SAN DIEGO (CNS) - A would-be carjacker who didn't know how to drive a stick shift was foiled when he tried to steal a car with a manual transmission in San Diego's Fox Canyon neighborhood, police said today.Two teenagers were sitting in the car around 10:45 p.m. Thursday in a hilly residential area near Auburn Drive and Wightman Street when a young man approached the window and demanded the victims' phones, San Diego police Officer Robert Heims said. Single-family home sales fell 7.4% -- from 2,144 in July to 1,985 last month -- while sales of attached properties, such as condominiums, fell 8.6% from 1,100 in July to 1,005 in August. Sales of both property types have vacillated between increases and decreases since May. Median sales prices of both property types have risen fairly steadily for most of the year, according to the GSDAR. Single-family home prices rose 0.5% from 7,000 in July to 0,000 in August, and attached property prices increased 1.2% from 5,000 in July to 0,000 last month. ``The 30-year mortgage rates are approaching the historic lows of 2016,'' SDAR President Kevin Burke said. ``Whether that can give the housing market some relief is still dependent on an increase in our supply of homes for sale. Until then, buyers will have to be on their game.'' Year-over-year property sales also fell last month when compared to August 2018. Single-family home sales decreased 3.8% from 2,064 in August 2018 to 1,985 last month, while attached property sales fell 6.9% from 1,079 in August 2018 to 1,005 in August of this year. SAN DIEGO (CNS) - An additional 10,000 households economically impacted by COVID-19 are able to apply for rent relief from San Diego County Tuesday, part of million county supervisors allocated for just such a purpose.County residents economically impacted by the pandemic could qualify for assistance of up to ,000 to pay for past-due or upcoming rent through the second wave of the Emergency Rental Assistance Program starting Tuesday.County leaders are anticipating awarding more than million in assistance to residents who applied during the first round of applications at the beginning of October, although details about when that money is expected are scarce.For the new round of funding, the county will review applications as they are received and will continue to take applications until funds are depleted. Those who apply will be able to check their application status online at any point in the process.To be eligible, households must be renting and have experienced a financial hardship directly related to COVID-19. This includes a loss or reduction of income or an increase in medical expenses.Households must also fall under 60% of the area median income to qualify. For example, to be eligible, a single-person household can earn up to ,540 and a four-person household can earn up to ,300. The program will be able to assist about 10,000 households.Residents who live in cities with their own COVID-19 rental relief program will not be eligible for the county program unless their cities' funds have already been depleted.Also, applicants must not receive any other forms of housing subsidy, such as Section 8 or other rental assistance programs, rapid rehousing assistance or rental assistance from nonprofit agencies.Only one application per household will be accepted and the applicant's landlord must agree to participate in the program for the county of San Diego to process the emergency rental assistance grant.Applicants can find more program information, including how to apply and detailed eligibility criteria, at https://www.sandiegocounty.gov/sdhcd/community-development/COVID-19-Emergency-Rental-Assistance-Program.html. 2175

  

SAN DIEGO (CNS) - A murder charge was filed Wednesday against a man accused of striking a man in the head with a wrench outside a 7-Eleven store in the Rolando neighborhood, resulting in his death five days later.John Cowan Patch, 26, is accused in the Nov. 5 attack on George Almestar, 30, who was found around 4:20 a.m. in the parking lot of the convenience store near the intersection of El Cajon and Rolando boulevards.Paramedics performed CPR on the victim, who was bleeding from his head, and took him to a hospital, where he was admitted in critical condition, Officer Scott Lockwood said.RELATED: Suspect pleads not guilty to 7-Eleven attack that left man on life supportAlmestar died at the hospital on Nov. 10, according to a GoFundMe page created by the victim's family.A motive for the attack has not been disclosed.Patch was arrested the same day and was arraigned Nov. 8 on attempted murder and assault with a deadly weapon charges. SAN DIEGO (CNS) -- A prominent local civil rights leader called on the San Diego County Sheriff's Department Monday to fire a deputy who allegedly shared a "lewd and racist and vile" altered photograph of George Floyd taken from the viral video of the Minnesota man's death in police custody.The doctored image showed a nude male "porn star" kneeling on Floyd in place of Minneapolis police Officer Derek Chauvin, who kept his knee on Floyd's neck for nearly nine minutes as the detainee repeatedly protested that he could not breathe, according to NAACP San Diego Branch President Francine Maxwell. Floyd died on Memorial Day.The words "quit resisting" also were added to the picture, Maxwell asserted in a prepared statement.RELATED: Sheriff's employee removed after reportedly sharing vulgar image"The image was lewd and racist and vile and should disturb anyone with a shred of human decency," Maxwell said. "It is simply unacceptable (behavior for) a law enforcement officer."The deputy, whose name has not been confirmed by the Sheriff's Department, allegedly shared the photo via email, according to Maxwell. On June 18, he was suspended pending the completion of an internal investigation into the matter, said Lt. Ricardo Lopez, media relations director for the regional law enforcement agency."We were so disgusted that an employee may have shared such a vulgar image that within minutes we began to take action," Lopez stated. "Hours after being made aware of this incident, the employee was removed from his official duties and had his peace officer authority removed."In calling for the deputy's ouster, Maxwell also cited his shootings of suspects in 2005 and 2006, describing them as excessive and unjustifiable uses of lethal force. She said the lawman "must go" because "this is far from the first time he has shown himself to be an overtly racist and deplorable human being" and because "this (doctored-photo) incident shows he has clearly not changed his evil, racist and hate-filled ways and (that) he is a danger to all residents of the county."The sheriff's spokesman said the department's leaders "understand the public concern" over the episode and "want to bring the matter to a just conclusion as soon as possible."
