Police will charge 38-year-old Wu Shengli next week with kidnapping and injuring Wang Bingrong, Party chief of Weining County in southwestern Guizhou Province, on April 13. "We are making final preparations to conduct legal proceedings for the procuratorate departments," a police officer told China Daily yesterday. Wang is still in hospital, according to an official of the county office. The Guangzhou-based Nanfang Weekend reported the case yesterday. According to the newspaper, the kidnapping occurred at the Party chief's home at about 8 pm and the kidnapper demanded a ransom of 21 million yuan (.73 million) for his release. Wang tried to call a local finance official for help, but he thought Wang was playing a joke on him. It was not until the next morning when the official received a second call from Wang that public security departments were alerted. Wang was found seriously injured and rushed to hospital. "There were three big wounds on his head," one of Wang's nurses from Weining County People's Hospital said on April 20. "Surface wounds have healed, but there is still a hematoma inside his head." Wu, from Hubei Province, was captured "without difficulty" and put under criminal custody, the newspaper said. He used to work as a truck driver for a local gold mining company. While officials remain tight-lipped about the case, rumors of why Wang was targeted have spread. "It is a pure kidnap case for money, and there is nothing between Wang and the kidnapper," Li Zhengchao, a local official told the Guangzhou newspaper. But others are not convinced given that Weining is a remote county and kidnapping a top official poses high risks. Two mine explosions in the coal-rich county last May and June killed 20 workers, leading to the shutdown of more than 400 illegal mines. Wang is believed to have ordered the closure of more than 2,000 illegal mines in one year. In Weining, Wang is known for his boldness in streamlining local government bodies. Over-staffing of departments has been a problem in the county. For example, there are as many as six or seven vice-directors for a small department, as compared to two, regulated by the State. Wang's reform has reduced the ranks by more than 100 senior officials. "Many officials could previously stay in their posts until aged 58, but now they have to step down at 50," said a local official. Last November, Wen Jiangang, the former head of Xingren County, was stabbed to death together with five other family members. He was also known for his tough stance on coalmine safety. Wen had closed more than 300 illegal coalmines within six months.

SHENZHEN -- Construction began Saturday on an experimental facility which will offer a platform for Chinese and foreign scientists to work together for discovering a new kind of neutrino oscillation in Shenzhen, South China's Guangdong Province.It was the second biggest cooperation program Chinese high energy scientists ever conducted with other foreign counterparts since October 1988 when the positive-negative electron collider was built in Beijing.Through the collider, scientists from China and the United States have cooperated and carried out legions of scientific research.Saturday's construction commencement function was attended by more than 100 people, including government officials and foreign diplomats, such as Dr. Robin Staffin, Associate Director of Science in the US Department of Energy.Neutrino Oscillation is an intriguing behavior of a sub-atomic particle called neutrino.And the new facility is being built in the mountain near Daya Nuclear Power Plant, which has four reactors with a combined thermal output of 11.6 million kw in operation, and Ling'ao nuclear power plant is not far away. Both nuke power plants will serve as sources of anti-neutrinos for the experiments when the facility is finished.Workers will build three underground experimental halls which will be connected by long tunnels in the mountain that shields the experiment from unwanted cosmic radiation.Each hall will feature a 10-m deep water-pool within which eight anti-neutrino detectors will be deployed. Commissioning of the detectors in this hall will take place in 2009.Civil engineering construction is anticipated to last about two years, with installation of the last detector scheduled for 2010.Upon completion of the new facility, more than 190 scientists from six countries and regions including the Chinese mainland, Hong Kong, Taiwan Province, the United States and Russia will come over to do research work, according to Chen Hesheng, Chief of the Institute of High Energy Physics with the Chinese Academy of Sciences (CAS).The facility will have a budget of 250 million yuan (US.25 million). And China will be responsible for infrastructure construction and making of four detectors. And the United States will be responsible for making of the rest of the detectors.Wang Yifang, chief scientist on the experiment, said he was confident that the program would make an important contribution to finding a new breakthrough in China's research efforts in particle physics, starting a new horizon in world's neutrino research, and to improving the overall strength of China in science and technology.

WASHINGTON - US Treasury Secretary Henry Paulson will visit China's largest lake next week on a trip that will highlight global environmental challenges. [AP]Paulson will also hold talks in Beijing with President Hu Jintao that will focus on the Strategic Economic Dialogue, high-level discussions launched last year in an effort to deal with economic tensions between the US and China. "This trip is part of an ongoing process to strengthen our strategic economic relationship - to address long-term issues such as working with China to rebalance its growth and increase the flexibility of its currency and also to address short-term issues as they arise," Paulson said Tuesday in announcing the trip. Paulson will begin the trip with a visit July 30 to Qinghai Lake, the largest lake in the country and an example of some of the environmental challenges facing China as it struggles to deal with pollution. "The only way to make progress on climate change is to engage all the large economies, developed and developing, to work toward embracing cleaner technology and reducing emissions," Paulson said. "What's happening with the environment in the middle of China not only affects the local climate and economy but also the global climate and economy." Paulson will meet on July 31 in Beijing with Hu and Vice Premier Wu Yi, who is leading the Chinese side in the strategic dialogue talks. The administration is coming under pressure from Congress to show results from these discussions, particularly in the area of currency values. American manufacturers contend that the yuan is undervalued by as much as 40 percent, which makes Chinese products cheaper for US consumers but makes it more difficult for US products to be sold in China. The first strategic dialogue session was held in Beijing last December with a follow-up meeting in Washington in May. The two countries have pledged to meet twice a year with the next session to take place in China later this year. An exact date has not yet been announced. The Treasury Department said in a statement announcing the trip that Paulson in his meetings with Chinese leaders would raise issues of concern to Congress as well as follow up on issues that were identified as priority items at the May meeting of the strategic dialogue. US lawmakers have grown increasingly unhappy as America's trade deficit with China has soared, hitting 3 billion last year, the largest ever recorded with a single country and one-third of the US total deficit with the rest of the world. Various bills have been introduced that would require the administration to take a harder line on the currency issue including pursuing economic sanctions if China does not move more quickly to allow its currency to rise in value against the dollar. China has reiterated that it does not manipulate its currency and the currency reforms are moving as quickly as the developing economy and financial system will allow.

"China has become an active participant and constructor of the organization."The increase in China's financial contribution and its fulfilment of the promises show that it's willing to shoulder more international responsibility, he said.The UN's financial condition has deteriorated this year because of the rise in unpaid contributions."A sound financial condition is most important for the UN to perform its functions as the most important world body," Wu said, urging all member states to honor their financial obligations in time.
