Chris Collins submitted his resignation Monday ahead of his expected guilty plea Tuesday to federal charges in an insider trading case, according to the House Speaker's office, court documents and a person familiar with the matter.Collins sent a letter of resignation Monday to the office of House Speaker Nancy Pelosi, according to her spokesman, who said Collins's resignation will be effective Tuesday.The first sitting congressman to back President Donald Trump's bid for the White House, Collins was reelected to office several months after he was originally indicted in the insider trading case.He faced reelection in 2020, and a guilty plea wouldn't necessarily have caused him to immediately lose his congressional seat unless he resigned or if the House of Representatives were to expel him, which would require a full vote of the House.It's not clear if Collins, who was charged by the Manhattan US Attorney's office, is set to plead guilty to precisely the same set of charges contained in the indictment against him, which was originally filed in August 2018 and was revised the following August.Collins' attorneys, Jonathan New and Jonathan Barr, didn't immediately respond to a request for comment.Collins' co-defendants -- his son and another man -- are also set to change their pleas on Thursday, according to court filings.Collins and his co-defendants had pleaded not guilty twice in the case, once after the original set of charges in August 2018 and a second time -- to the revised charges contained in what's known as a superseding indictment -- earlier this month.Federal prosecutors in the Manhattan US Attorney's office allege that the defendants acted on non-public information about the results of a drug trial, which was then used to trade on the stock of the pharmaceutical company, Innate Immunotherapeutics Limited, of which Collins was a board member.The indictment didn't allege that Collins himself traded on information about the failed results of a drug trial, but that he passed the information to his son so that his son could execute trades. The superseding indictment narrowed the charges against Collins, dropping some, but not all, of the securities fraud counts.Speaking outside the courthouse after his second not guilty plea, Collins said he hadn't decided whether to run for reelection in 2020, adding that he would decide by the end of this year. While residents of The Bahamas are still recovering from Hurricane Dorian, which struck the islands last week, a new storm forming in the Atlantic could pose a threat.The storm, which is being called "Potential Tropical Cyclone No. 9," is swirling in the central Bahamas. The storm is expected to gain strength and move northwest, toward the same islands pounded by Hurricane Dorian. Abaco Island and Grand Bahama Island are among the areas under the tropical storm warning. The two islands faced major devastation from Dorian. Also, Nassau is under a tropical storm warning. The National Hurricane Center expects the cyclone to become a tropical storm on Friday or Saturday. The storm then could strike Florida on Saturday as a tropical storm. Like Dorian, the forecast does not guarantee a landfall in Florida. As of 5 p.m. Thursday, the tropical storm has top winds of 30 MPH. WAVERY, Ohio — One of the women accused of lying to cover up eight rural Ohio slayings in 2016 wants to return to church to teach Sunday school.In a supplemental memorandum asking to modify the conditions of 76-year-old Fredericka Wagner's house arrest filed in Pike County court Jan. 31, her attorney asked Judge Randy Deering to allow Wagner to leave her home to visit Lucasville Mission Church on Sundays from 1:30 to 4:30 p.m. in order to attend services from 2 to 3 p.m. and teach Sunday school from 3 to 4 p.m.Wagner has attended services and taught Sunday school at the church "each and every week since 1976," other than when she was caring for her dying husband, her attorney wrote in the court filing.In a letter supporting Wagner's request, Pastor Aaron David Spencer wrote that she "needs the spiritual strength she gains from attending our Praise and Worship.""I can attest to the fact that Fredericka Wagner never missed a service with exception of the time her husband was on hospice ... She began attending the Mission again the very next Sunday and never missed a service since," he wrote. "She was there every time services were held from August 21, 2017 until she was arrested November 13, 2018.
