The Inspector General released a report on Tuesday that contained photos of severe overcrowding inside two Texas border processing centers. The Inspector General toured the facilities during the week of June 10. In the report, inspectors expressed concern over the safety and health of both agents and detainees. “We are concerned that overcrowding and prolonged detention represent an immediate risk to the health and safety of DHS agents and officers, and to those detained,” the report said. “At the time of our visits, Border Management told us there had already been security incidents among adult males at multiple facilities. The man arrested for allegedly pushing or throwing a child from the third floor of the Mall of America in Minnesota had been banned from the mall in the past and once told police he had anger issues, court records show.Emmanuel Deshawn Aranda, 24, was charged with attempted homicide after witnesses said a man either pushed or threw the 5 -year-old child on Friday morning from the Bloomington mall's third interior level to its first, police said.Aranda, who police said took off running after the incident, was found inside the mall's transit station and arrested.Authorities described the child's injuries as life-threatening and said witnesses gave the child first aid."The child did suffer significant injuries," Police Chief Jeff Potts said. "The child has been transported to the hospital and has been receiving care."At this point, police do not believe there is a relationship between the family of the child and the suspect, Potts said.Suspect has a history with the mall Aranda lives in the Bloomington area and has a series of arrests and convictions related to the mall.He had been banned from Mall of America in the past and was convicted of misdemeanors in two incidents there in 2015, court records show.Aranda was charged in July 2015 with causing damage inside stores after he threw items off the upper level of the mall to the lower level, 1372

The North Carolina Board of Elections voted unanimously on Thursday in favor of holding a new election in Congressional District 9 after an investigation into election irregularities.Mark Harris, the Republican leading in the contested 9th District race, said Thursday a new election should be called. The Hillsborough County Sheriff's Office is investigating a deadly shooting early Monday morning at the Islamic Society of Tampa Bay.Deputies say just before midnight, two men got into an argument in the parking lot outside the mosque during a Ramadan event attended by several hundred people.At some point during the argument, one of the men fired at the other.An off-duty deputy, who had just finished working security detail at the event, heard the gun shots and rushed to the parking lot.The Sheriff's Office reports the deputy found one man holding a gun and another man who had been shot at least two times. The deputy detained the suspect shooter until additional units arrived on scene.Paramedics rushed the victim to Tampa General Hospital where doctors pronounced him dead.Authorities say the public is not in danger. They believe the two men knew one other and were both attending prayer services at the mosque.Homicide detectives are interviewing the shooter who is cooperating. They want to determine the nature of the argument and whether the shooting could be classified as self defense.No charges have been filed.The Sheriff's Office says there is no indication the shooting is in any way related to a terror attack and only appears to be a dispute between the two people involved. 1309
