XI'AN, Aug. 3 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local authorities to keep flood casualties and losses to minimum and to launch reconstruction work in a timely and orderly way.Hui was speaking during an inspection of flood-affected areas in Weinan and Shangluo cities in north China's Shaanxi Province from Aug. 2 to 3.He visited affected residents, as well as soldiers who were fighting the floods, saying the flood work had entered a crucial stage.Since mid July, many areas in Shaanxi Province have seen continuous rain, leading to frequent natural disasters, such as floods, mountain torrents and mud-rock flows.Continuous rainstorms caused mud-rock flows in Zhulinguan Village of Danfeng County, Shangluo city, on July 23 and 24. Hui visited the village and urged officials to address food, drinking water, clothing and housing issues.He also called for the repair of roads and resumption of water and electricity supplies as soon as possible.Homes, schools and hospitals should be reconstruction priorities, he said.Meteorologists forecast higher than average rainfall this month along the province's Hanjiang and Weihe rivers. Hui ordered local governments to intensify flood warnings, improve response plans, reinforce reservoirs and river embankments and replenish emergency materials, so as to be well prepared for more rain and floods. 

BEIJING, July 13 (Xinhua) -- China Tuesday pledged to continue to promote the development of military relations with Singapore.Chinese Defense Minister Liang Guanglie made the remarks when meeting with Chiang Chie Foo, visiting Permanent Secretary of the Singaporean Defense Ministry.Recent years had witnessed a rapid development of China-Singapore relations, with political mutual trust, a reciprocal and mutually beneficial economic relationship and fruitful cooperation, Liang said.Bilateral military ties had undergone a healthy development, with sound exchanges and cooperation mechanisms, frequent high-level visits and good cooperation in personnel training, joint military training and escort missions, Liang said.China was willing to work with Singapore to continuously boost relations between the two countries and armed forces, so as to play an active role in jointly safeguarding regional security and stability, he said.Chiang said Singapore attached great importance to the development of its relations with China.The two armed forces were expected to maintain exchanges and cooperation and to strengthen understanding and mutual trust, he said.Ma Xiaotian, deputy chief of general staff of the Chinese People's Liberation Army, and Chiang co-chaired the third China-Singapore defense policy dialogue before the meeting.Both sides exchanged views in-depth on regional security, relations of the two countries and armed forces as well as other issues of common concern and reached consensus on further strengthening military ties.They agreed to continue to enhance China-Singapore military cooperation and promote the development of friendly and cooperative military relations.The two nations held the first defense policy dialogue in January 2008 in China and the second in March 2009 in Singapore.

BEIJING, June 21 (Xinhua) -- A senior Communist Party of China official Monday said China is ready to enhance cooperation with the Democratic People's Republic of Korea (DPRK).Li Yuanchao, head of the Organization Department of the CPC Central Committee, made the remarks when meeting with a delegation of the Workers' Party of Korea, which was led by Kim Chang Ryong, the DPRK's Minister of Land and Environment Protection, in Beijing.Hailing the constant growth of China-DPRK relations, Li, a member of the Political Bureau of the CPC Central Committee and the Secretariat of the CPC Central Committee, reviewed the successful visit by the DPRK top leader Kim Jong Il in May.Chinese President Hu Jintao and Kim Jong Il reached important consensus on promoting bilateral pragmatic cooperation during that visit.China would work with the DPRK to fulfill the consensus and expand bilateral cooperation to push forward China-DPRK relations, Li said.Kim Chang Ryong said the DPRK held the unswerving policy of cementing and promoting friendship with China. The DPRK would work with China to enhance ties in accordance with the willingness of top leaders from both sides.The DPRK delegation is in China on a visit from June 12 to 22 at the invitation of the CPC. BEIJING, June 21 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao on Monday made directives urging rescuers to "exhaust all means possible" to save miners trapped in an exploded colliery in central Henan Province.A total of 72 miners were trapped after explosives went off at the powder magazine of the Xingdong No.2 Mine in Weidong District of Pingdingshan City at about 1:40 a.m. At least 46 people were reported dead.

ZHAOYUAN, Shandong, Aug. 7 (Xinhua) -- Fourteen miners were confirmed dead, 23 others still trapped underground while 292 were lift to the ground safely following a fire that engulfed a gold mine in east China's Shandong Province Friday, local authorities said early Saturday morning.A total of 329 miners were working underground when the fire broke out at about 5 p.m. at the Luoshan Gold Mine run by Lingnan Mining Co. Ltd. in Zhaoyuan city, a spokesman with the rescue headquarters told Xinhua.Three hundred and six were lifted to the ground as of 5 a.m., but 14 of them were found dead, he said.Twenty-three people were still trapped underground, with 21 miners' locations identified, he added.Dozens of injured miners had been sent to two local hospitals, he said.An initial investigation showed that the fire was likely caused by an underground cable. Police were further investigating the incident.The mine owner had been taken into police custody, he said.Over 100 rescuers are working at the scene. Provincial Party chief Jiang Yikang and governor Jiang Daming have rushed to the scene to oversee the rescue work.
