UPDATE: Monday July 6th: Early Monday morning crews arrived at the harbor to retrieve the toppled Christopher Columbus statue. A dive team went into the harbor, found the statue and began pulling pieces of it out. Attempts to remove the statue from the water on Sunday failed. UPDATE: The fire was 100 percent contained at 250 acres by Friday at 6:20 p.m. All lanes of SR-78 reopened by 5 p.m.RAMONA, Calif. (KGTV) -- Crews Thursday stopped the forward rate of spread of the Rangeland Fire burning in the Pasqual Valley near Ramona. The blaze started along San Pasqual Valley Road around 1 p.m. near the San Dieguito River Trail and quickly grew to 250 acres. The fire is 60 percent contained. The eastbound lanes on State Route 78 closed at Bandy Canyon Road due to the fire, but are expected to reopen by 10 p.m. The 78 will be down to one lane on Friday between 8:30 a.m. and 5 p.m.  Highland Valley Road was also closed between Bandy Canyon and Archie Moore Road due to a big rig that was stuck on the road.  803

(CNS) - Felony charges were filed Tuesday against a woman who allegedly tried to snatch NFL legend Joe Montana's 9-month-old granddaughter from a Malibu home.Sodsai Predpring Dalzell, 39, is set to be arraigned Tuesday afternoon in a Van Nuys courtroom on charges of attempted kidnapping and first-degree residential burglary with a person present, according to the Los Angeles County District Attorney's Office.Montana flagged down deputies from the sheriff's Lost Hills station about 5 p.m. Saturday. He told them his 9-month-old grandchild had been sleeping in a playpen in the living room when an unknown woman entered the home in the 22100 block of Pacific Coast Highway, removed the baby and walked upstairs with the child in her arms."Mr. Montana and his wife Jennifer confronted the female, attempted to de-escalate the situation and asked for the suspect to give back their grandchild. A tussle ensued, and Mrs. Montana was able to safely pry the child out of the suspect's arms," according to a sheriff's statement.Deputies found Dalzell nearby and arrested her. Under a court settlement, people aren't supposed to be able to legally download plans for 3-D printed guns until Wednesday.But because designs for the guns have already been posted online, by Sunday more than 1,000 people had already downloaded plans to print an AR-15-style semiautomatic assault rifle, according to the office of Pennsylvania Attorney General Josh Shapiro.Shapiro has been fighting to keep 3-D printed guns out of Pennsylvania. At an emergency hearing held over the phone Sunday, the attorney general's office asked a judge for a restraining order that would block a website run by gun-rights group Defense Distributed from being accessible in Pennsylvania. The group's site allows people to download plans to make 3-D guns.At the hearing, Defense Distributed agreed to block Pennsylvania IP addresses for a few days until a more formal hearing could be held.Josh Blackman, a lawyer for Defense Distributed, told CNN on Monday that more than 1,000 AR-15 gun plans have been downloaded but wouldn't confirm Shapiro's claim that they were only downloaded since Friday."This is a free speech case. This isn't a gun case," said Blackman, who challenged Pennsylvania's efforts to block the downloads.
