BEIJING, April 27 (Xinhua) -- In light of an outbreak of swine flu in Mexico, China's Ministry of Health issued a notice Sunday about disease prevention and detection, warning citizens to be careful.     The notice defines the symptoms of the disease and how it can be transmitted to humans.     Although there is no vaccine yet, the disease is preventable, controllable and treatable, it said.     As of Monday morning, no cases of the illness had been reported in China.     The ministry said so far, there is no evidence that this flu could be spread through food.     It also warned those who travel abroad to be alert for any signs of infection.     Swine influenza A/H1N1 is a respiratory disease that infects pigs and does not normally infect humans. But sporadic cases do occur, usually for people who have had close contact with pigs.     It has killed more than 60 people out of about 1,000 suspected cases in Mexico.     China's General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) issued an emergency notice Saturday requiring people to report flu-like symptoms at the point of entry when returning from affected regions.     According to the Health Ministry, the ministry is working with the Ministry of Agriculture and GAQSIQ to monitor the disease.     The ministry has contacted scientists who have done viral sequencing on swine flu. It has also stepped up cooperation with the World Health Organization and the U.S. and Mexican governments to obtain updated epidemic information and prepare for a possible outbreak.     China should establish an effective disease prevention and control system it it entry-exit inspection and quarantine process, the ministry added.

"A carnival mood is prevailing across the country."     "It's been calm and peaceful at the polling stations we have visited so far. it seems the youth have turned up in large numbers, which is very encouraging for democracy," said Balefi Tsie, head of the South African Development Community (SADC)'s Electoral Commission Forum (ECF).     "We wanted to be there when the stations opened to make sure the ballot boxes were empty and all was in order," he said.     The observers were at polling stations 20 minutes before South Africans began casting their ballots and inking their fingers at 7:00 a.m. local time (0500 GMT).     South African political party representatives at the IEC's center in Pretoria were mostly happy with the progress of voting.     "We are very happy so far, there have been no incident reports and there are very few stations still unopened," said Beattie Hofmeyr, the ruling party African National Congress (ANC) representative.     The Democratic Alliance councillor Mike Moriarty said: "The vast majority of stations are working properly."     The Congress of the People representative Juli Killian said there was an "absolute commitment to impartiality" in the IEC's top structures.     However she said that at times this commitment did not filter down to the staff on the ground.     "The challenge for them is to get the district voting officials to support that commitment," she said, adding that the party had received reports of ANC branding at some polling stations.     The United Democratic Movement secretary general Humphrey Nobongoza said his party had received reports that "ballot papers were flying all around" in Cala, Eastern Cape.     "The matter is of serious concern. It means there is a lack of control. It sends a bad signal," he said.     The IEC said about 23 million registered voters, including more than 16,000 overseas voters, would vote to elect a new National Assembly and nine Provincial Legislatures in April 22 elections.

He pledged to send the voices of the Party Central Committee and the State Council to millions of homes of the minority people, so as to enrich the spiritual and cultural life of ethnic groups.     Great efforts will be made to promote international exchanges of the ethnic culture, so as to increase the competitiveness and impacts of the Chinese culture, Li said.     He called for further strengthening and improving the Party leadership on the work of ethnic culture and making efforts to build up a massive and high-quality group of ethnic cultural workers.     Also present at the meeting were three members of the CPC Central Committee Political Bureau, including Vice Premier Hui Liangyu, CPC Central Committee Secretariat Member Liu Yunshan, and State Councilor Liu Yandong.     The conference, the first of its kind in the country, was attended by provincial officials from across the country in charge of the matter, as well as officials from some central departments concerning ethnic affairs, culture, media and cultural heritage.
