SAN DIEGO (KGTV) - This record hot summer was the first that San Diegans had to pay the state's new high-usage charge on their electric bills. It led to bills as high as 0, and complaints pouring into San Diego Gas and Electric. Now, the utility says the charge - meant to discourage high use - isn't working and should be eliminated."We want to move forward to eliminate this charge and help our customers," said SDG&E spokesman Wes Jones.Jones said the utility understands the frustration over summertime bills. "We think that's very important. We want to make sure they are comfortable."SGG&E now plans to ask the state Public Utilities Commission to eliminate the charge altogether."You hopefully will see a reduced shock and awe bill," Jones said.But questions remain about the proposal. The high-usage tier is just 7 cents more per kilowatt hour than the next lower tier. SDG&E also hopes to combine summer and winter prices for a lower year round rate. SDG&E plans to submit the proposal to the commission in the coming months. SAN DIEGO (KGTV) — The woman accused of killing another driver in a wrong-way crash while drunk on a San Diego freeway last year changed her plea Friday.Lauren Ashley Freeman pleaded guilty to gross vehicular manslaughter while intoxicated and DUI causing injury in the Feb. 26, 2018 collision that killed 35-year-old Justin Callahan.Freeman's plea dismisses a murder charge. She is scheduled to be sentenced to 11 years and 8 months in prison at a September hearing.RELATED: CHP reverses blame in fatal wrong-way crash on I-5 rampInitially, Callahan was deemed responsible for the crash. The position of his Volkswagen Jetta after the crash led CHP officers to believe he was at fault. But California Highway Patrol investigators reversed their findings after Callahan's family refuted the claim and the case was re-opened. Freeman was charged with causing the fatal crash in November.Callahan was driving to his Ocean Beach home from work in Chula Vista when the crash occurred on a transition ramp from northbound Interstate 5 and westbound I-8 just before 2 a.m.The 35-year-old died at the scene, while Freeman and a passenger in her Toyota Camry sustained major injuries. SAN DIEGO (KGTV) - Three businesses were destroyed last weekend by an act of hate in Mission Hills.It happened at the 'Capello' and 'Beautiful You' salons Saturday morning. Leather chairs were slashed and destroyed. Appliances and flooring were completely flooded after the culprit left the sinks running all night. "They slashed all of the chairs, styling chairs, shampoo chairs, there was detergent everywhere, shampoo everywhere," said 'Beautiful You' manager, Shanell Cedeno.Even an architecture studio one floor down took a hit from the water that went seeping through the salon's ceiling, damaging blueprints and computers. Management thinks the culprit is a former employee of the salon. "Clearly it has to be someone who has a key," said Cedeno. "It's targeted and it was a hateful act someone who clearly dislikes what we're doing here."The damage is estimated at tens of thousands of dollars. "Karma will definitely take its place first before they find them, I'm sure," said Cedeno. "If it's not happening already, it's coming for them."An investigation is underway.
