and have caused "open wounds and extensive scarring" on the animals."SeaWorld ceded to public pressure and said that it would phase out its circus-style orca shows, but dozens of other dolphins are still packed into shallow tanks, forcibly bred, and used as surfboards and launch pads in its shows," Heather Rally, a PETA Foundation veterinarian, said. "PETA is calling on SeaWorld to end these demeaning tricks and stop standing on dolphins' backs and faces."Rally, "Blackfish" director Gabriela Cowperthwaite, and behavioral biologist Dr. Toni Frohoff presented a report Wednesday in regards to their observations at the parks. The three argued that the shows, which are performed at all three of SeaWorld's parks, risk damage to dolphins' lower jaws. The group says this, in turn, can harm joints, strain muscles, and damage the animals' hearing.SeaWorld held its own press conference in response. In a statement, Dr. Hendrik Nollens, vice president of veterinary services at SeaWorld and Busch Gardens parks, called PETA's conference a publicity stunt, adding their paper's claims had no foundation:Their findings are presented in a white paper, which is the equivalent of an online blog, which is not peer-reviewed. They are also presented in a press conference instead of a scientific journal, in the presence of a moviemaker, which should be a red flag to all of us. Make no mistake, at SeaWorld, we are the animal advocates, and the difference is we actually have marine mammal and dolphin expertise; you cannot perform a veterinary exam from the stands.None of these behaviors are a veterinary or animal health concern. We have never diagnosed any injury associated with performing these behaviors, whether during presentations or interactions. If we did, we would have eliminated them by now. SAN DIEGO (KGTV) - Over the next three days, City of San Diego crews will remove hundreds of palm trees from the Rueda Canyon in Tierrasanta by helicopter.The city is working with the San Diego Canyonlands nonprofit and the San Diego River Conservancy throughout the process, which is expected to last through Friday.Hikers and joggers are warned not to enter the canyon while the tree removal is underway.“It’s extremely dangerous for anyone to be in there, it’ll actually stop the operations,” said Eric Bowlby, Executive Director of San Diego Canyonlands.The palm trees are not native to this region. Bowlby added they aggressively establish themselves and grow along the narrow stream at the bottom of canyons. The trees absorb so much water, they hinder the growth of all the native plants in the area.Because these palm trees grow so quickly, they’re also very hard to maintain. Dead fronds often create a skirt around the trees that’s not only a fire hazard but also becomes an area for pests, like rats, to live and breed.“We’re going to be removing some 300 mature Mexican Fan and Canary Island Palm Trees from Rueda Canyon,” said Bowlby. “That would be about 90,000 pounds of fuel that would otherwise remain in the canyon and in the event of a fire add a tremendous amount of danger and fuel to the community.”Once the trees are removed, they will be replace with trees native to our region, like Willows and Coast Live Oaks.The project was funded with money from a state grant. 1498
