THE HAGUE, Sept. 13 (Xinhua) -- Xue Hanqin was sworn in Monday as a judge of the Hague-based International Court of Justice (ICJ), becoming the first Chinese woman to get the job.Another female judge, Joan E. Donoghue from the United States, assumed office together with Xue."It is the first time in the court's history that two female judges will serve simultaneously," the ICJ said in a statement.Almost all ICJ judges had been male with only one exception -- British Dame Rosalyn Higgins, who served on the court from 1995 to 2009.Xue, a veteran Chinese diplomat and an expert of international law, was elected to the ICJ with all 15 votes in the Security Council and a majority of votes in the UN General Assembly in June. She is the third Chinese judge in the Court."More and more women take active part in the major international justice organizations, which marks the improvement of civilization," Xue told Xinhua.Xue is no stranger to the Dutch city. She used to serve as Chinese ambassador in The Hague."What is remarkable about the two new judges is not just that they will bring down the average age of the members of the ICJ," Dr. Olivier Ribbelink, senior researcher at T.M.C. Asser Institute commented, "but also, strangely enough, that they are women.""Although it may be too early to say, perhaps their nomination forebodes a new attitude towards the ICJ and international law," Ribbelink added.Shortly after the swearing in ceremony, Xue and Donoghue joined their colleagues to start public hearings of a case concerning application of the International Convention on the Elimination of All Forms of Racial Discrimination between Georgia and Russia."More than a dozen cases are on trial now and all the judges have a lot of work to do," which shows that most governments attach more and more importance to the ICJ, said Xue, who turns 55 on Wednesday."This will benefit the development of international law and bring profound influence to the international society," she added.Donoghue, a former legal adviser in the U.S. Department of State, was elected to the ICJ on Sept. 9.The ICJ, the principal judicial organ of the United Nations, has 15 judges who are each elected to a nine-year term of office and may be re-elected. In order to ensure a measure of continuity in the composition of the court, one third of the membership is renewed every three years.

BEIJING, Oct. 16 (Xinhua) -- Wang Jianping, 63, a healthy retiree from a Beijing-based enterprise, has recently begun searching for nursing homes."When I cannot move, I will live in the old people's home and will not inconvenience my children," Wang said.Her experience of caring for her 89-year-old mother-in-law, who suffers from senile dementia over the past 14 years, prompted her to "search for nursing homes as early as possible," she said.As China marks Seniors Day Saturday, or the ninth day of the ninth lunar month, experts have called for an improvement in the country's services to the aged, especially at a time when the "only child" generation is finding it increasingly difficult to care for four parents (their own and their spouse's parents).The Office of the China National Committee on Ageing said the number of people aged 60 or above stood at 167 million in 2009, or 12.5 percent of the 1.3-billion population.Chen Chuanshu, deputy director of the Office of the China National Committee on Ageing, said the ageing problem not only affected individual families, but was also a major social problem that concerned the national economy and people's livelihoods.Yang Yanan, a 24-year-old postgraduate student at the Department of Sociology of Peking University, said her grandmother was cared for by four children, and the grandmother would live, in turn, in the homes of Yang's parents and her uncles and aunts.Hao Maishou, an expert on the ageing issue at the Tianjin Academy of Social Sciences in northern China, said that traditionally, the elderly were taken care of by their sons, financially and socially.After the New China was founded in 1949, a pension and the aged insurance system was established in both urban and rural areas, but since it was far from perfect, most old people continued to be cared for by their own families. Only a few lived in old-age homes, Hao said.But today, most parents of the country's first-generation of children with no siblings, following the government's "one-child" policy, have started realizing that they cannot depend on their children to look after them when they grow old. These parents are mostly in their 50s.Chen said that family-based care was still the main way of caring for the aged in China, and the country was working on improving these policies, financial support and caring services for the elderly.In the recent past, the government has mobilized non-public sectors to serve the aged and encouraged private capital to enter the sectors providing services to this demographic.Towards that end, a project called the "Aiwan (Loving the Old Age) Project" was begun in 2008, covering major Chinese regions with serious ageing problems, using an investment of 10 billion yuan (1.47 billion U.S.dollars). TIANJIN, Oct. 23 (Xinhua) -- China has become Volvo's third largest market, with more of its car models to go on sale in the world's largest auto market this year, Chief Executive Office (CEO) of Volvo Cars China said in Tianjin.Dr. Alexander Klose, CEO of Volvo Cars China, told Xinhua at the Ninth Tianjin International Automobile Trade Show, being held from Friday to Wednesday.Klose said Volvo Cars had entered a new era of fast development, adding that its sales in China roared in 2010.As of the end of September, Volvo's global sales volume was up 12.5 percent year on year, compared with 52 percent year-on-year rise in China, he said.Volvo also aggressively expanded its dealer network to 98 outlets in 81 Chinese cities this year.Two new Volvo sales centers opened in Beijing within merely one week in early October, about two months after east China's Zhejiang Geely Holding Group Co. acquired the Swedish brand from the U.S. auto giant Ford for 1.5 billion U.S. dollars in early August.Dr. Klose said he was confident of seeing tremendous growth in China's auto market in the next five years."As the Chinese government has increased the tax rate for large displacement cars already, we now have a lot of cars below three liters, and I think we'll stick to that strategy, as you can see now the XC60 which was introduced today is just two liters," he said."As the technology advances, we'll probably even see 1.6 liter engines or 1.5 liter engines in the future," he added.Volvo Cars is not the only automaker hoping to take advantage of China's rapidly growing auto market.Bentley, the famous British luxury carmaker, will open a new sales center in China at Tianjin next Thursday, which is the 11th one in China, according to a press release by Shanghai-based Zenith Integrated Communications Corp.
