Melamine-contaminated milk products killed at least six children in 2008 and sickened 300,000.Li stressed responsibility of food producers and vendors while calling on various government departments to strengthen supervision and guidance of these companies.He urged improvement in food safety standards and the food system production check-ups, risk evaluation, accident prevention and emergency response.Li vowed to "thoroughly" investigate the latest milk scandal, destroy all tainted products and severely punish those responsible.Two managers from a dairy company and a milk powder dealer in northwestern Shaanxi Province were arrested on charges of manufacturing and selling food that does not meet hygiene standards, local police said earlier this month.Li urged the strengthening of law enforcement by increasing the frequency of inspection and expanding the supervision to clear up potential troubles and ensure people spend a happy and peaceful Lunar New Year, which falls on Feb. 14 this year.

BEIJING, Feb. 12 (Xinhua) -- Chinese police nationwide were urged Friday to tighten security and step up safety overhaul during the Chinese Lunar New Year and be "ready to handle emergencies to prevent serious accidents."A circular from the Ministry of Public Security told local police authorities to increase scrutiny of fireworks parties, trade fairs, lantern shows, and temple fairs during the Spring Festival holiday which starts Saturday.It said the police should assist in keeping public and traffic order around large events' venues and be ready to handle crime and emergencies.Efforts should be made to strengthen security measures around train stations. HONG KONG, March 20 (Xinhua) -- Hong Kong signed an agreement with Brunei for the avoidance of double taxation and the prevention of fiscal evasion with respect to income taxes, the HK Special Administrative Region government said on Saturday.According to an official news release, Financial Secretary John Tsang signed the deal with Brunei Second Minister of Finance Abdul Rahman Ibrahim on Saturday during his visit to the southeast Asian country.This was the sixth comprehensive agreement for the avoidance of double taxation concluded by Hong Kong.It will eliminate double taxation instances encountered by Hong Kong and Bruneian investors, and bring about tax savings and certainty in tax liabilities in connection with cross-border economic activities.It is also believed to help foster closer economic and trade links between the two places, and provide added incentives for Brunei's enterprises to do business or invest in Hong Kong.Profits of Hong Kong trading companies doing business through a permanent establishment in Brunei may be taxed in both places if the income is Hong Kong sourced. Under the agreement, double taxation is avoided in that any Brunei tax paid by the companies can be deducted from the tax payable in Hong Kong.

BEIJING, March 11 (Xinhua) -- A Chinese political advisor said here Thursday that it was "groundless" that some foreign media reports alleged China had hidden part of defense budget.Jia Yong, a member of the National Committee of Chinese People's Political Consultative Conference (CPPCC), made the remarks when commenting on some foreign media reports that part of China's military expenditure might have gone hidden as the country's defense budget growth slowed to 7.5 percent this year.Speaking on the sidelines of the ongoing annual session of the CPPCC National Committee, the top political advisory body, Jia called such reports were merely meant to draw more attention.China publishes the national defense white paper every two years, which is more detailed in military expenditure than many other countries, Jia said.The per capita defense budget of China is the lowest among the permanent members of the United Nations Security Council, and the country has dispatched the most servicemen and police officers for peacekeeping missions, Jia said.The Chinese government revealed last week that the country plans to increase its defense budget by 7.5 percent in 2010, compared with last year's 14.9 percent, to 532.115 billion yuan (about 78 billion U.S. dollars).
