SAN DIEGO (CNS) - The San Diego Unified School District has started voluntary COVID-19 testing for students and staff at several elementary schools, under a partnership with UC San Diego Health, it was announced Tuesday.The testing initiative is designed to help to keep students and staff safe while expanding in-person learning amid the pandemic. The reopening strategy was developed in collaboration with UCSD infectious disease experts, according to SDUSD Superintendent Cindy Marten."The end of the COVID-19 crisis is now in sight with the development and delivery of a safe and effective vaccine, and that has given us all cause to hope," Marten said. "In the meantime, we are doing everything we can to continue operating safely despite the worsening infection rates in our community. That is why testing is essential."San Diego Unified's testing plan was announced in November, and the Board of Education voted then to authorize an initial million investment in the testing plan, which includes a joint laboratory services testing agreement with UCSD Medical Center. The board will consider ratifying that agreement Tuesday.Eventually, the testing program could be expanded to include all 100,000 students within the district and its more than 10,000 staff members."Scientific models from our colleagues at UC San Diego show we can prevent 90% of all transmissions on campus with effective testing every two weeks," Marten said. "That level of protection will not only help us reopen schools; it will help us keep them open, and avoid the back-and-forth, open-and- shut problems that have plagued other school systems."Free COVID-19 tests will be available to students and staff at 10 district campuses this week -- Rosa Parks, Penn, Foster, Gage, Mason, Vista Grande, Dingman, Jerabek, Hearst and Benchley Weinberger elementary schools -- with additional testing to be offered from Jan. 4-15.The goal is to test every student and staff member every two weeks, starting with those on campus for the first phase of school reopening."The implementation of COVID-19 testing is an important tool for district campuses in identifying and limiting the spread of the coronavirus," district physician Dr. Howard Taras said. "Although voluntary, I strongly urge student and staff participation in the testing program for their health and the health of others."The campuses were selected based on generally higher local case rates of community infections, combined with student and staff participation rates in appointment-based learning.The tests will be administered in campus auditoriums and multi-purpose rooms by medical professionals from UCSD Health in conjunction with staff members from the district's health office. The procedure, which takes about 15 seconds, involves swabbing both nostrils. The swab itself is inserted roughly the same distance as a common nasal spray applicator."The science is clear when it comes to the importance of COVID-19 testing, even if a person has no symptoms," said Patty Maysent, CEO of UC San Diego Health. "It is a critical component in slowing and containing the spread of COVID-19, along with measures like masking, social distancing and proper hand hygiene. Swabbing a mouth or a nose is quick and easy. And it can ultimately help save lives."Test results will be available about 24 hours following the test. Individuals who test positive will receive a phone call from a UCSD health professional and follow-up from district nursing staff. Results will be be accessed through UC San Diego My Chart, https://myucsdchart.ucsd.edu/ucsd/Authentication/Login?.Students and staff members who test negative may get retested every two weeks. Those who test positive for COVID-19 will not be re-tested for 90 days."Even after the vaccine rolls out this winter, I anticipate that testing will remain an important tool for schools," Taras said. "I do not anticipate that school-age children will be offered the vaccine for many months after the vaccine is available to adults."There is very little research on the effectiveness of this vaccine on children under 12. And while we are hopeful that it will be just as effective in younger age groups as it is in adults, vigilance about reducing the numbers of potentially positive and infectious children on our campuses via testing will remain an important precaution for many months after staff members are vaccinated," he said. 4423

SAN DIEGO (KGTV) - A former employee of the San Diego Metropolitan Transit System is suing the agency for retaliation after he said he stood up for a co-worker.Ivan Augustino moved to the United States from Sudan and still volunteers with projects for his native country. He started working for MTS in 2015.“It was pretty good,” Augustino said.Augustino worked as a Senior Applications Developer.“I am the main guy that deals with the complicated back end computer codes,” Augustino said.In 2017, he said he made a move that changed everything. It started with a co-worker.“One morning, she walked into my office pretty much in tears,” Augustino said.He said that a co-worker confided to him the Chief Information Officer discriminated against her when she asked about a promotion. The lawsuit filed against MTS claims the CIO told Augustino’s co-worker she was “not qualified for the job because of her age, her marriage and family planning status, and her relationship to an active duty military service member.”“The other question she also asked was, how old are you? You seem like you are at an age where you would be having kids,” Augustino said. It was a shocking conversation.“You know, that is wrong,” Augustino said.After his co-worker told him what happened, he first asked advice from another co-worker who then took it to human resources. Augustino said his co-worker did not want to bring the complaint to HR.“The last thing that anyone within the IT department wants is to take an issue to HR because once you report it to HR, there is going to be retaliation,” Augustino said.And that’s what happened, according to the former MTS employee. Initially, he was concerned how MTS investigated the complaint.“I was expecting someone to at least come and talk to me, but no one spoke to me,” Augustino said.He said retaliation began by the CIO and his direct supervisor.“The way they treated me just changed,” Augustino said.He claimed management suggested they would give him recommendations if he found another job. On another occasion, Augustino said they “mocked [his] English as a second language” in an email. On top of that, he said 98 hours of paid time off promised to him for working overtime on a big project was revoked, along with a promised promotion.“Coming from where I come from, I just felt like I did not even know what to do,” Augustino said.Feeling “degraded” and “intimidated”, he submitted a letter of resignation. However, he said he gave management an option.“If you can address this issue and the executive team and bring what I view as retaliation to a stop, I will pull my resignation,” Augustino said. Instead, he said he was fired and walked out of the building by security. His termination came a little over a month after he voiced his concerns about his female co-worker.A spokesperson for MTS told Team 10: “There is absolutely no validity to any of Mr. Augustino’s claims.”When asked if he would defend his co-worker again, Augustino said “absolutely.”Attorneys Zachary Schumacher and Daniel Goularte represent Augustino."This is absolutely a David versus Goliath situation," Schumacher said.Schumacher said fear is why people don't speak up."I like to compare it to battered wives syndrome, where you essentially have this person or in this case this entity who has this major power and balance who is doing all sorts of awful things and figuratively at least, battering its employees and yet they don't leave. SAN DIEGO (KGTV) — A California couple who operated a charity that claimed to provide goods to San Diegans in need has been sentenced to prison.Geraldine Hill and Clayton Hill pleaded guilty to the charges of conspiracy to commit mail fraud and tax evasion in June, according to the U.S. Attorney for the Southern District of California. Geraldine has been sentenced to 15 months in prison while Clayton was sentenced to 9 months in prison.The couple operated On Your Feet, also known as Family Resource Center. From 2011 to 2016, the pair obtained more than .35 million in donated clothing and other items and claimed the items would be given to the needy, according to prosecutors. The items were supposed to benefit low-income families in San Diego.“While fraud is always wrong, the theft of charitable donations that were to be used to help San Diego’s low income families is particularly disheartening,” said Acting FBI Special Agent in Charge Omer Meisel. “This type of fraud and deceit for personal gain simply cannot be tolerated. The FBI is committed to ensuring that white collar predators don’t prevent those less fortunate from receiving all the benefits that generous donors provide to seemingly legitimate non-profit organizations.”The Hills only donated about ,000 in charitable donations and sold the remaining items, using the proceeds to support themselves, their family, and lavish spending, prosecutors say. Between January 2011 and February 2017, the couple spent nearly 0,000 from personal and charity bank accounts on luxury retail, vacations, entertainment, and vehicles. The Hills then filed false charitable tax returns and did not pay taxes or file personal tax returns for 2013 and 2014, prosecutors added.“Geraldine and Clayton Hill lied to unsuspecting donors about the direction of charitable contributions and engaged in tax fraud to cover their trail,” said Jim Lee, Chief of IRS Criminal Investigation. “Unfortunately, the donors were well-meaning organizations interested in helping the needy and this fraud prevented real people in need from receiving assistance."The couple has also been ordered to serve three years of supervised release and pay ,933 in restitution 2222

  

SAN DIEGO (KGTV) — A 40-year-old man was assaulted and nearly kidnapped during a violent home invasion overnight in South Park.The victim and his girlfriend were asleep in their home when three armed suspects forced their way into the home at about 2:30 a.m., according to San Diego Police. The group demanded the victim's car keys, but he refused to give them the keys. The group struggled with the victim and assaulted him, before taking several electronics and attempting to kidnap the man, police say.The victim continued to resist and was able to escape the group and call police. The suspects then fled the scene.Police described the suspects as three Hispanic males, all wearing dark clothing, gloves, and partially covering their head and faces. They fled the scene in a dark-colored SUV-style vehicle.Anyone with information is asked to call SDPD at 619-531-2000. 880

  

SAN DIEGO (KGTV) - A Del Mar woman wants lifeguards to put more signage up on Dog Beach that warns of riptides after her dog was dragged out to sea."As the tide goes up it fills up and as the tide goes out it flows out," Deputy Lifeguard Chief Lifeguard Mark Rathsam said, describing the movement of water between the San Dieguito Lagoon and the ocean."If you get caught in that you're gone," said Mark Waters, a long-time surfer and volunteer surf club coach at Westview High School.On Wednesday, Joanne Goss took her 4-year-old Dachshund Hank and her rescued chocolate Labrador to the beach. A large dog started playing with her Lab as they were walking toward the ocean, steering clear of the fast flowing river below.The owner of the big dog tried to get his dog's attention. "When he threw the ball, the Mastiff ran, the Lab ran and Hank ran," Goss said choking up. Hank was ripped out to sea with the current.Goss sprinted into the water, soaking her fanny pack with her phone inside. Waters saw the danger and took off."Threw off all my clothes except my shorts and just ran," he said.He swam out into the fog hoping to find the dog, and hoping he wouldn't be too late."I thought I saw him get rolled over in a wave and then I heard the sound of a drowning animal," he paused, "that just pierced right into my bones and I was just like, 'Oh my god, I've got to hurry."Swimming faster, he finally reached Hank."He was the happiest dog on the planet when that happened. He jumped up on my chest and he's up in my arms, so I kept him on my chest," Waters said.Hank was so excited he scratched Waters making him bleed. Waters said he knew the "big fish" like sharks wouldn't be in the area for an hour or so, and then he started to look around to get oriented. "I look back there's no shore, I looked in all directions, you can't see anything," said Waters.He stayed calm and laid on his back, holding Hank out of the water. He said he looked at his watch and knowing the tide, he would ride it back in in the next couple hours.Back on the beach, Goss felt sick to her stomach. "We lost sight of Mark, and I thought Mark had died," Goss said.She said she felt responsible.A friend of Waters called lifeguards. The friend comforted Goss, reassuring her Waters would be OK. Finally, they saw the rescue team return with Waters and Hank.Goss was overjoyed. She and Waters said they want more signage posted warning the public, especially visitors, of the dangers of the river.10News asked lifeguards what could be done. They said there's eight signs posted north of the river and two on the south side. Rathsam explained they don't want to post "so much that people ignore it, because that's what ends up happening, and not so little that people can't see it. So we strategically place it where it's the most visible."He also said with the huge change in the tide, it's nearly impossible to put more signage up without moving it by hand every few hours.Waters and Goss hope that by at least telling their story, they can get the word out, so their close call prevents a tragedy."It really made me feel good to save the dog, it really did and um it was probably one of the best things I've done in a long time," Waters said.Goss said she will be buying Hank a life jacket. 3279
