OCEANSIDE, Calif. (KGTV) - Oceanside could be getting a new active sports complex, complete with a man-made wave pool, perfect for surfing competitions, according to Mayor Peter Weiss. The idea is in it's beginning stages, no formal paperwork has been submitted to the city clerk. 10News spoke with her Wednesday and she said the developer, Zephyer Partners, has been talking with council members.Neighbors have already been hearing construction equipment hacking away at the remains of the drive-in that operated before the swap meet took over."When I was driving by and I saw you standing here I thought I need to find out because she probably knows more than I do," Neighbor Liz Lewellen said.She said the neighborhood has been wondering what could happen to the lot. Mayor Weiss told 10News the developer gave him this pitch, "n active sports complex, there would be a BMX track, a climbing wall, things like that, it would also have a hotel and then sports oriented retail." He also described a wave pool that mimics the Kelly Slater Surf Ranch in Fresno. The facility is state-of-the-art and perfect for competitions.The idea sparking interest in the community. Lewellen was shocked and excited when she heard."I love the idea that it's commercial coming in because this area desperately needs more restaurants more things," Lewellen said. "So that's really exciting, I know that we have the skate park up the street and that's been a god send for the kids and the active people in the neighborhood."Thursday Zephyr Partners will host a community workshop at Saint Mary Star of the Sea School from 6-8 p.m."It's something unique, I think I'd like to actually see the plans what they're proposing," Weiss said.When asked if Lewellen would try out the wave pool, "I've always wanted to learn how to surf," she said laughing, "so maybe, we'll see, if it's the perfect wave, maybe someone can train me how to perfectly get up on the board."Lewellen had one concern though, wondering how traffic would affect her drive to and from home.Zephyr Partners did not respond to 10News's request for comment. One of the leading COVID-19 vaccine candidates produced virus antibodies in every patient tested in a trial conducted earlier this year, according to a report in the New England Journal of Medicine.The published results describe a successful Phase I testing for the vaccine, which is being produced by biotech company Moderna. The vaccine is currently in Phase II of testing, and Dr. Anthony Fauci said Tuesday that the vaccine would move to the third and final phase by the end of the month.According to the New England Journal of Medicine report, Phase I was conducted in 45 test subjects. Subjects were divided into three groups of 15, each of which was given different doses of the vaccine.Every subject received two shots, each administered 28 days apart.According to the New England Journal of Medicine, the vaccine "induced anti–SARS-CoV-2 immune responses in all participants."The Journal did note that half of the participants indicated they suffered from side effects that included "fatigue, chills, headache, myalgia, and pain at the injection site," most of which came after the second injection. Three of the participants who received the highest dosage of the vaccine reported at least one "severe" side effect.Fauci has said that the US is currently producing the top vaccine candidates with the hopes of distributing them when they are cleared for use by the FDA. On Monday, Iowa Gov. Kim Reynolds signed a new Public Health Disaster proclamation that imposes a number of additional public health measures to reduce the spread of COVID-19. These new measures will be effective at 12:01 a.m. on Tuesday, November 17 and will continue until 11:59 p.m. on December 10, 2020.The proclamation requires that when people are in an indoor public space, and unable to social distance for 15 minutes or longer, masks are required to be worn. The same requirements apply to visitors and employees inside state buildings. Additional mask requirements are imposed for certain specific establishments and gatherings.The proclamation also limits indoor social, community, business and leisure gatherings or events to 15 people. Outdoor gatherings are limited to 30. This includes wedding and funeral receptions, family gatherings and conventions. But it does not restrict gatherings that occur in the workplace as part of normal daily business or government operations.With the exception of high school, collegiate and professional sports, all organized youth and adult sports activities of any size are suspended. This includes basketball, wrestling, gymnastics, swimming, dance, and group fitness classes at gyms. OCOTILLO WELLS, Calif. (KGTV) - Four earthquakes shook the Ocotillo Wells area on Saturday evening. They struck between 5:00 p.m. and 6:00 p.m. about 14.3 miles east-southeast of Ocotillo Wells in San Diego County.The U.S. Geological Survey reported a 3.5-magnitude quake struck the region at 5:34 p.m. A 3.4-magnitude quake struck only a few minutes prior.Two aftershocks followed suit. A 3.1-magnitude quake shook the area at 5:37 p.m. and the last earthquake reported struck around 5:48 p.m with a 3.3-magnitude. 523

(KGTV) -- An Oceanside man convicted of kidnapping and killing a 3-week-old baby girl and trying to kill the infant’s parents and uncle was sentenced to nearly 142 years to life in prison.Anthony Ray McCall, 32, was found guilty of first-degree murder, kidnapping and attempted kidnapping, along with four counts of attempted murder on March 2.A jury in Long Beach deliberated for less than three hours before returning with a verdict.A co-defendant in the case, Giseleangelique Rene D'Milian, pleaded no contest to first-degree murder for the murder of Eliza De La Cruz as well as for the attempted murders of the infant’s father and uncle.The woman was sentenced to 25 years to life in prison.Eliza’s body was found in a San Diego trash bin in 2015.Eliza’s mother said during testimony that she pleaded with McCall not to take her baby. "I couldn't do anything to stop him," Honorato said. She said she could hear the voice of a woman telling her daughter, "I'm your new mommy."She said the voice was the same as the woman who offered her a ride home earlier in the day.A third defendant, Todd Damon Boudreaux, 46 pleaded guilty to being an accessory after the fact in October of 2016 and was sentenced to time served. 1246
