SAN YSIDRO, Calif. (KGTV) -- San Diego Police are investigating Monday night's shoot out at the border at the San Ysidro Port of Entry. Christopher Barajas said he was pulling up to the line to head into the U.S, but turned back. "Everyone started screaming before I even get to the line," said Barajas. It happened around 7:30 p.m. when police and Customs and Border Protection officers say the driver of a white pick up truck refused to stop at a secondary inspection area. Instead, the twenty-three-year-old allegedly accelerated and tried to drive straight through the port into the United States before being blocked by a vehicle. Police say the driver started firing shots from inside his truck and then got out and continued shooting at officers. Seven C-B-P officers returned fire, hitting the man at least once. Officers and San Diego Fire Rescue crews performed life saving measures, but the suspect died at the scene."If they didn't find any individuals in there, smuggling, he was probably hiding something in there," said Barajas.White plastic garbage bags could be seen sitting on the truck's tailgate, but police haven't released any information about what, if anything, was found. Tuesday, only the Sentri and Ready lanes remained open on the northbound side. Traffic heading into Mexico was not affected. SAN FRANCISCO (KGTV/AP) — California’s education chief has applauded the state’s two largest school districts, Los Angeles and San Diego, for this week’s decision not to reopen classrooms this fall amid rising coronavirus cases. But Tony Thurmond says the same rules need not apply in counties with low rates of infection. In a media briefing, Thurmond says that in counties where the number of cases is low, schools could reopen for in-person classes as long as they follow the state's guidance on physical distancing and wearing face coverings. “Everyone shares the desire to reopen schools and agrees that the best place for children to learn and thrive is in the classroom connected with caring teachers and staff. We also understand that schools are more than a place of learning: They provide critical necessities like meals, relationships with caring adults, and support for working parents,” said Thurmond. “But we can only open schools if it is safe to do so. As the largest educational agency in the country, our stance has been consistent during this pandemic: Science, data, and safety must guide any decision about reopening a school. SCRIPPS RANCH (KGTV): At the top of a trail along Semillon Boulevard and Pomerado Road, right next to a sign that reads, "No Dumping - 00 fine," sits a giant pile of wood chips.It's been there for years, growing and shrinking in size. But right now, people who live nearby say it's as big as they can remember."Yeah, it is a little larger than normal," says Douglas Burns, who lives in a home next to the pile.The wood chips are from trees cut down by maintenance workers in the area. The work is part of the Scripps Ranch Civic Association's maintenance contract with the city. The workers take the leaves to the dump but leave the wood chips behind.Bob Ilko, the President of the SRCA, says it saves money on beautification projects. He says the city doesn't have to pay to haul the wood chips and tree pieces away or buy fresh mulch when they need it for landscaping.The wood chips are used to help with weed control and ground cover across Scripps Ranch."It's natural here, it's generated here, it stays here," says Ilko, adding that there's also an environmental benefit since it keeps all the wood chips out of city landfills.Ilko says the pile is larger than usual right now, but that's because crews have been hard at work clearing away dead and dying trees from the area.And while the wood chips are on city-owned land, that does not mean they're available to the general public."It's city property," says Ilko. "If people take them, it defeats the purpose of keeping the wood chips here to save money."He also says contractors are not allowed to use the area to dump their wood chips.When asked if the pile presents a fire hazard, Ilko told 10News the Fire Department has been out to inspect the area, and they say there is no danger of any spontaneous combustion."It's not mulch, it doesn't heat up and break down like manure or mulch," says Ilko. 1889

SAN YSIDRO, California — Migrants rushed the border Sunday morning, forcing the closure of the San Ysidro Port of Entry and several San Diego interstates. Southbound Interstate 5 and 805 closed at State Route 905, forcing drivers to be rerouted on one of the busiest travel days of the year. All north and southbound lanes of the port of entry were also closed to all vehicles and pedestrians, halting traffic. Las Americas Premium Outlets was also shut down due to safety and security. Check out the map below for more:  559
