SAN DIEGO (KGTV) - San Diego County is taking another jab at tackling the housing crisis. In a press conference Wednesday, Supervisor Dianne Jacob revealed a set of pre-approved plans to build granny flats throughout the county. Homeowners can choose between plans for a 600 or 1,200 square foot designs. The program can help homeowners save up to ,000 in design and permit fees. Tom Tanner recently built a granny flat on his home in Lakeside. "I was looking for that additional income to offset the cost of everything," said Tanner. "If it’s doable, yea, do it it all comes down to the numbers, how much they can afford what they’re going to get back."The county is currently working on developing four other designs for homeowners to choose from. SAN DIEGO (KGTV) - San Diego County homebuyers could be gaining an upper hand in negotiations as the region's housing market slows.A new report from real-estate tracker CoreLogic says 2,936 homes changed hands in San Diego County in November, an 11 percent drop from November 2017. Meanwhile, the rate of home-price appreciation slowed to 4.6 percent year-over-year. The median home price was 5,000 in November."It's a good time to get in there," said Mark Goldman, a San Diego loan officer with C-2 Financial. "There's more selection of homes to purchase, and there's probably sellers who are more willing to consider offers maybe a little bit below their list price, and so forth."CoreLogic says Southern California as a whole has seen its biggest sales drop in three years. The company says higher interest rates and the volatile stock market could be contributing to buyer pullback. The average rate for a 30-year-fixed is now 4.55 percent, up about a half percent from a year ago. Goldman said qualifying families, even with a few percent cash down, should be able to get an offer accepted in this market."Be cautious, make an offer at a good price, work with a professional realtor who can guide you to a reasonable price, but if you're going to be in that house five years or so, I think you'll be happy," Goldman said.Goldman said the market is coasting at a rate of appreciation that is more sustainable. He said the 6 to 8 percent annual price growth could not last with wages not growing nearly as fast, he said. SAN DIEGO (KGTV) — San Diegans now have even more problems they can report by the touch of a button.The city is continuing to add categories to its "Get it Done" smartphone app, which launched in 2016. The app originally allowed San Diegans to report stormwater and street issues, but currently has nine categories, including code enforcement, graffiti, and even passport appointments.The city says it gets 10,000 reports per month on the app.RELATED: San Diego battles illegally painted red curbsIn August, the city added features that allow people to report cars parked longer than 72 hours, illegal dumping, and HAZMAT related issues. In the next year, the city will allow people to buy trash bins off the app, and to report suspected enforcement violations - such as illegal structures.The city says it requires personal information with a complaint to help verify the facts. "For us, if it's not easy to interact with the city, we're going to put that into 'Get it Done,'" said Alex Hempton, the city's project manager. SAN DIEGO (KGTV) - San Diego City Councilman Chris Cate sent a letter to Gov. Gavin Newsom's office on Monday, asking that comedy clubs in San Diego be allowed to reopen safely.The letter requests that performances be allowed to reopen in outdoor settings, with shows lasting no longer than an hour."We're not talking about concerts here where thousands of people are sitting next to each other," Cate said. "These are performances that are done while folks and individuals are having dinner in a restaurant setting, properly distanced, why should they be treated any differently?"Earlier this month, some comedy clubs, like The Comedy Palace in Kearney Mesa, moved their comedy shows outdoors, only to find out they were in violation of public health orders and made to stop.George Salek, co-owner of The Comedy Place, said they have a lot of outdoor space, and people were able to observe social distancing."Eighty people is what we're trying to put in 5,000 square feet," he said. "It's really safe."Cate said San Diego's entertainment industry is an important part of the economy."I think anyone who can fit the confines of what we want to have done," Cate said.
