SAN DIEGO — It appears the Congressional seat vacated by Republican Duncan Hunter will remain in Republican hands, according a new scientific poll.The ABC-10 Union-Tribune scientific poll shows Republican Darrell Issa leading Democrat Ammar Campa-Najjar 51 percent to 40 percent, with 9 percent undecided. The poll, released Tuesday, has a margin of error of 5.7 points. It comes after the two prior polls showed the candidates in a virtual tie for the 50th Congressional District, which comprises most of East County and stretches into southern Riverside County. The shift came because independents moved to support Issa. Last month, the poll showed Campa-Najjar leading Issa in independents by 13 points. Tuesday's poll showed a major swing, with Issa leading among independents by 14 points. That's a 27-point swing. "In the end, independents in red-leaning area tend to be more red leaning, vice versa for blue-leaning areas, and so it's not surprising that Darrell Issa, as we get closer to the election, is bringing home these independents out in East County, San Diego," said Thad Kousser, political scientist at UC San Diego.The 50th District is the county's last in which Republicans outnumber Democrats in registration, giving Issa the advantage.In an interview Tuesday, Issa said he was traveling the district from Temecula to Jamul, meeting voters with social distancing. SAN DIEGO (CNS and KGTV) - The San Diego City Council Tuesday approved a code amendment that prohibits housing discrimination against applicants using Section 8 vouchers or other rent substitutes. The proposed code amendment blocks landlords from rejecting applicants based solely on voucher status, though they would still retain a right, based on other rental criteria, to choose residents who don't use subsidies.Studies have found that prohibiting income-based discrimination leads to increased neighborhood options for residents and decreased segregation.“Hearing from the community was very powerful and I am happy that the Council approved the ordinance to end housing discrimination taking place in San Diego,” said Councilmember Georgette Gómez. “This is one step towards helping increase access to affordable housing for all San Diegans.”Local California governments with such provisions include Berkeley, Corte Madera, East Palo Alto, Foster City, Marin County, San Francisco, Santa Clara County, Santa Monica and Woodland.San Diego's proposed ordinance also establishes a landlord contingency fund for property damage or lost rent related to renters with vouchers.Implementation of the proposal is expected to take two years. SAN DIEGO (CNS) - A 17-year-old boy was pistol whipped and shot in the leg by a man who also snatched the child's cellphone Saturday morning in the Grantville community of San Diego.The teenager was talking on his cellphone in the 6100 block of Decena Drive when he was approached by the suspect at 4 a.m., who demanded his cellphone, said Officer Tony Martinez of the San Diego Police Department.The victim refused and was pistol whipped and then shot in the leg. The suspect then fled the scene with the child's cellphone, Martinez said. The boy suffered a laceration to the head and a shattered femur. Paramedics rushed him to an area hospital.The suspect was about 6-foot, 4-inches tall with a heavy build. SAN CARLOS, Calif. (KGTV) -- A grandmother and several children were forced to run out of a San Carlos home that burst into flames Saturday night. The fire broke out on Park Ridge Boulevard in San Carlos around 10 p.m. Saturday. Fire crews were able to stop the flames from spreading to a nearby canyon. Neighbors say they heard what sounded like explosions before they ran out and saw the home on fire. A woman was home watching her grandchildren when the house caught fire. All those inside were able to make it out safely. San Diego Fire-Rescue says it was initially challenging to battle the flames because the closest hydrants are located hundreds of feet away. “I went across the street and pounded on the door and the window to make sure that nobody was in there. Don’t think they were. There was just a lot of explosions and tires I guess blowing up. It was just In full flames when it happened,” one neighbor said.
