OTAY MESA (CNS) - A fisherman reported seeing what appeared to be a body in Upper Otay Lake this afternoon.The sighting at the reservoir east of Chula Vista was reported shortly after 2 p.m., according to police.Patrol officers investigated and, unable to confirm or discount the report, called in city lifeguards.By the time the dive team got to the lake, however, it was getting too late for an effective underwater search, said Jose Ysea, a spokesman for the San Diego Fire-Rescue Department.The divers planned to return for a thorough search on Wednesday, Ysea said. 578

OCEANSIDE, Calif. (KGTV) - The City of Oceanside is taking control of its water destiny, investing in a facility to purify recycled water from homes.“It’s not being used, it’s really a waste. A lot of that water is going out to the ocean and it’s really a precious resource," said Cari Dale, Water Utilities Director for the city. This Fall they'll break ground on the Pure Water Oceanside facility, which will sit right next to the San Luis Rey Water Reclamation Facility.The process uses state-of-the-art water purification steps that replicate and accelerate nature's natural recycling process. The facility will create between 3 and 5 million gallons per day of high-quality drinking water for the Oceanside community.Currently, the city gets most of its water from outside sources, which is costly and subject to drought and environmental disasters.Pure Water Oceanside will be able to provide 30 percent of the city's water supply.“It’s important because it’s controlling our own destiny, we’re really reusing something that would otherwise would be thrown away, so really it’s being a good environmental steward," said Dale.Orange County has been using a similar system for years.Funding for the million project will come from the city, as well as federal and state grants. Dale says residents will also see small increases in their bills.They hope to have the new facility running by the end of 2021. "It was not easy getting here."For weeks, Oklahoma teachers have been considering a walkout over what they say is their breaking point over pay and education funding. The state ranks 49th in the nation in teacher salaries, according to the National Education Association, in a list that includes Washington, D.C. Mississippi and South Dakota rank lower.Inspired by the West Virginia strike in which teachers demanded and got a pay raise from state leaders earlier this month, similar efforts have taken off in Oklahoma and Arizona.The Oklahoma Education Association, the state's largest teachers' union that represents nearly 40,000 members and school personnel, called the passage of the bill "a truly historic moment," but one that remains "incomplete," according to its president, Alicia Priest.Teachers and school staff will walk off their jobs on Monday and descend on the state Capitol, she said in video comments posted on Facebook.Oklahoma City Public Schools said all classes and activities are canceled for that day because of the walkout."While this is major progress, this investment alone will not undo a decade of neglect," Priest said. (KGTV) - The Oceanside Police Department asked for the public’s help Friday to find a missing man.Richard Teller, 80, was last seen at his home Thursday night at 10 pm.Police said Teller suffers from health conditions that require medication, which he does not have with him.Teller is believed to be driving a black 2006 Cadillac CTS with a California license plate of 5YDG829.Police said Teller is white, 5’9”, 190 pounds, with short gray hair and hazel eyes.Anyone who sees him is asked to call Oceanside Police at 760-435-4900. 556

OAKLAND, Calif. (KGTV) -- A young child apparently shot himself in the head at a home in Oakland Wednesday, multiple media outlets reported. The shooting, which happened on Ritchie Street, appeared to be an accident, police said. The boy was taken to the hospital in critical condition, KGO reported.Police told KGO at least one adult was inside the home at the time. Helicopter video from the scene showed several cars parked on the property and a barbecue grill on the driveway.The home is near a recreation center and baseball field.There were no immediate reports of an arrest.10News is monitoring breaking developments. 632
