SAN DIEGO (CNS) - The San Diego Metropolitan Transit System will begin a pilot program Tuesday to reduce fines and allow fare violators new options for clearing their citations.Passengers will still be required to have a valid fare while riding, but any citations MTS issues on or after Sept. 1 will qualify under the new program guidelines."Our goal is to be flexible in our fare enforcement efforts so that riders have an opportunity to purchase a fare or to correct their fine without a criminal process," said Nathan Fletcher, MTS board chair and San Diego County supervisor. "Bringing the citation payment process in-house to MTS rather than straight to the courts will help our passengers avoid burdensome court fees. But more importantly, it will allow MTS staff to educate passengers on what payment options are available."The MTS board approved the diversionary program on June 18 after criticism rose during the pandemic that the transit authority was saddling poorer people with unfair burdens. MTS has reported for several years that it has a fare evasion rate of 3%, but system staff estimate that MTS will lose close to million annually for every percentage point that rate goes up.The Fare Enforcement Diversion Program will offer:-- Reduced fines/more payment locations: Citations will be reduced to . SAN DIEGO (CNS) - Police are searching for a gunman who wounded a man in a shooting at a trolley station in the East Village neighborhood.It happened around 4:30 p.m. Wednesday on Broadway between 11th Avenue and Park Boulevard, San Diego police Officer John Buttle said.The victim, a man in his 30s, was at the trolley station when a gray sedan pulled up and a man in the passenger seat got out, fired one shot and got back in the car, which fled eastbound on Broadway, Buttle said. A car matching the suspect vehicle's description was later located and impounded for evidence.The victim was taken to a hospital for treatment of a gunshot wound to his left torso, which was not believed to be life-threatening, the officer said.The suspected gunman was described as a 5-foot-7 Black man, about 140 pounds, wearing blue sweatpants. 839

SAN DIEGO (CNS) - San Diego County public health officials have reported 306 newly confirmed cases Sunday and no additional deaths from COVID- 19, bringing the county's totals to 29,883 cases and holding the death toll at 565.No new community outbreaks of COVID-19 were identified Saturday. In the past seven days, 37 community outbreaks were confirmed.Of the 5,655 tests reported Saturday, 5% were positive. The 14-day rolling average percentage of positive cases is 5.3%. The state's target is fewer than 8% of tests returning positive.Of the total positive cases, 2,577 -- or 8.6% -- required hospitalization and 652 -- or 2.2% -- were admitted to an intensive care unit.According to county data, 57% of adult San Diego County residents have underlying medical conditions such as high blood pressure, heart and lung disease, cancer, diabetes and obesity. These conditions put such people at higher risk for serious illness should they contract COVID-19.Of the total hospitalized during the pandemic due to the illness, 71% have been 50 or older.
