SAN DIEGO (KGTV) - Funerals will be held next Thursday for two teenagers killed when they mistakenly jumped off a freeway bridge on SR-56 after a crash. 18-year-old Ruben Ortiz Jr. and 17-year-old Jesse Garcia of Escondido were in a 2012 Nissan Altima that went out of control and crashed in Carmel Valley Tuesday night. The teens and four other people got out of the car and ran across eastbound lanes of the freeway. Ortiz and Garcia jumped over the railing, not realizing it was an 80-foot drop into Gonzales Creek. SAN DIEGO (KGTV) - Details about a woman’s report of a violent rape were revealed in a downtown San Diego courtroom Wednesday as a resident of a nearby halfway house was charged with the crime. Juan Guzman pleaded not guilty to attacking the woman at 1:40 a.m. December 16 at her home in City Heights. Prosecutors said the victim was sitting on her bedroom floor in front of a mirror when she heard a noise and thought it was her boyfriend. She then saw the reflection of a man she didn’t know, according to attorneys. The man put his finger over his mouth and said “Shh”, the woman reportedly told police. He threatened her with a knife and raped her, prosecutors said. The woman called police, who questioned the man at the halfway house where he lived. Investigators found the woman’s underwear and the knife underneath Guzman’s mattress, prosecutors said. A judge set Guzman’s bail at million, saying he was a danger to the community. Guzman’s preliminary hearing is scheduled for January 3. 1006

SAN DIEGO (KGTV) - High school football is back but, officials say the sport’s popularity is on a relatively downward track. The National Federation of State High School Associations will release it’s sport participation figures in August and football’s figures are expected to be slightly less than they were the year before.“There’s no doubt numbers have declined in football in San Diego,” said California Interscholastic Federation San Diego Commissioner Jerry Schniepp. “last year when we looked at overall participation I think we were down about 2% and it may be a little more than that now.”Jerry Schniepp is San Diego’s prep sports chief and he says parents are concerned about their kids' safety."Parents have to make a tough call now whether or not to let their son or daughter play football,” said Schniepp, “you can’t take the risk out of a sport like football it’s always going to be there."The CIF says 5 schools in the last 3 years have had to fold their non-varsity teams due to dwindling participation.Schniepp says the concern over concussions and CTE are certainly founded, but the gear in the sport has never been safer.“It’s the sport that sets the tone for a school year for most schools it helps build a positive culture, it helps fund a lot of those programs so I don’t think football is going away” said Schniepp, “but I think it’s changed.” 1389

SAN DIEGO (KGTV) – Gov. Gavin Newsom said Wednesday that a rise in coronavirus cases is worrying, and warned counties to heed statewide precautions and enforce them.He doubled down on his warning, saying if individual counties did not enforce the state's guidance, they can lose funding."We cannot support bad behaviors, but we want to encourage and support good behavior," Newsom said. "And if counties simply are going to (flout) the rules and regulations that they attested to, the information that they put online and said, `We agreed to this criteria.' ... If they decide, `well, you know what, even though the numbers are going up, we're done, we've got this, we're just going to ... dismiss these new rules and regulations' -- we're going to attach some considerations, some consequences to that. There's .5 billion in this budget that simply will not flow to those counties that do that."Newsom added that while he doesn't anticipate having to take such actions since the majority of counties have been cooperative, funding will be issued monthly — not annually — to ensure counties continue to adhere to health restrictions.RELATED: California requiring face coverings for most indoor areasHow San Diego County officials monitor coronavirus trendsSan Diego County pauses future reopenings after hitting community outbreak triggerNewsom went on to plead with residents to continue to practice good hygiene and wash their hands, wear facial coverings when around others, avoid large gatherings, and stay home when sick to halt the spread of COVID-19."Washing your hands isn't just putting your damn hands, forgive my language, under the faucet for two seconds and calling it a day," Newsom said. "We've all seen that. Many have done that ... but in this pandemic, come on. We can do a little more and a little bit better."Monday, Newsom warned that the state was prepared to "revert back" to COVID-19 restrictions if needed, as the state sees a rise in cases. The governor added, "we don't intend to do that, we don't want to do that, but I want to make this clear - we are prepared to do that if we must."Last week, Newsom issued a statewide facial covering order for residents in high-risk settings, with exceptions, to address a rise in cases throughout the state. He said Wendesday that the most recent 14-day average of people testing positive for the virus in California overall is 5.1%, up from 4.6% earlier this month. He added that the number of people hospitalized due to COVID-19 increased by 29% over the last two weeks, and the number of ICU patients went up 18%.Tuesday, California reported 183,073 coronavirus cases and 5,580 deaths from the virus.City News Service contributed to this report. 2725
