CHONGQING, June 27 (Xinhua) -- A delegation led by Taiwan's Straits Exchange Foundation (SEF) chairman Chiang Pin-kung will arrive at Chongqing on Monday for the fifth round of talks with the mainland's Association for Relations Across the Taiwan Straits (ARATS).The talks will be held on Tuesday, with the much-anticipated Economic Cooperation Framework Agreement (ECFA) and an agreement on intellectual property protection likely to be signed.Chiang told a news conference in Taipei Sunday that the signing of ECFA would profoundly influence Taiwan's economy, particularly in trade and investment, as well as the development of relations between Taiwan and the mainland.He said he expected a positive change of Taiwan's economic development mode after the signing of ECFA.The two sides will hold a vice-chairman level preparatory discussion on Monday afternoon.After the talks, Wang Yi, head of the State Council's Taiwan Affairs Office, will meet the SEF negotiators on Tuesday.Bo Xilai, secretary of the Chongqing municipal committee of the Communist Party of China, will also meet the representatives from the two sides on Wednesday morning.The SEF delegation is scheduled to leave Chongqing on Wednesday afternoon.Since June 2008, when regular talks between the SEF and ARATS were restarted, the two sides had held four rounds of talks respectively in Beijing, Taipei, Nanjing and Taichung.The talks brought about several agreements regarding among other things: mainlanders visiting Taiwan, cross-Strait shipping, air transportation, cooperation in fighting against crime and mutual legal assistance.

XI'AN, July 25 (Xinhua) -- Two floods and other rain-triggered disasters that hit northwest China's Shaanxi Province in the past 11 days had left at least 111 dead and 167 missing, provincial authorities said Sunday.The first floods, from the rain-swollen Hanjiang River and its tributaries, hit Shaanxi's Ankang, Hanzhong, and Shangluo cities from July 14 to 19. Another flood that began Thursday worsened the catastrophe.The floods have affected about 4.25 million people and forced 703,000 people to be evacuated. In the worst-hit Ankang City, 63 people were killed, 119 missing and 2,824 injured, according to a statement from the provincial government.The floods also caused an estimated economic loss of 9.56 billion yuan. Officials noted that more than 71,000 people were mobilized to assist in the flood control.

BEIJING, July 30 (Xinhua) -- China's Ministry of National Defense (MOD) Friday introduced its new spokesmen, Senior Colonel Geng Yansheng and Colonel Yang Yujun, to domestic and foreign media during a press tour to an engineering regiment of the People's Liberation Army (PLA).Geng, 50, and Yang, 40, have become the ministry's third and fourth spokesmen.Their appointment came ahead of the PLA's founding anniversary on Aug. 1. Their two predecessors, Hu Changming and Huang Xueping, have been transferred to other jobs in the ministry.Geng told Xinhua that the MOD plans to hold regular press briefings, since 16 other ministries have done so.About 140 reporters, photographers and cameramen from home and abroad visited the engineering regiment building in southern suburban Beijing, watching dozens of soldiers demonstrating a mock rescue operation at a building which was "reduced" to rubble in a quake.Founded in 1964, the engineering regiment trains rescue members for the China International Search and Rescue (CISAR), which was established in 2001 with its personnel drawn from the China Seismological Bureau and the General Hospital of the Armed Police Force.The CISAR has completed six domestic rescue operations in Xinjiang, Qinghai and Sichuan, and six international rescue missions in Algeria, Pakistan, Iran, Indonesia and Haiti.After watching the simulation training, many reporters held interviews with the CISAR members and enquired as to how they managed to work in the face of big disasters."I felt deeply sad and hopeless when someone died in front of me after the quake," said Gao Yansheng, a 19-year-old CISAR member, who took part in the Yushu earthquake search and rescue operation in April.Another CISAR member, whose name was not given, said he was "astonished and also anxious" during the Sichuan earthquake rescue work in 2008.Liu Xiangyang, deputy director of the CISAR, said in an interview with Xinhua that CISAR members became physically and psychologically stronger after going through the Sichuan earthquake rescue work.CISAR members needed to learn more about earthquakes and put up with more complicated disaster situations, Liu added."It will become a routine activity of the PLA to open its military bases for the media interaction beginning around August 1," said Senior Colonel Li Zhen, vice director with the MOD's International Communication Office. BEIJING, July 11 (Xinhua) -- China's Central Meteorological Station warned Sunday that rainstorms would again batter many provinces and regions in the coming days bringing with it bigger risks of new flooding and other geological disasters in central and eastern China.From Monday until Wednesday, the observatory forecast some regions in provinces including Guizhou, Hunan, Hubei, and Anhui will see heavy rain.Eastern Jiangsu, Zhejiang, Jiangxi, central Henan, Chongqing and Shanghai will also see rainstorms during the next three days.A total of 14.92 million people in 10 provinces and regions along China's longest river, the Yangtze, have had their lives disrupted after torrential rains began pounding since July 8, a statement from the Office of State Flood Control and Drought Relief Headquarters (SFDH) said Sunday.Rain-triggered floods also brought damage to 806,000 hectares of farmland and destroyed 20,000 houses, with direct economic losses standing at 8.6 billion yuan (1.3 billion U.S. dollars), a statement from the flood control authority said.Official figures showed during the 10 days ended on Saturday, at least 50 people were confirmed dead and 15 others were still missing in 9 provinces after heavy rains.Rain-triggered floods have left 14 people dead and three others missing in Chongqing Municipality since Thursday, toppling more than 3,000 houses, partly cutting off power supply and causing the evacuation of 80,400 people, according to the local government.The floods have affected the lives of more than 1.7 million people in 17 districts and counties there, incurring 1.34 billion yuan in direct economic losses, Chongqing's flood-control and drought-relief headquarters said.In Hubei Province, 17 people were killed and three others missing amid downpours since July 3, which affected the lives of more than 5.63 million people in 75 counties across the province, Hubei's Civil Affairs Administration said Sunday.More than 182,500 residents had been relocated after heavy rains damaged more than 71,000 houses, inundated 537,650 hectares of farmland, cutting off many road services and suspended power supply.In Jiangxi Province, more than 34,000 people have been evacuated since July 5 when downpours began to hit 22 counties, pulling down more than 2,400 houses.So far 620,000 people from five provinces in eastern and central China have been evacuated from flood-hit areas as soldiers from the People's Liberation Army and armed police forces mobilize to fight the floods.Chen Lei, Minister of Water Resources, also SFDH vice director, said at a work meeting Sunday that local authorities should come up with detailed plans for flood control to minimize losses caused by the disaster.A total of 8 work teams sent by SFDH are also helping with flood control work in provinces along the Yangtze and in northwest China's Qinghai Province, where thousands of people were evacuated Sunday from Golmud City as a risky reservoir nearby was on the verge of breaching after heavy rain.But the water level of the reservoir has begun easing, the SFDH said, as temporary channels had been dug to divert water.Chinese Vice Premier Hui Liangyu urged at a work conference Saturday relevant departments to closely monitor the weather and issue alerts promptly, reinforce dams and dikes as well as resettle people affected by the floods.Meteorological experts warned cities should be on alert against water logging while mountainous areas should be wary of mud flows and landslides triggered by heavy rains.
