Gavin Newsom announced a new process for reopening businesses that is slower and more gradual than what the state tried earlier this summer.The new rules create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests.It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests.The state's website says:"Every county in California is assigned to a tier based on its rate of new cases and positivity. At a minimum, counties must remain in a tier for at least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier. Public health officials are constantly monitoring data and can step in if necessary."Based on the state’s new tool, San Diego County is in the red Substantial tier, and while the system allows certain businesses to reopen, individual counties can issue more stringent restrictions that could keep those businesses closed or restricted to outdoor operations.As of Aug. 28, the tool shows San Diego County businesses such as nail salons, hair salons/barbershops, and gyms/fitness centers are able to reopen indoor operations -- with modifications under industry guidance -- by Aug. 31.Restaurants can reopen for indoor dine-in service with modifications and capacity limits, the state’s tool shows.Breweries and bars/pubs that do not serve food remain closed under the new guidelines.When it comes to schools in San Diego County, in-person learning is still prohibited. LOS ANGELES (AP) — Georgia Engel, who played the charmingly innocent, small-voiced Georgette on "The Mary Tyler Moore Show" and amassed a string of other TV and stage credits, has died. She was 70.Engel died Friday in Princeton, New Jersey, said her friend and executor, John Quilty. The cause of death was unknown because she was a Christian Scientist and didn't see doctors, Quilty said Monday.Engel was best known for her role as Georgette on "The Mary Tyler Moore Show," whose character was improbably destined to marry pompous anchorman Ted Baxter, played by Ted Knight.Engel also had recurring roles on "Everybody Loves Raymond" and "Hot in Cleveland." She was a five-time Emmy nominee, receiving two nods for the late Moore's show and three for "Everybody Loves Raymond."Engel's prolific career included guest appearances on a variety of shows, including "The Love Boat," ''Fantasy Island," ''Coach" and "Two and a Half Men." LONDON (AP) — Ireland’s Supreme Court has ruled that bread sold by the fast food chain Subway contains so much sugar that it cannot be legally defined as bread. The ruling came in a tax dispute brought by Bookfinders Ltd., an Irish Subway franchisee. The company argued that some of its takeaway products including including teas, coffees, and heated sandwiches, were not liable for value-added tax. A panel of judges rejected the appeal Tuesday, ruling that the bread sold by Subway contains too much sugar to be categorized as a “staple food,” which is not taxed. They said that the bread in Subway's heated sandwiches has a sugar content of 10% of the weight of the flour included in the dough, exceeding the 2% specified in the law.The law makes a distinction between “bread as a staple food” and other baked goods “which are, or approach, confectionery or fancy baked goods,” the judgement said.Bookfinders was appealing a 2006 decision by authorities who refused to refund value-added tax payments.
