SAN DIEGO (KGTV) -- A big step taken in the effort to get the San Diego Police Department to stop using a specific restraining maneuver during arrests.On Tuesday, the community review board voted to recommend that the department gets rid of what police call a carotid restraint in some circumstances.  "Have you ever been choked or had the life choked out of you? I can snap back too!" The public was allowed in the meeting but was not supposed to talk. Desiree Smith couldn't help herself, because this issue is personal. "My son was choked by police at a homecoming event at the school," she said. The community review board debated whether or not San Diego police officers should be able to use the carotid restraint.Police are currently allowed to use the tactic to subdue people that they are trying to detain. Smith told 10News she does not think the restraint maneuver should be used, ever."It's inhumane," she said. "I wouldn't do it to an animal, let alone a human. They have stronger laws for animals than they do for humans."  1085

SAN DIEGO (KGTV) -- A 23-year-old man was arrested in connection with a death at a Rancho Pe?asquitos home stemming from a reported fight at the residence.San Diego police said officers were called to a home in the 12500 block of Darkwood Rd. in Rancho Penasquitos just before 4:15 p.m. Wednesday in response to a reported fight at the house.According to police, a man called 911 to report his 23-year-old son, Wyatt Austin Lane, had been in a fight with a guest at their home earlier in the day.Regarding the fight, the father reported that his son told him “the guest had lost and never regained consciousness,” according to police.Officers arrived to find a deceased male inside a bedroom with “apparent trauma to his body,” police said. The victim was not immediately identified.Lane was arrested and booked into County Jail on suspicion of murder.SDPD Homicide Unit detectives are investigating the incident. 921

SAN DIEGO (CNS) - Two community boards that review police practices will hold emergency meetings Wednesday and Thursday regarding the San Diego Police Department's de-escalation-of-force policies.The city's Citizens Advisory Board on Police/Community Relations will meet at 6 p.m. Wednesday, followed by a Thursday evening meeting of the Community Review Board on Police Practices, both of which can be viewed on the city's website and YouTube page.San Diego Mayor Kevin Faulconer said the goal of both meetings is to "take a serious look at de-escalation recommendations that could be implemented by our department" and "increasing and facilitating further dialogue and understanding between our officers, our men and women who are out there protecting us, and the community."Faulconer said public input is welcome regarding what SDPD policies should be updated or changed."Many are crying out to be heard. We are listening," Faulconer said. "Your city is listening. SAN DIEGO (KGTV) - 36,000 pounds of cocaine seized in the Eastern Pacific Ocean will be offloaded Tuesday from the U.S. Coast Guard Cutter Bertholf onto San Diego’s B Street Pier.The contraband is from 17 busts on smuggling vessels off the coasts of Central and South America, officials said. Five Coast Guard cutters were involved in the seizures between early February and early March.Rear Adm. Todd Sokalzuk, the 11th Coast Guard District commander who oversees the law enforcement phase of counter-smuggling operations in the Eastern Pacific region, said the Coast Guard is seizing record amounts of cocaine for the third year in a row.“I’m proud of the hard work and dedication of my crew, as well as the crews of Coast Guard Cutters Bear, Diligence, Harriet Lane, Venturous and the joint and interagency personnel who work hand-in-hand to secure our nation,” said Capt. John Driscoll, the Bertholf’s commanding officer. “These crews worked around-the-clock to seize this load of contraband that denies traffickers about half a billion dollars’ worth of illicit proceeds that would have gone to fund the nefarious work of transnational criminal organizations, helps prevent a great deal of human suffering and will likely save hundreds of lives that would have been lost to these illegal drugs.”  1314
