A postal worker's union says that USPS employees were not involved in an incident that led to several unopened mail bags dumped in two separate locations in Glendale, California, last week.On Thursday, KTLA-TV in Los Angeles obtained surveillance footage that showed a Budget rental truck pulling into the parking lot of Glendale spa.That morning, at about 5:40 a.m. local time, the truck pulled into the parking lot of 7Q Spa Laser & Aesthetics and began pulling bags of unopened mail and packages out of the truck. The truck later pulled away, leaving the mail behind.About two hours after the truck initially pulled up at 7Q, the Glendale Police Department received a call about a second large pile of mail that was found in an alley about a half a mile away.It's unclear if the two instances are related. The Los Angeles Times reported Friday that the Glendale Police Department had opened investigations into the incidents.On Tuesday, Omar Gonzalez, the Western Regional Coordinator for the American Postal Workers Union, told CNN that the person caught on surveillance footage dumping mail was a "contractor," and not a USPS employee.It's unclear how the mail made it on to a Budget rental truck. Mail coming into the Glendale post office is supposed to arrive on USPS trucks."If it's outgoing, we don't know how it got into the Budget truck," Gonzalez told CNN.CNN also confirmed Tuesday that the Postal Inspector's Office had opened an investigation. The mail recovered from the scene will "go through a verification process and be delivered."The mail dumping incidents come amid scrutiny of the USPS following the appointment of Louis DeJoy as postmaster general. Since President Donald Trump appointed him to take over the USPS in June, postal employees say that DeJoy — a longtime Republican donor and Trump supporter — has attempted to institute policy changes that have led to significant mail delivery delays.The delays have sparked concern that the agency won't be able to handle increased mail-in voting during the upcoming general election.Last month, DeJoy said the USPS would hold off on implementing further changes ahead of the 2020 election but has said he will not restore previous policies or bring back mail sorting equipment that has already been taken off-line.Democrats in the House of Representatives announced Tuesday that they were opening an investigation into allegations of campaign finance violations against DeJoy. 2462

A Tennessee man was arrested after watching ISIS videos, and then lying about his stay at a mental institution when he tried to buy a sniper rifle, according to federal officials.According to a federal indictment, federal agents began looking into Khari Malik Whitehead last year, after they talked to someone who knew him. That person told Metro Nashville Police they were concerned Whitehead was watching ISIS propaganda videos on the internet.They also told the ATF Whitehead may have possibly been radicalized, and that they were afraid that he may commit a mass murder one day.The indictment said Whitehead was committed to a mental institution late last year, but he lied about that in February on a background check form he filled out at the Walmart in La Vergne as he tried to buy a semi-automatic rifle. He asked to purchase a rifle that could "hold a lot of bullets"However, the purchase didn't go through. His stay at the mental institution was picked up by the background check, and Whitehead was denied the purchase.Whitehead's lie on the background check form was enough for federal prosecutors to file charges against him. 1175

A Tokyo skyscraper is set to become the world's tallest wooden building.Japanese company Sumitomo Forestry says its 1,148-feet-tall timber tower will be completed in 2041, to mark the 350th anniversary of the business that year. The W350 tower will cost an estimated 600 billion yen (.6 billion) to build.The 70-story tower will be a hybrid structure made from 90% wooden materials. A steel vibration-control framework will underpin the design -- an important feature in a city where earthquakes are frequent.Green balconies will populate the skyscraper's exterior, connecting the building to its environment."The aim is to create environmentally-friendly and timber-utilizing cities where (cities) become forests through increased use of wooden architecture for high-rise buildings," the company said in a press release.The Japanese government is trying to encourage more developers to use wood. A teacher at Dickson Intermediate School in Tennessee launched an emergency lunch money fund for students after an interaction with one child inspired her to help children in need."As I was walking through the cafeteria one day, I saw a child with no tray and no drink just stopped to build those relationships as teacher do, and just asked are you not eating? Do you need something?" said sixth grade literary teacher Julie Potter. "His comment was mom said we’re out of money so I can’t eat today."Potter told the student to grab lunch, on her.But she said she realized that was a short term solution."I thought if I could just donate just a few dollars to set up an account so the next time, the next child will feel safe enough to go through the line without worrying about pride and be fed," Potter said.So Potter put out a post on Facebook, detailing her interaction with the student and a plan to help others."I share this message to say I would like to set up a special lunch account called 1 in 4," the post read. "This account would be for those students, just a handful and only as needed, we see going without food.
