SAN DIEGO (CNS) - The San Diego-based owners and operators of the conservative One America News Network filed a million defamation lawsuit Monday against MSNBC and political commentator Rachel Maddow for saying on air the network ``really literally is paid Russian propaganda.'' The lawsuit filed in San Diego federal court by Herring Networks Inc., owners of the One America News Network -- or OAN -- calls Maddow's on-air statements ``utterly and completely false'' because OAN ``is wholly financed by the Herrings, an American family'' and ``has never been paid or received a penny from Russia or the Russian government.'' Maddow and MSNBC could not immediately be reached for comment. Maddow made the statements during a July 22 segment of her show, in which she cited a Daily Beast article stating that an OAN on-air reporter was ``on the payroll for the Kremlin.'' Herring Networks' court papers say the reporter, Kristian Rouz, is originally from the Ukraine and started his journalism career by writing articles for Sputnik News, which is affiliated with the Russian government. According to Herring Networks, Rouz was merely a freelancer for Sputnik who selected his own article topics for submission, and his work there had no significance toward his work for OAN. OAN demanded a retraction of Maddow's statement, according to the suit, which says that an attorney for NBC Universal refuted that Maddow's use of the word ``literally'' was not simply a figure of speech. The Herrings' attorney, Skip Miller, said in a statement that ``One America is wholly owned by the Herring family in San Diego,'' who he called ``as American as apple pie.'' SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. RELATED: New round of complaints on high water bills"We needed to change the culture and make sure that all these issues were addressed," said Johnnie Perkins, San Diego's deputy chief operating officer. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. SAN DIEGO (KGTV) - A San Diego family is pleading for their father back after they say officers with U.S. Immigration and Customs Enforcement apprehended him on June 20. Their father is expected in court on July 18. Gilberto Mayorga's children say it's hard to imagine life separated from him. "He's been here's since he was 17, 16. All he knows is San Diego. All he knows being here," his daughter, Eugenia Mayorga said. They say their father met their mother and started their family. He was deported but quickly came back so he could help their mother, who was struggling to support their family. "As soon as he came back, I remember having a roof over our heads," his daughter Bridgette Rembao, said. "I feel like the only crime he made was to come back and financially support us." ICE painted a different picture of Mayorga. ICE officials say he had previously been removed from the country five times. He served 100 days in federal prison for illegally entering the country. They say he has two felony criminal convictions for drug offenses and was sentenced to more than than five months in jail. He was also convicted of two other misdemeanors. ICE officials released the following statement to 10News:“While no class of alien present in the country illegally is exempt from ICE enforcement efforts, ICE officers do prioritize individuals they seek to apprehend and remove including criminal aliens, especially those who have repeatedly ignored our nation’s immigration laws.” 1500

SAN DIEGO (KGTV) -- A 55-year-old man was arrested Friday after hitting a 19-year-old with his car following a drunken argument, San Diego Police say.According to police, the suspect, Fernando Chavez Lopez, 55, got into an argument with a 19-year-old man before 11 a.m. Friday. Lopez was reportedly drunk at the time of the dispute. After the argument ended, police say Lopez went looking for the victim, locating him crossing the street at an intersection on the 3100 block on National Avenue.Police say the suspect deliberately drove his vehicle into the victim, hitting him before taking off when police were called.Ten minutes later, officers found the suspect driving on the 1100 block of Sicard Street. He was detained and later positively identified by witnesses, police say.The victim sustained minor scrapes and bruises and was taken to the hospital.Lopez was arrested and booked into jail, police say. 919
