BEIJING, July 10 (Xinhua) -- More than 50 people have been killed and 15 are missing following floods, landslides and mud flows that hit parts of central and southern China following days of torrential rains, the Ministry of Civil Affairs said Saturday.Nearly 17.2 million residents in nine provinces were affected by flood-related disasters and 597,000 people were relocated from July 1 to 12 a.m. of July 10, the ministry said in its latest disaster relief update.About 946,500 hectares of farmland were damaged, including 133,900 hectares that were completely destroyed. Further, more than 42,000 houses collapsed and another 121,000 were damaged, the ministry said, estimating that direct economic losses could reach 8.9 billion yuan (1.3 billion U.S. dollars).The ministry sent 6,000 tents to the hardest-hit Hubei Province in central China and Chongqing Municipality in southwest China on Saturday.In June, torrential rains had resulted in 260 deaths and left 211 missing in 11 southern provinces.The latest round of storms began to pound large swaths of central and southern China on July 8.In Hubei, the local weather forecast bureau said storms or thunder storms could hit the province again from July 11 to 13. It warned that rainfall would exceed 300 millimeters in some worst-hit areas, which was likely to trigger another round of heavy floods.The Three Gorges Dam, sitting in the middle reach of the Yangtze River in Hubei, on Saturday released water for the first time this year.Engineers opened three sluice gates to discharge some 32,000 cubic meters of water per second and another sluice gate to release floating objects.The flood from the upper stream reaching the dam was measured at 36,000 cubic meters of water per second and could increase to 39,000 cubic meters per second by Sunday, dam officials said.Authorities said water levels in many branches of the 6,397-meter-long Yangtze River that runs from west to east, had gone above the warning lines. At Wulong monitoring station in Chongqing the water level was three meters above the warning line.In southwest China's Guizhou Province, several counties and villages were submerged in more than one meter deep water. About 7,500 residents were evacuated from the flooded zones.Also, four miners were killed in a gas explosion after heavy rain cut off electricity and stopped ventilation equipment at a coal mine in Xishui County of Guizhou's Zunyi City early Saturday morning. Seven of the 25 miners who were working underground managed to escape when the explosion occurred. Rescuers later saved 14 other miners.

HANGZHOU, July 4 (Xinhua) -- A new regular direct passenger sea route between the Chinese mainland and Taiwan was officially opened Saturday after a ship safely returned from Taiwan.The passenger ship, Coscostar, returned to the Damaiyu Port, Taizhou City of eastern Zhejiang Province Saturday, making it the second port on the mainland that has served the regular direct sea route with Taiwan, said He Jinliang, deputy head of the city's Taiwan affairs office.On June 26, the ship, carrying more than 500 passengers, traveled about 302 km to the Keelung Port of Taiwan, He said.With a tonnage of 26,800, the ship, owned by the China Ocean Shipping Companies Group, could carry about 600 passengers, 256 containers and 150 automobiles.The COSCO Star Passenger Ro-Ro Ship is berthed inside the Dabaiyu Port, prior to its maiden voyage to Keelung of Taiwan, at Taizhou City, east China's Zhejiang Province, June 26, 2010.The ship is scheduled to shuttle once a week. It will depart from Damaiyu in Yuhuan County on Saturday night and return the following Friday. The single trip would take eight to nine hours, traveling at various speed.Wang Yihao, deputy head of Yuhuan County, said the standard ticket costs 600 yuan (88.6 U.S.dollars) and the deluxe class ticket costs 1,000 yuan."The prices are nearly half that of airline tickets. With this new route, cross-Strait travel will be much easier, more comfortable and will attract more mainland tourists to Taiwan," Wang said.In August 2009, the first regular direct sea route was launched to link eastern Fujian Province's Xiamen Port and Taiwan's Taichung Port and Keelung Port.

PARIS, July 8 (Xinhua) -- Legislative bodies of China and France launched their regular parliamentary exchange mechanism on Thursday, vowing to further push forward the Sino-French comprehensive strategic partnership.Wu Bangguo, chairman of the Standing Committee of Chinese National People's Congress (NPC), and Bernard Accoyer, speaker of the French National Assembly, jointly declared the beginning of the first meeting of Sino-French Parliamentary Cooperation Committee.Wu said the launch of the high-level meeting between the two legislative bodies signals the Sino-French parliamentary exchanges were promoted to a new stage.Accoyer said the regular parliamentary exchange mechanism could serve as an important platform for both nations to exchange views on mutual concerns and promote bilateral cooperation in politics, technology, new energy and environmental protection.Ahead of the meeting, Wu and Accoyer held talks on bilateral ties and parliamentary cooperation.Accoyer said France attached great importance to Wu's visit as Wu is the first Chinese top legislator that visited France in 13 years.France regards China as a strategic partner, expecting to expand all-round strategic cooperation with China, boost coordination on international issues, through joint efforts against global financial crisis, climate change and other challenges, he said.Wu said his ongoing visit to France is aimed to build a closer relation between the Chinese NPC and the French National Assembly. HANGZHOU, June 26 (Xinhua) -- Accompanied by lively Chinese folk tunes, a group of men were playing the tambourine at a party on Saturday evening in Hangzhou, capital of east China's Zhejiang Province.Those watching could hardly have imagined that the energetic performers,all dressed in red and white costumes, were drug addicts who were also infected with HIV, even if the duplicate short crew cuts they wore somehow provided a hint of their unusual condition.One of the performers, surnamed Yue, said the group had practiced for more than a month to stage the best possible performance at the annual party of the drug rehab center, which fell on June 26, the International Day Against Drug Abuse and Illicit Trafficking.As China's first drug rehab agency to offer centralized treatment of HIV-infected addicts, the center has helped some 200 addicts beat their drug habits since 2003.Among 2,200 drug users receiving compulsory treatment in the center, 65 have tested positive for HIV.Now, they must obey a regular daily schedule, including three meals, physical exercise, entertainment and skill training that will enable them to earn a living after returning to their regular lives."I've adapted well to the regular life in the center. My physical and mental conditions are getting better,"said Yue, 34, who contracted HIV after sharing syringes with other drug users.Yue began using drugs in his hometown in southwestern Guizhou Province. After seeking a job in Zhejiang, he tried to kick the habit, but failed."The infection of HIV doubled my misery. Fortunately, I've gone through the hardest time in my life following the one-year free treatment here. Now I just want to live," he said.Unlike other drug addicts, many of those who are infected with HIV were forced into being admitted to the rehab center against their wills. Further, some even exhibited their intentions of taking revenge on society, said Ni Zhanwen, a police officer in charge of the center's management of HIV-infected inmates.In November 2008, a newcomer scratched the face of Ni's predecessor, Wang Jianxin, causing him to bleed.Wang was taken to the provincial center for disease control and prevention. He was asked to take medicine and be tested for HIV, which could be transmitted through blood.But Wang came back to work three hours later. "If I quit the job, the inmates would've felt discriminated. That would have just added more difficulty to the center's work in the future," he said.In the past, police in the center wore protective clothing, gloves and gauze masks to prevent infection, due to a poor understanding of HIV, thus losing the trust of some inmates."We took off the protective outfits immediately after realizing the problem. But I've been concerned that the management staff could contract the virus in a bleeding fight or other accidents. Luckily, it has never occurred," Ni said.Besides potential health hazards, the center's police officers also suffered discrimination from others.A 27-year-old police officer, surnamed Meng, said his girlfriend left him after the girl's parents learned he worked in the drug rehab center.Last year, some 173,000 drug addicts were forced into treatment in China while 68,000 former addicts had stayed drug-free for more than three years, according to figures released in March in the 12th annual report on controlling drugs by the National Narcotics Control Commission.Statistics from a national database showed the county had about 1.33 million registered drug addicts by the end of 2009.

BEIJING, July 9 (Xinhua) -- Chinese spent less in June amid surging commodities prices and floods in many of the country's southern provinces, according to the latest reading of an index that gauges consumer confidence on Friday.The Bankcard Consumer Confidence Index (BCCI), compiled by the Xinhua News Agency and the national bank card association China UnionPay, slid to 86.30 in June, down 0.09 points from May.Compared with the same period last year, the June BCCI figure was 0.24 points higher. The index hit a record high of 86.89 in March.The reading in June indicated Chinese bank card spending was affected by surging commodities prices and the floods in southern China.Consumers also turned more conservative in spending due to sluggish performances of domestic stock markets and property markets in June.China's month-on-month economic growth rate is likely to have slowed in June given signs that electricity demand declined remarkably that month and the Purchasing Managers' Index (PMI) for China's manufacturing sector dipped 1.8 percentage points for two months in a run to 52.1 percent in June.Xinhua and UnionPay jointly started compiling the BCCI index in April 2009 based on bank card transaction data and analysis of structural changes in urban consumption.
