SAN DIEGO (KGTV)- Students say they are nervous about what’s next for the Art Institute of California San Diego.Last July, the organization’s parent company announced they were no longer enrolling new students at the Mission Valley Campus. The school’s federal funding is now in jeopardy. The Department of Education has decided to stop providing financial aid to the institution’s parent company, Argosy University. “They tell me everything is going to be fine, but in reality, it's not,” says student Nicholas Roberts. He is just three months away from getting his degree for the Art Institute of California San Diego. “(I’m) a little afraid because my family and myself kind of rely on me finishing this degree.”Classes are still in session at the Mission Valley Campus.A letter was sent out to students from the institution, saying in part: “We continue to work with our accreditors, state regulators and the U.S. Department of Education to identify the best path forward for our students and are working with them to ensure students know their options.” 1066

SAN DIEGO (KGTV)-- The tenants of two galleries in North Park tell 10News the new owner of their building has raised the rent so high they're been left with no choice but to leave. Owners at The Studio Door and Good Friday will both be gone from their current location on 30th Street by the end of the summer. "It was devastating we've been searching trying to find something new another space but the rents are just so high right now, " said Chris Smith, who has been with The Studio Door for nearly four years.Smith says the rent went from ,000 a month to nearly ,000. He says the galleries were some of the only left in the area."There used to be a lot of artists and art galleries here in North Park," he said. "That's what really built up North Park to be what it is and as the rents went up they all just get pushed out." So far there's no word on what will take over the spaces once the current tenants are out. 965

(KGTV) - The warmest ocean temperatures on record are making things interesting for San Diego’s fishermen.Local fisherman say they are seeing more game fish closer to the coast than even before.“2018 is a season that has been off the charts,” said Frank Ursitti, the owner of H & M Landing.Scientists recorded ocean temperatures at more than 80 degrees last week.Ursitti says his tours are lining in more dorado, yellowtail, yellowfin and bluefin this time of year than usual.  “Often time times anglers or recreational fisherman will have to venture 8 to 15 days at seas for certain kinds of fish,” said Ursitti, “but now some of anglers are venturing just 12 hours offshore for the fish of a lifetime.”Fisherman Magnum Scuro says they have all noticed the warmer waters, but he is curious for what may be it consequences next year.“There are some negative things that can happen with the warm water - it can kill the kelp,” said Scuro, “ (the) hot water is going to expose a lot of areas where there hasn’t been kelp so we can get to it, but there’s going to be be a lot of kelp that’s going to be gone.” 1151

SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. Many people also wore collars, like RBG. A memorial on the steps of the Superior Court grew, filled with signs, flowers and candles.“It’s shaken some folks and we just want to come together and share our strength because ultimately we believe there is strength in unity,” said Lesa Thode, secretary for Women’s March San Diego.Thode said they wanted to give people a place to grieve and remember RBG together. She added that there will be more memorials in the near future that will be more accommodating for the Jewish community, who are in the middle of Rosh Hashanah. One attendee of the vigil was Felicia Rawlins, co-founder of the group Encinitas for Equality.“Came down here to grieve our loss of RGB and take a moment to really feel the feels before we start taking action,” said Rawlins.Many other attendees echoed the need to process, then use the legacy of Ruth Bader Ginsburg to continue forward with the change she started. 1359
