SAN DIEGO (KGTV) — San Diego Police say a man has died after an officer-involved shooting in the City Heights area on Thursday.SDPD officers responded to reports of a man with a gun in the 4200 block of Menlo Ave. at about 4 p.m., according to SDPD Lt. Matt Dobbs.Police say two women were driving in the area when they were confronted by a man with a handgun."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to a SDPD news release. SAN DIEGO (KGTV) — Small Business Administration Administrator Jovita Carranza visited San Diego to check on America's investment in small businesses."Being here in San Diego and very vibrant market and thousands and thousands of small businesses benefited from the Paycheck Protection Program," Carranza said.One of those businesses is VetPowered and their non-profit Workshops for Warriors, which trains veterans in manufacturing. The company launched in 2008.More than 750 veterans have graduated and 95% of them have been placed in permanent jobs. "The SBA funding we received was a lifeline had we not received that funding we would have had to shut down operations and all the students that were here most of them would become homeless so thanks to these loans not only were we able to continue operations we’ve had two COVID graduations we’ve been able to put almost 100 graduates that I’ve been trained and certified in advanced manufacturing skills into the workforce and I am so thankful for their support," Hernán Luis y Prado, Founder and CEO of VetPowered and Workshops for Warriors.Carranza said negotiations for another round of PPP has been in negotiations for more than two months. SAN DIEGO (KGTV) — Some University City residents are upset over the city's lethal methods to curb the squirrel population at Nobel Athletic Area park. Many see the park as an escape from the neighborhood's concrete jungle. "One of the joys of being here is to watch the wildlife in the morning-- the rabbits and the squirrels especially," resident, Tracy Benson said. But that began to change once Benson started seeing more green boxes on the ground, similar to water irrigation units.RELATED: Chula Vista seeks public input on future bayfront parks in online survey"There is a hole back here, and in this hole is where the bait is placed. So the idea is the animal eats the bait, comes out, and essentially dies," Benson said. The more of these boxes the animal lover saw, the fewer squirrels she ran into on her walks.10News contacted the City of San Diego to get answers. A spokesman explained that the green apparatus is a "bait box." It helps manage what they call an "overabundant squirrel population."The City's Parks and Recreation Department began using them a few years ago to stop the squirrels from damaging their athletic facilities, landscaping, and eroding the hillside. The city adds, if they do not control the squirrel population in this way, the effects go up the food chain. There will be more coyotes and snakes, animals that would be dangerous to park users. SAN DIEGO (KGTV) — San Diego's Board of Supervisors announced 11 legally enforceable health orders to combat the spread of the coronavirus pandemic.The new health orders included:All public or private “gatherings,” defined as any event or convening that brings together 50 or more people in a single room or single space at the same time, such as an auditorium, stadium, arena, theater, church, casino, large conference room, meeting hall, cafeteria, or any other theater, church, casino, large conference room, meeting hall, cafeteria, or any other indoor or outdoor space, are prohibited. All non-essential gatherings of any size are strongly discouraged;All bars, adult entertainment establishments, and other business establishments that serve alcohol and do not serve food, shall close;All restaurants and other business establishments that serve food shall close all on-site dining. All food served shall be by delivery, or through pick-up or drive thru. Social distancing shall be required for persons picking up food on site.All businesses shall enact social distancing, increased sanitation standards, and shall make every effort to use telecommuting for its workforce. All businesses shall suspend any policy or procedure requiring doctor verification for sick or other leave approval;All public or private schools, colleges, and universities shall not hold classes or other school activities where students gather on the school campus. Parents of school-aged minor children shall take steps to ensure said children are not participating in activities prohibited by the Order and that social distancing requirements are practiced;A strong recommendation is made that all persons who are 65 years old or older, have a chronic underlying condition, or have a compromised immune system self-quarantine themselves at home;“Non-essential personnel,” defined as employees, contractors, or members of the public who do not perform treatment, maintenance, support, or administrative tasks deemed essential, are prohibited from entry into any hospital or long-term care facility. All essential personnel who show any potential signs or symptoms of COVID-19 shall be strictly prohibited from entry into hospitals or long-term care facilities;Hospitals and healthcare providers shall take measures to preserve resources including delaying non-emergent or elective surgeries or procedures where feasible;Hospitals, healthcare providers, and commercial testing laboratories shall report all COVID-19 test results to the Public Health Officer immediately after such results are received;All persons arriving in the county, from locations as found on the Centers for Disease Control and Prevention (CDC) Warning Level 3 Travel Advisory shall be subject to 14-day home quarantine, self-monitoring;A strong recommendation is made for persons exhibiting mild to moderate symptoms of COVID-19 to self-isolate themselves in their place of residence unless seeking medical treatmentThe new orders go into effect at 12 a.m. Tuesday."It is not a request, it is not a suggestion. SAN DIEGO (KGTV) — Six San Diego inmates had to be treated with an overdose drug this month after deputies say they were showing signs of a fentanyl overdose.The San Diego Sheriff's Department (SDSO) said the overdoses happened just after 4 p.m. on Dec. 4 at San Diego Central Jail. The six inmates were given various doses of the drug Naloxone to reverse the effects of their overdoses.All inmates regained alertness and were taken to a nearby hospital for care.Deputies searched the cells of the affected inmates and discovered pills possibly laced with fentanyl, according to SDSO.The department says it's taking several approaches to stop drugs from entering jails, including x-ray body scanners, screening of visitors who may be smuggling drugs into jails, and overdose awareness and contraband detection techniques.SDSO says that about 70% to 80% of people entering their custody are using drugs at the time of arrest or have committed a crime during drug use. 974
