SAN DIEGO (KGTV) - It is Tax Day, and if you’re like most Californians, you’re probably wondering what happened to the nice refund you’re used to getting. Or worse, you owe the government this year. So how do you Make it in San Diego on Tax Day? We found an expert who can help.It's the worst sticker shock imaginable. You're used to a little something back from the government every year in the form of a refund, but suddenly you find yourself with a hefty bill. And the feds don't look kindly on late payments."I always tell people: if you owe money, the first step is don't panic," says Ariel Jurow-Kleiman an Assistant Professor of Law at the University of San Diego. Jurow-Kleiman should know. She's helped people in this situation many times before as a tax attorney and now teaches tax law at USD. Here's the problem."The Federal tax laws were changed in a way that will dramatically affect California residents," explains Professor Kleiman.And that's probably what hit you, too. Many itemized deductions you used to get were either tossed out or capped. "It used to be you could deduct all of your state income taxes," adds Jurow-Kleiman.Now those California income taxes are capped at ,000. And your house, the interest on the mortgage was capped too - double whammy. So, if you owe, here's the first step: do not put off filing. "Absolutely, it is so important to file your taxes on time even if you think you're going to owe," says Professor Kleiman, emphasizing the point. There are penalties for filing late: 5% of your tax liability and up to a maximum of 25%. So, let's say you owe 00 and didn't file for a month, that alone will cost you at least an extra . So, file right away, and pay what you can now."There is interest, it fluctuates, right now it's 6%. It compounds daily so every day, every week that you owe there is a little bit more interest that's added on," warns Jurow-Kleiman.That compound interest can accrue quickly but Professor Kleiman says there are options. You could file for an extension and pay the full amount later. Or you could work out an installment agreement but know some fees could be tacked on. In some cases, paying off your taxes with a credit card could be cheaper than the interest from the government."If you're considering owing money to the government versus owing money to a private lender,” adds Professor Kleiman, “It's very often better to borrow money from a private lender and pay your taxes."However, Professor Kleiman adds that’s not always the case. She advises avoiding payday lenders or someone who charges very high-interest rates. SAN DIEGO (KGTV) - Local family members are reacting to the news that the bodies of two San Diegans who went missing in Mexico have reportedly been found in a well in Baja, California.According to the Associated Press, the Baja California state prosecutor’s office said in a statement that 78-year-old Ian Hirschsohn and 73-year-old Kathy Harvey were discovered in a well, south of Ensenada, Mexico.On Tuesday, the U.S. State Department sent ABC10 News the following statement: “The U.S. Department of State's top priority is the safety and security of U.S. citizens. We are aware of reports that local authorities have discovered the remains of two people near San Quintin and are closely monitoring their ongoing investigation.”On Tuesday, ABC10 News spoke to Hirschsohn's son-in-law over the phone. He said that family members are not yet ready to go on-camera but they want viewers to know what a senseless tragedy this is. They’re trying to accept the reality that Hirschsohn and Harvey may have been murdered but they’re yet entirely convinced that the bodies found are those of the retired couple. However, San Diego Police confirmed Tuesday that positive identification was made.“He went to Mexico a lot. I'd say he went down at least every couple of months,” Hirschsohn’s Solana Beach neighbor and friend Jim Dietz told ABC10 News on Tuesday. He described Hirschsohn has a highly-intelligent, active and well-traveled man. Those words were echoed by his son-in-law.“He was a real gentleman. He wouldn't say an unkind word about anybody,” said Dietz who added, “I feel very bad for [his kids] because they lost their mother a few years ago and now they lose their father in this kind of a tragic way. Donovan Correction Facility are rows of chain-linked fence topped with razor wire.Guard towers surround the complex southeast of San Diego; signs display a warning of no trespassing.The elaborate security set-up is designed to keep inmates in, but those serving time have discovered they don't need to be beyond the walls to inflict havoc on the world outside.Inmates are using cell phones and social media accounts to try and pimp women on the outside."They will work these girls and women outside of prison," said San Diego County Deputy District Attorney Carolyn Matzger. For the past six years, she's been in the sex crimes and human trafficking division.Pimping from prison is a phrase Matzger's become all too familiar with.Team 10 investigator Adam Racusin asked Matzger if pimping from prison is a growing trend."It's something that we definitely realized is happening," she said.Matzger authored an article in "Law Enforcement Quarterly" profiling the first prison trafficking case the San Diego Human Trafficking Taskforce handled.According to the article, a detective in Arizona saw a social media profile with pictures of a man in prison clothes. "The detective, using an undercover social media account of a fake 18-year-old woman, sent a message to the inmate Wendell Bullock." "So he was serving a rape sentence and trying to work women while he was in prison," Matzger said.Court paperwork obtained by 10News shows Bullock identified himself as a pimp during the communication with the detectives. He asked if they had escorted before and told them they could make money together. Bullock made statements that the female's job was to make money and Bullock would be responsible for posting the ads and for keeping her safe.According to the documents, Bullock would tell the girls what to say on the phone and what to look out for. Bullock told one of the females that she would not be having sex for less than 0."It's the promises they make of, 'Hey this is a quick buck. You could make good money doing this. I believe in you,'" Matzger said. "They often say to these women, 'I believe in you.'"This scheme ended with Bullock pleading guilty. He got an additional 10 years behind bars for pandering.In his plea agreement, Bullock wrote that he unlawfully encouraged the undercover detective to become a prostitute by using promises or device or scheme."If you have a human being and you are able to sell that person over and over and over again, that's very very lucrative," Matzger said.A state corrections official told 10News "contraband cell phone usage is a problem that CDCR takes very seriously.""Cellphone use by inmates can pose a security risk. Modern cell phones can record video and audio, and connect to the Internet. Additionally, contraband cellphones in state prisons can be used to facilitate or commit crimes, including illicit gang activity," said Vicky Waters, CDCR Press Secratary."The department has implemented many strategies to curb introduction and use of contraband cellphones, including the Managed Access System (MAS) or jamming/interruption technology, K-9s trained to detect cellphones, the use of parcel scanners, low-dose full-body scanners, metal detectors, etc., which provide a good foundation for preventing contraband from entering the institutions. Also, under CDCR regulations, inmates are prohibited from internet access. Thus, this implicitly bars inmates from access to social media since internet access is required in order to access such social media. SAN DIEGO (KGTV) - It’s the most wonderful time of the year and volunteers are spreading a little holiday cheer for those who are less fortunate. Just Call Us Volunteers are preparing a special Christmas dinner for hundreds of homeless. 30 gallons of stock, 75 pounds of green beans and more than 270 pounds of turkey are just some of the items being served on the dinner menu. Just Call Us Volunteers is strictly made up of volunteers who want to give back. The group will serve at least three homeless shelters around the county on Christmas Day. They offer food to at least “350 at the tent downtown, the Alpha Project tent. We probably got 65 at Rachel’s Women's Shelter and 65 at the San Diego Center for Children,” says Julie Darling, organizer of Just Call Us Volunteers. The food is donated from Specialty Produce, Cupcakes Squared and Sprouts Farmers Markets. The organization says their volunteer list is full for Christmas Day but they give back all year long.
