A representative with U.S. Section of the International Boundary and Water Commission tells 10News the spill came from the potable water Planetary Aquaduct around 4:30 am. They say Pump Station CILA was unable to divert water from this event and a trans-boundary flow of approximately 63,000 gallons occurred at around 4:30 am. The transboundary flow contained treated and untreated wastewater in addition to storm water runoff and groundwater that has made its way to the Tijuana River.
