ADDIS ABABA, Oct. 22 (Xinhua) -- China on Saturday delivered portion of the first batch of emergency food assistance to Ethiopia.Wei Hongtian, Charge d'Affairs at the Chinese Embassy in Ethiopia, handed over the assistance certificate to Wondirad Mandefro, Ethiopian State Minster of Agriculture, in a ceremony held at the Office of the Ethiopian Disaster Risk Management Food Security Sector (DRMFSS) in Addis Ababa, Ethiopia.The handover was witnessed by Ahmed Shide, Ethiopian State Minister of Finance and Economic Development, and Qian Zhaogang, Economic Counselor at the Chinese Embassy in Ethiopia as well as officials and diplomats from the two countries.The charge d'affairs said the Chinese government has decided to provide Ethiopia with two batches of gratis emergency food aid valued at some 24 million U.S. dollars, as part of humanitarian assistance to the people affected by drought in the Horn of Africa region, about which the international community is concerned much.Months ago, China pledged to provide humanitarian aid to drought affected people in Ethiopia, Kenya and Djibouti.The 2011 drought in the Horn of Africa region has affected livelihoods of over 12 million people in countries of the region including Ethiopia.In this move, China has delivered large quantities of wheat to Ethiopia, and it is put in the central warehouse in Adama town, 90 km away from Addis Ababa, as the first batch of the 8,139.4 tons of wheat and 715.15 tons of rice donated by the government of China, said Ethiopian State Minister of Agriculture.According to the minister, the Chinese government has pledged around 20,000 tons of emergency food valued at 24 million dollars.Wei said China attaches great importance to the agriculture development and the food security in Africa. BEIJING, Dec. 28 (Xinhuanet) -- A vagrant boy sat all huddled up in a corner of Beijing Railway Station, trying to keep himself warm in the chilly wind on Tuesday afternoon.He could only remember that he was 16 and that his home was far away from Beijing but failed to provide other vital information such as his name or home address.Two officials from the social assistance center for the homeless in Beijing's Dongcheng district came to his assistance within half an hour of receiving a passer-by's call. The boy was taken to the center's office for some paper work and then sent to a shelter for the homeless in Fengtai district.A teenager, unsure of his identity and living on a street corner near Beijing Railway Station, is helped by China Daily photographer Wang Jing on Tuesday before being taken to a care center."Our center handles about three or four similar cases every month. Those whose family cannot be contacted immediately are sent to the shelter," said Cao Hui, an official who came to the railway station to pick up the boy.The method of collecting vagrants and sending them to shelters would include an extra step by 2013, according to a notice jointly issued by eight government departments, including the Ministry of Civil Affairs (MCA), on Monday.The circular required the public security, urban management authorities and rescue centers nationwide to collect blood samples from vagrant children. Their DNA information will be recorded and checked against the national DNA database to see if these could be matched with that of missing children's parents', in case they were kidnapped or stolen by criminals.The eight government departments will start a year-long national campaign in 2012, aiming to return street children to their homes, which will be led by the MCA.The MCA urged provincial governments to set up special offices to coordinate the campaign.Civil Affairs minister Li Liguo said on Monday that the ministry will speed up revising the management regulations related to the homeless and beggars in cities, introduced in 2003. BEIJING, Sept. 30 (Xinhuanet) -- Miners, construction workers and people in hotel and food service industry are most likely to smoke in the U.S., according to new research finding.The finding was contained in a report released Thursday by the U.S. Centers for Disease Control and Prevention (CDC).According to the finding, miners and people in hotel and food service have a cigarette smoking rate of 30 percent, followed closely by construction workers' 29.7 percent.Both rates are much higher than the average smoking rate of 19.6 percent among all U.S. working adults.Workers in the education services industry have the lowest smoking rate, with 9.7 percent, followed by the 10.9 percent of workers in company management, the report said.Low education levels are a factor in high smoking rates, along with poverty and gender, said Ann Malarcher, senior scientific adviser at the CDC."Although some progress has been made in reducing smoking prevalence among working adults," the report wrote, "additional effective employer interventions need to be implemented."Smoking kills an estimated 443,000 each year in the U.S., costing about 193 billion U.S. dollars annually in direct health care expenses and productivity loss.
