BEIJING, Feb. 15 (Xinhua) -- A senior Chinese mainland official has said the government will work with Taiwan to enhance cross-Strait economic exchanges and cooperation.The mainland would this year focus on fulfilling the cross-Strait Economic Cooperation Framework Agreement (ECFA) and conducting follow-up negotiations on the pact, which took effect in September last year, Xu Mang, director of the economy bureau of the Taiwan Affairs Office of the State Council, told Xinhua in an interview.Top of the follow-up agenda was cross-Strait investment protection. The mainland hoped to reach a mutually beneficial agreement on the issue with Taiwan at an early date, with concerns of both sides respected, Xu said.Xu said the two sides should adhere to the principle of balance in negotiations, aiming for effective protection, fewer restrictions and more convenience for cross-Strait investment.Mainland and Taiwan negotiators agreed in December last year to continue discussing the investment protection agreement at the seventh round of talks scheduled for this year.The mainland would also continue this year to encourage investment in Taiwan, address Taiwan enterprises' concerns over economic transformation and development, and promote cross-Strait cooperation in finance, modern services and agriculture, Xu said.The first step in implementing the ECFA, the "early harvest program," took effect on Jan. 1, when the mainland reduced tariffs on 539 Taiwanese items, or 16 percent of imports from Taiwan, while Taiwan cut duties on 267 mainland items, 10 percent of imports from the mainland.Within two years, the duties on those products will be reduced to zero.Xu said the implementation of the early harvest program would boost trade links across the Strait.As the products receiving tariff reductions covered industries including agriculture, petrochemicals, machinery, textiles and transport, Taiwan businesses on the mainland would benefit from lower purchase costs on Taiwan raw materials, Xu said.Taiwan's small and medium-sized enterprises and low-income groups would especially benefit from the tariff reductions on exports of 18 agricultural products to the mainland, Xu said.Statistics from Taiwan showed that driven by the tariff reduction, the island's small and medium-sized enterprise export trade volume to the mainland would increase to 18 billion U.S. dollars per year."The tariff reduction policy will benefit more Taiwan compatriots," Xu said.Cross-Strait trade volume totaled 145.37 billion U.S. dollars last year, a rise of 36.9 percent year on year. The figure included 115.69 billion U.S. dollars of Taiwan exports to the mainland, up 20.2 percent.

LJUBLJANA, April 12 (Xinhua)-- Slovenian surgeons have successfully developed a new method of breast reconstruction for cancer patients, the Slovenian Press Agency (STA) reported on Tuesday.Surgeons in Ljubljana Central Hospital use a three-dimensional mould to form a new breast from the patient's abdominal fat, and then have the tissue implanted and fixated in the place of the removed breast.The mould making technique, developed by the Ljubljana Faculty of Mechanical Engineering, uses a laser to make an exact imprint of the healthy breast, which is then used to make a mirror-image three-dimensional mould for the reconstruction.That is the first in the world to help woman patients overcome embarrassment of losing their breast after mastectomy, according to the report.Speaking of the effect of the treatment, Uros Ahcan, head of plastic surgery ward in Ljubljana Central Hospital , said that the reconstructed breast is as symmetrical as possible with the healthy breast.The latest breast reconstruction method has an advantage over artificial implants, because a breast reconstructed from adipose tissue grows and shrinks in case of weight gain and weight loss. In addition, the tissue has the same temperature as the rest of the body, the STA quoted Ahcan as saying.The Ljubljana Central Hospital have done eight breast reconstruction operations for cancer patients, all of them were successful, with ten more planned in the coming weeks, the report added.Some 1,200 Slovenian women are reportedly diagnosed with breast cancer annually. LOS ANGELES, March 16 (Xinhua) -- The death rate in the United States reached an all-time low in 2009, dropping 2.3 percent from 2008, a newly released report said.This was the 10th straight year of decline, demonstrating that Americans are living longer than ever, according to the report from the U.S. Centers for Disease Control and Prevention's National Center for Health Statistics.The nation saw a drop from 758.7 deaths per 100,000 people in 2008 to 741 per 100,000 people in 2009 when 2,436,682 deaths were reported, said the report published by HealthDay News on Wednesday.However, life expectancy for blacks remained unchanged -- 70.9 years for men and 77.4 years for women. The disparity between whites and blacks is now 4.3 years, representing a 0.2 percent increase from 2008 to 2009, the report found.The report said that deaths fell in 10 of the 15 leading causes of death -- heart disease dropped 3.7 percent, cancer fell 1.1 percent, and stroke declined 4.2 percent.Deaths from Alzheimer's disease, diabetes, chronic lower respiratory diseases and accidents all declined 4.1 percent, according to the report.Deaths from flu and pneumonia fell 4.7 percent, and deaths from septicemia, a bacterial infection, decreased 1.8 percent, the report said.Deaths from homicides fell 6.8 percent, but suicides increased from 35,933 in 2008 to 36,547 in 2009. Other than suicide, which overtook septicemia as the 10th leading cause of death, the ranking of the leading causes of death was unchanged from 2008 to 2009, the report noted.Infant mortality hit a record low in 2009, falling from 6.59 deaths per 1,000 births in 2008 to 6.42, representing a 2.6 percent decrease, according to the report.The report, however, did not give reasons for these trends.Experts think behavioral changes, particularly the decline in smoking, are partly responsible for the improvements.The report's lead author Kenneth Kochanek, a statistician at the center, said this is preliminary data, and the final data, which should be available this summer, may shed some light on the findings.
