SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. SAN DIEGO, Calif. — Scientists are harnessing a not-so-secret weapon in the fight against climate change: plants.“Plants are very good at one thing and that is to catch carbon dioxide out of the air and using the power of the sunlight to fix it to make into bio-materials," said Wolfgang Busch.A plant scientist and professor at the Salk Institute for Biological Studies, Busch is co-director of the Harnessing Plants Initiative (HPI). "Plants are superheroes," said Busch. “They can do what nothing else can do, no technical solution at that scale, to catch a lot of carbon dioxide and fix it.”Yet, humanity is still losing the climate change battle. After decades of burning fossil fuels, the planet continues to warm, with natural disasters growing more frequent and intense.Busch says while plants suck up carbon dioxide, some of it is released back into the atmosphere.“How can we actually make plants better in not only catching the carbon dioxide but keeping it in the soil?” said Busch.That's the challenge his team set out to solve, working to identify genes that help plants store more carbon underground. “Trying to enhance their superhero capability even more," said Busch. They’re developing plants with deeper, more massive roots, rich in a substance called suberin, a natural carbon storage device. Combined, these traits supercharge the plants, allowing them to absorb more carbon dioxide and keep it locked underground.“We think it has all the characteristics of something that can make a huge impact addressing this very difficult question, how to draw down carbon dioxide from the air and store it," said Busch. These climate fighting traits can then be transferred to the world’s six most prevalent crops: corn, soybean, canola, rice, wheat, and sorghum.By tapping into the existing agricultural supply chain, researchers say more than 75 percent of the world’s cropland could be converted into carbon storage.“We think in 10 to 15 years, after partnering with different stakeholders, seeds will be available to farmers at scale to plant the first carbon-sequestering crops,” said Busch.Busch says one of their top priorities is ensuring the initiative will benefit farmers, aiming to produce plants that will equal, if not exceed, the yields of current crops. And storing carbon underground not only protects the atmosphere but enriches the soil, making it more fertile.Busch says the plants will also be more resilient to climate-related threats, with an enhanced ability to hold water, resist pathogens, and tolerate stress"Gives us hope that we can make a huge impact; if we can develop crops that are better at storing carbon for longer and if these crops are adopted at a very large scale," said Busch.The initiative has received over million in grants, with the most recent boost from Amazon CEO Jeff Bezos donating million. 2867

(KGTV) -- The family of Crystal Odom filled a San Diego courtroom Monday morning to hear a judge sentence the man convicted of killing Odom in a drive-by shooting in 1995. The judge sentenced Aswad Walker to 15 years to life for Odom's murder, plus three years for gang ties. He was convicted of second-degree murder back in February for Odom's death. Two previous trials had ended in hung juries. Odom's parents spoke before the sentencing. Her mother called Walker a coward and told him he would get what he deserved in prison. When Odom's father, James Odom, spoke, the family became very emotional, tears and sobs could be heard throughout the courtroom. Odom said a burden was lifted off his shoulders and that the sentencing marked an end to a long ordeal. At the time of the shooting, Crystal was with her then boyfriend and her 10-month-old daughter. Her daughter and boyfriend were unhurt. 959

(KGTV) — Thirty-four people were arrested after Border Patrol agents intercepted two smuggling boats in less than 24 hours.The first boat was spotted around 11:15 a.m. on Sunday by a Department of Homeland Security aircraft. Less than an hour later, U.S. Customs and Border Protection’s (CBP) Air and Marine Operations agents were able to stop the vessel about one-mile southeast of Point Loma.Twenty-one people were arrested, including four who are alleged smugglers — two of which are U.S. citizens. The remaining 17 people on board were Mexican nationals. San Diego County handles approximately 9,000 cases of elder and dependent adult abuse every year. Elder abuse is defined by the Centers for Disease Control as "an intentional act, or failure to act, by a caregiver or another person in a relationship involving an expectation of trust that causes or creates a risk of harm to an older adult." Types of elder abuse include: physical abuse, sexual abuse, emotional/psychological abuse, neglect, or financial abuse. The county sees about 450 cases a year of criminal elder abuse cases, according to Paul Greenwood with the Elder Abuse Prosecution Unit of the District Attorney’s Office.  The District Attorney’s Elder Abuse Unit prosecutes crimes against seniors, as well as addresses the special needs of elderly victims. They meet with seniors to teach them how to protect themselves, train bank and credit union employees on protecting financial assets of elderly customers, and train first responders to be aware of issues involving elders.  The National Council on Aging? said approximately 1 in 10 Americans over the age of 60 have experienced some type of elder abuse. However, knowledge about elder abuse lags behind the fields of child abuse and domestic violence.
