SAN DIEGO (KGTV) -- Nearly 140 pounds of liquid methamphetamine and two pounds of heroin were discovered inside a vehicle’s gas tank and spare tire at the Otay Mesa Port of Entry Monday, U.S. Customs and Border Protection says.According to the agency, the drugs were discovered after a detector dog alerted officers to the undercarriage of the vehicle around 4:30 a.m. Monday.Following the alert, officers guided the driver, a 52-year-old woman who is a citizen of Mexico and lawful U.S. resident, to a secure location for inspection.RELATED: Previously-deported sex offender arrested by Border Patrol in San DiegoThat’s when, according to CBP, officers found the drugs hidden inside the gas tank and spare tire.The driver was turned over to agents with Homeland Security Investigations while a 71-year-old female passenger was released.The narcotics are estimated to have a value of 5,000. 901

SAN DIEGO (KGTV) — More than 200 people in San Diego County are currently being monitored over novel coronavirus concerns, county health officials said Friday.The 204 people under county supervision include those deemed at risk of having been exposed to the virus due to close contact with confirmed cases or because of travel to China in the past 14 days, the county said.Those individuals are monitoring their health under the supervision of county health officials.RELATED: San Diego Board of Supervisors extends coronavirus emergenciesSo far, 338 people in all have been monitored by the county, with 134 people completing their time under supervision.Health officials say the CDC is conducting screening for those landing at one of 11 U.S. airports from China. From there, if a patient shows no symptoms they are self-quarantined at home for self-monitoring with public health supervision. San Diego has had two confirmed cases of coronavirus, or COVID-19. One patient has since recovered from the virus and been released. The second patient was still receiving care. Devera Scott. Scott was also the treasurer for New Hope Friendship Baptist Church during the time the money went missing.The report claims Scott admitted to church officials she took the money. However, the church told investigators they did not want to press charges as Scott had promised the church she would it pay it all back through monthly payments, and a portion of her retirement.The church also told investigators they were in the business of forgiveness and did not want to ruin Scott’s career, according to the documents.Investigators also learned that Scott made the church a beneficiary to a 0,000 life insurance and accidental death and dismemberment insurance policy.The internal investigation became public Friday, following the ruling of a San Diego judge. The decision comes after local media, including 10News, sued to keep police unions from blocking departments from releasing records related to officer misconduct.The San Diego Sheriff's Department was not part of the suit and has been releasing cases pursuant to SB1421, according to sheriff's department Lt. Karen Stubkjaer.Scott retired from the sheriff’s department on March 22, 2013, before the investigation into the missing church money was complete according to the documents. No charges were ever made against Scott.Other court filings suggest Scott might have been facing financial problems at the time.10News reached out to the church for comment. SAN DIEGO (KGTV) -- More rolling power outages are expected across San Diego as an intense heatwave bakes the county.SDG&E warned Monday that more rotating outages are likely across the region for the next few days."We certainly understand it's a pandemic and everyone is at home right now. We're working from home and schooling from home, and we totally get that, but everything we can possibly do to conserve any ounce of energy is going to help the collective right now," said Denice Menard communications manager for SDG&E.The California Independent System Operator runs the majority of the state's grid. The non-profit says the outages are necessary due to increased demand from the scorching temperatures, but some industry experts disagree."Asleep at the wheel might be a thought that comes to mind," said Bill Powers, Principal of Powers Engineering. Powers has worked on electrical systems for decades, and he's also testified as an expert on energy matters.Powers said there was nothing unusual about the heat."Those of us that watch this on a daily basis knew that Friday was a hot day, but it wasn't an atypical hot day. There was nothing special about Friday's temperature or electrical demand in terms of what we are capable of handling," said Powers.The last time California had rolling blackouts was in 2001. Powers believes the outages have more to do with how the power is managed rather than how much is available."That's due to their whole format where they determine who has the cheapest power in this moment, and then we will let that operate.If you have some units that take awhile to come up to speed that are higher cost, the system doesn't really work that well for that," said Powers.California's governor also called the outages unacceptable and promised a swift investigation."If they start operating the grid with a little bit of practical wisdom, they're not going to be any more blackouts.
