BEIJING, Dec. 10 (Xinhuanet) -- Provincial level officials and ministers will be held more fiscally responsible under an expanded auditing system, the country's top auditor said on Thursday."The regulation will be significant in supervising officials' power use and corruption prevention," Liu Jiayi, head of the National Audit Office, was quoted as saying in an interview posted on the office's website.Under the regulation, released by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, leaders of public institutions and State-owned enterprises will also be audited.China introduced the first such regulation in 1999, but it only included measures to audit financial records of county-level and below Party and government officials. The audit target was extended to provincial governors and ministers in 2000 on a trial basis and to heads of provincial government departments in 2005.Chinese auditors have uncovered more than 68.4 billion yuan (.2 billion) in illegal use of funds during nationwide audits of some 410,000 Party and government officials and bosses of State-owned enterprises since 1998, according to Liu.During the audit of provincial governors and ministers, their implementation of economic policies, handling of income and expenses, key fund management and project construction will be examined."They have power and control many resources, and how they fulfill their economic accountability will impact local economic and social development," he said.More importantly, the audit can be carried out frequently, so illegal activities can be cleared up before they spread, he said.Liu also said the audit will be made during an official's tenure to solve any problems that exist. Results of the audit will be recorded in an official's file and it will be an important factor in performance assessments, promotions or removal, and rewards or punishments. The audit group will consist of officials from local discipline inspection commissions and sectors including audit, supervision, organization, human resources and State asset supervision and management."It's a big step in cracking down on corruption. And the regulation will deter officials who want to abuse their power," said Liu Xutao, a professor at the Beijing-based Chinese Academy of Governance.
CAIRO, Nov.9 (Xinhua) -- Diplomats from Arabic countries and China hailed on Tuesday the relations in various fields between China and Arabic countries, expecting further all-round development of bilateral ties."China has always regarded Arab countries as developing nations. And to strengthen the solidarity and cooperation with developing countries is one of the basic principles in China's foreign policy, " said Song Aiguo, Chinese new ambassador to Egypt. The friendship and cooperation relations between China and Arabic countries have been at fairly good levels, he said at a China-Arab relations seminar organized by the Cairo-based Afro- Asian Peoples Solidarity Organization (AAPSO), a mass nongovernmental body with national committees in more than 90 countries of the world -- in Asia and Africa, and associate member committees in Europe and Latin America. The Chinese government will stick to further developing its cooperation and friendship with Arab countries, he added.China and Arab countries have relations dating back about 2,000 years ago. China has diplomatic ties with all 22 members of the Arab League. The two sides have always been maintaining mutual respect, understanding and support, Song said, adding China always greatly supports the just causes of Arabic countries and their people.Song said China supported the efforts made by Arabic countries to solve the Middle East issues in a peaceful and fair way, the Arab Peace Initiative and the just cause of Palestinian people.Ahmed Hamroush, president of the AAPSO, said Egypt was the first country in the Arabic world and Africa to establish diplomatic ties with China. China-Arabic relations have experienced continuous development, he added, urging to further boost the ties.Nouri Abdul Razzak, secretary general of the AAPSO, said that China seeks a harmonious world. China-Arab relations have "win-win results", he added.Omar Hamdi, secretary general of Libya's Solidarity and Peace Committee, said he believed the China-Arab relations were promising, given the good historical bases.Hamdi said he hoped that the two sides would further cooperation in the fields of politics, culture and economy.Delegates from Morocco and Yemen also acclaimed the China-Arab ties and China's independent foreign policy of peace. In 2009, two-way trade between China and the Arab states hit 107.4 billion U.S. dollars, compared with 36.4 billion U.S. dollars in 2004. according to China's official figures. At the Fourth Ministerial Meeting of the China-Arab Cooperation Forum held in China's Tianjin on May 13 and 14 this year, China and Arab states agreed to upgrade their relationship to a strategic level and carry out an action plan for deepened cooperation in the next two years.
WUHAN, Nov.15 (Xinhua) -- Russia and India Monday reiterated their readiness to coordinate with China as it prepares for the third BRIC Summit and related events in 2011.Russian Foreign Minister Sergei Lavrov and Indian Minister of External Affairs SM Krishna made the statements when they met with Yang Jiechi, Chinese Foreign Minister, on Monday. The ministers expressed their determination to work toward strengthening cooperation within the BRIC group, which was acquiring growing importance.During the meeting, Yang said the three countries could cooperate more in safeguarding security in the Asia-Pacific region.Yang said they should insist on common security, resolve disputes in a peaceful way and work together on non-traditional threats to make further efforts on regional security cooperation. The foreign ministers agreed to push forward trilateral practical cooperation and decided the next trilateral foreign ministers' meeting would be held in Russia in 2011."BRIC" is an acronym for Brazil, Russia, India and China. In recent years, the four nations have strengthened dialogue and cooperation, and held frequent exchanges of views on major issues in the international economic and development fields.During the second BRIC Summit in Brazil this year, Chinese President Hu Jintao announced the next BRIC Summit would be held in China in 2011.
GUANGZHOU, Dec. 27 (Xinhua) -- China's southwestern Yunnan and Guizhou provinces agreed Monday to transmit 497 billion kilowatt-hours of electricity to the southern Guangdong Province over the next five years. The agreements were signed Monday between the China Southern Power Grid Company (CSG) and the three provinces.Due to a lack of resources such as coal and water, the relatively more developed eastern and southern regions in China face pressure of providing enough electricity to boost their growth."China's coal resources are mainly based in the west and north, while water is also abundant in the southwestern regions. The uneven situation makes it necessary to transmit power from the west to the east," said Qian Zhimin, deputy director of China's National Energy Administration.Qian said China had initiated the west-to-east power transmission program back in 2000. By the end of this year, the CSG has transmitted over 543 billion kilowatt-hours of power through the program.Guangdong, an economic powerhouse in south China, with a gross domestic product exceeding 3.9 trillion yuan (about 583.3 billion U.S. dollars) in 2009, has been the largest beneficiary of the program as almost 120 billion kilowatt-hours of electricity produced in other western provinces is used by Guangdong annually, making up about one-fourth of all the power it uses every year. The CSG is one of China's two major grid operators, along with the State Grid. The CGS invests, builds, and operates power networks in Guangdong, Guizhou, Yunnan and Hainan provinces, and in Guangxi Zhuang Autonomous Region.
GENEVA, Nov. 30 (Xinhua) -- It is time for the Doha Development Round to begin to center around the Chair-led multilateral process and to come up with a revised text, Sun Zhenyu, the Chinese ambassador to the World Trade Organization (WTO), said on Tuesday at a WTO Trade Negotiation Committee meeting."Time is not with us," Sun said, stressing the need to "plan wisely" in the year ahead to seize the window of opportunity in 2011, which is recognized by both G20 and APEC leaders in early November.Sun commended progress generated from the "Cocktail Approach," which is made up of small-group informal discussions and brainstorming among the ambassadors, carried out throughout the last few months. The brainstorming "paves way for possible progress in quite a few areas such as development, rules and dispute settlement," the Chinese ambassador said."But after all, the brainstorming is not and could not replace negotiating sessions," he added, calling for intensified engagements to deliver the revised texts at the earliest time."One of the major achievements of the G20 Summit in Seoul is that leaders reaffirmed their strong commitment to the DDA and directed us as negotiators to engage in across-the-board negotiations to promptly bring the Doha Development Round to a conclusion," the Chinese ambassador said."Across-the-board trade-offs could have a better chance when we have the texts on the table," Sun noted. He also reiterated the stance on honoring the leaders' instructions through "respecting the mandate" and "building on the progress already achieved," in order to achieve a balanced and ambitious outcome. In his speech, Sun gave priority to development as the top outcome of the Doha Round."Above everything, it has to be development-oriented," he said, giving a clear message that China is in favor of addressing the concerns of the Least Developed Countries (LDCs) and Small Vulnerable Economies (SVEs) as a priority.
