Upon returning the child, Fairfield police Lt. Greg Hurlbut said he found the nine other children living in "squalid and unsafe conditions."Rogers was arrested and later released after posting bail. Allen was also arrested after specialists conducted interviews with the children. He is being held on .5 million bail.The home was described by reporters as messy with scuffed walls and animal feces in the bathroom. The children slept on cots in the bedroom because they were close, Rogers said.Child protection officials made one prior visit to the home, Rogers said. Aleida Quartman, 23, said she was a co-worker at a heart device monitoring company.Quartman said Rogers’ messy house was just life with children, cats, a dog and a fish. "She told me she's never lived alone and now that her kids are gone and her husband is gone, she's just a mess," Quartman said.Allen’s mother said she spoke to Rogers about the dirty condition of the home, saying it was important to keep a clean home. 2149

ESCONDIDO, Calif. (KGTV) -- Students at Classic Academy High School will return to school Tuesday without one of their own, who was tragically killed in a car accident over the weekend. Jonah Staebell died early Saturday morning when the truck he was riding in crashed. CHP officials say the accident happened at about 2:35 a.m. on Saturday on Summit Drive and Old Pasqual Road. Officers say seven teens were riding in a pick-up truck when the 18-year-old driver lost control and overturned. Five teens, including Staebell, were riding in the bed of the truck and all of them were ejected. Staebell died at the hospital. Staebell's principal, Dana Moen spoke to 10News Monday night. Moen remembered Jonah as a beloved student who did well in the classroom and in athletics. Moen says Staebell played football, lacrosse, and was a dancer. School officials tell 10News students officially go back to school on Tuesday and grief counselors will be on-site for as long as they're needed. According to Moen, the other teens involved in the accident were all treated at the hospital but have since been released. ENCINITAS, Calif. (KGTV) - A beloved custodian at an elementary school in Encinitas is recovering after a spider bite led to an amputation."He's happy. He's smiling. Thankful he's alive," said Megan Luce, PTA President at Park Dale Lane Elementary School.Guil Aguilar has been a custodian at the school for more than five years."His spirits are so high when I visited," said Luce.Luce says his ordeal began at work, just before Thanksgiving break. Aguilar says as he was moving trash cans near a dumpster, he saw spiders but didn't think anything of it. After he left the area, he felt a twinge in his foot. He went with family to visit relatives in Arizona during Thanksgiving and his bite began to swell. He was admitted into a hospital, then transferred to an Encinitas hospital, where doctors diagnosed him with a venomous spider bite. The type of spider is unknown. The treatment was not enough."There was an infection that they tried to clean out. The infection resulted in amputation of his foot and partial leg," said Luce.Luce says Aguilar handled the difficult news by focusing on the bright side."He was okay with it. He'd rather his foot be gone than his life," said Luce.As news of his ordeal spread, parents at the school rallied."I was heartbroken. He's such as an amazing, amazing person ... Always happy. He's always there to help. Goes over and beyond what he's supposed to do at the school," said Luce.The parents organized a meal train and a Gofundme campaign to help his family, including his five children, with expenses."He's not just a janitor. He's part of the community and part of the Park Dale Lane family," said Luce.The Encinitas Union School District issued the following statement: "The situation that you are inquiring about involves one of our employees and is currently under investigation by the District. Due to privacy rights and confidentiality laws, we are unable to provide an update on the employee ... In an abundance of caution, the District has taken the necessary precautions to ensure that all areas of campus have been inspected and are safe. Federal judges have ruled that President Trump’s order to exclude people in the country illegally when redrawing congressional districts violates the law. A panel of three federal judges in New York on Thursday granted an injunction stopping the order, saying the harm caused by it would last for a decade. The judges prohibited Commerce Secretary Wilbur Ross, whose agency oversees the Census Bureau, from excluding people in the country illegally when turning over figures used to calculate how many congressional seats each state gets.The decennial census is used to allocate congressional seats, along with federal funds. 634
