SAN DIEGO (KGTV) - Saturday, San Diego's crown jewel, Balboa Park, turns 150 years old.San Diego will celebrate the founding of the iconic park on May 26 during the second annual Fiesta Botanica. The historic day will be marked with a parade, kids activities, park tours, butterfly and ladybug releases, and much more.Live performances are also planned at the park's Botanical Garden and Spreckels Organ Pavilion.In 1868, the City of San Diego moved to set aside 1,400 acres of land for the area then known as "City Park." In 1892, Kate Sessions, the "Mother of Balboa Park," offered to plant 100 trees a year within the park in exchange for 32 acres of the land to be used for a commercial nursery.As the park came into its own, water systems, roads, and more plants were added.In the decades since it was established, Balboa Park has seen the San Diego Natural History Museum, Museum of Man, Spreckels Organ Pavilion, and many other attractions added, transforming the parcel of land into an art and culture destination. 1292

SAN DIEGO (KGTV) -- San Diego’s City Council voted 8-1 Monday evening to ease parking requirements for certain housing projects, which they say will make it easier for developers to build new homes. Mayor Kevin Faulconer said Monday that the current parking rules are outdated, but opponents say San Diego isn’t ready for the changes and that the city should focus on improving transportation. The plan gets rid of parking requirements for multi-family units in neighborhoods within half a mile of mass transit. “While it took way too long to get this ordinance approved, I praise my colleagues for finally getting it across the finish line,” said Councilmember Scott Sherman. “This is good news, but our work to fix San Diego’s housing crisis is nowhere near complete. We must continue pushing innovative strategies to improve housing affordability and we can’t wait two years for approval.”Before Monday’s vote, at least one parking spot per unit was required. The new policy gives residents who don’t have a car the option of paying less for housing. Supporters say the move makes it easier for developers to build and help the city reach it’s climate action goals. Those opposed say San Diego doesn’t have the public transportation to support the change. Critics also say roughly 94 percent of San Diego residents own a car. SAN DIEGO (KGTV) -- State lawmakers are considering an overhaul to the CRV recycling program on bottles and cans that would make drink-makers responsible for setting up a system to collect the containers they produce.Redemption centers that sort cans and bottles are the best form of recycling for the environment, yielding more high-quality usable materials than curbside recycling in blue bins. But across the state, more than half of the redemption centers have closed over the last six years. With fewer locations to drop off recyclables, only two-thirds of the 5 and 10-cent bottle deposits actually get redeemed, according to Consumer Watchdog.“This old model has cratered. It’s actually on the verge of collapse,” said consumer advocate Liza Tucker. Part of the industry’s struggles has to do with China’s decision to limit the recycled materials it purchases from the U.S. Before that policy, the City of San Diego earned about million a year in revenue from its recycling program. Under a contract signed last year, the city now pays outside companies about million a year to collect those recyclables.A bill debated by state lawmakers Wednesday would create a new bottle deposit system similar to one in Oregon. Beverage makers would become responsible for helping consumers recycle, with oversight by the state.“When you put it on industry to take responsibility, and you set a redemption goal and have strong state oversight, they then have an incentive to run it right,” said Tucker.In Oregon, almost all stores are required to take back containers and issue 10 cents per item. There are also “BottleDrop Express” kiosks where customers can leave bags full of mixed recyclables and instantly receive money in an electronic account.Some groups have opposed the bill, saying it could hurt the already struggling neighborhood recycling centers.William Dermody, a spokesman for the American Beverage Association, said industry is ready to work with California lawmakers on a system to recycle, reclaim and reuse plastic, according to the Associated Press."America's beverage companies and local California bottlers share the goal of improving the recycling and reuse of plastic in California," he said.The bill would also add CRV onto wine and hard liquor bottles in 2024.RECYCLING TIPSRegardless of the outcome of SB 372, residents in San Diego have several recycling options. There are 35 recycling centers in San Diego City Limits. Consumers can search for the closest center on WasteFreeSD.org.Residents can also recycle in a curbside blue bin without the bottle deposit credit, but they should take care not to contaminate their recyclables, said City of San Diego Supervising Recycling Specialist Chelsea Klaseus.“We encourage residents to do their part to minimize contamination by making sure that anything they put into their blue bin is clean, dry and loose,” she said.Contaminants such as food, plastic film, bags, styrofoam or utensils can degrade the value of the rest of the recyclable materials, Klaseus said.There is a detailed list of questions and answers on the city’s recycling program here. 3134

  

SAN DIEGO (KGTV) -- Students and staff at Morse High School may have been exposed to tuberculosis, according to the San Diego County Health and Human Services Agency. According to the agency, the periods of exposure were from June 17 to July 26 during summer school, then again from August 26 to September 10. Health officials and the San Diego Unified School District are working to notify those who may have been exposed. Testing will be provided on September 24 from 8 a.m. to 2:30 p.m. at Morse High School for students identified as potentially exposed. The district is providing testing to staff who may have been exposed. Tuberculosis is transmitted from person to person through indoor air during prolonged contact with someone who is infected. “It is important that we identify those who have had prolonged close contact in an enclosed space with the TB case and test them since the initial infection usually has no symptoms,” said Wilma Wooten, M.D., M.P.H., County public health officer. “Early diagnosis and prompt treatment can prevent the infectious form of the disease.”Symptoms of TB include persistent cough, fever, night sweats and unexplained weight loss. SAN DIEGO (KGTV) -- Six months after closing its doors to the public due to the COVID-19 pandemic, SeaWorld San Diego is reopening through their weekend Zoo Days Bayside BBQ and Brews events. The special event will take place every weekend until SeaWorld can fully open. The park's attractions will be very limited, with guests able to enjoy all outdoor animals exhibits and shows."We’re opening as an accredited zoo and you can come in and enjoy all the live animal presentations we’re world famous for like the Orca Encounter, dolphins, Sea Lions Live and all the outdoor exhibits that people love and miss," said SeaWorld Park President Marilyn Hannes..Among closed signs for indoor exhibits, game rooms and rides, guests will also notice dozens of sanitizer stations, distance markers and download codes for digital park maps spread throughout.Visitors will also be able to continue enjoying the tide pool areas. "The water is highly filtrated, each of the systems were designed to be a touch pool so they have a high filtration and so that constant turnout makes it safe to do the interaction," Hannes said.Although some of the attractions are closed, Hannes said new ones will take its place, adding, "We’ve opened up Vistas to the Bay so we have a new waterfront area where you can that ocean breeze and try craft beers."Zoo Days will take place every Friday through Sunday from 11 a.m.-7 p.m. The event has a limited capacity and purchasing a ticket online acts as a reservation.
