EL CAJON, Calif. (KGTV) -- An El Cajon police officer responding to a traffic-related call was hospitalized Monday morning after being dragged by an SUV and then struck by another vehicle. Police have identified the suspect as 41-year-old David Francis Cepeda Pangilinan. He is a 5'6" Guamanian male with short brown hair and brown eyes. El Cajon police said officers were called to the 100 block of Washington Avenue at around 8:30 a.m. in response to a vehicle blocking the street with the driver “asleep or unresponsive behind the wheel.”Officers arrived to find the driver and a female passenger asleep inside a black 2019 Volkswagen SUV with California license plate 8LCE117.According to El Cajon police: “When officers woke the occupants, the driver provided identification for someone other than himself and officers began to investigate.During this contact, the driver suddenly started the vehicle and began to put it into gear. One of the officers attempted to detain the driver and keep him from fleeing the scene.In doing so, the officer was trapped in the vehicle and dragged for a distance as the driver fled.As the driver fled with the officer still partially inside the vehicle, the officer was struck by another vehicle that was traveling in the roadway.The officer was ejected from the vehicle and sustained significant injuries.”According to police, the injured officer was taken to the hospital and is in critical but stable condition. No other injuries were reported.A neighbor was doing yard work when the incident happened and watched it unfold."I heard my son scream and crying so I turn around and I see officer down. I run to the officer but the other police man came. The guy was out, completely out. Blood was coming out of his nose, his mouth and his head. And his eyes were rolled in the back of his head. The other officer came and put his hand on his head. I start praying for the guy, the next thing we know we see him move. (KGTV) - The San Diego Sheriff’s Office is investigating how several pounds of narcotics wound up magnetized to a man’s truck.A Mexican citizen who lives in Tijuana but works in El Cajon noticed a strange object in his fender Thursday morning and called authorities.Deputies found 4 packages containing roughly 5 pounds of narcotics hidden underneath the man’s pickup truck.The man’s next door neighbor informed them that they had seen men tampering with the victim’s truck overnight.“It’s our feeling that someone targeted this car because he could cross the border every day with the SENTRI pass and they were probably waiting to collect the narcotics later today,” said Sgt. Tim Chantler of the Sheriff’s office.Drivers with a SENTRI pass can travel in establishes dedicated commuter lanes to and cross the border faster after applying and being prescreened. Deputies are awaiting test results for the drugs but suspect either meth, heroin, or fentanyl.The driver is not considered a suspect as he called 911, according to authorities. “I would be checking my vehicle every day before I cross the border” said Sgt. EL CAJON, CA (KGTV) - Students at a private school in El Cajon are scheduled to return to class next month.Parents of children at Foothills Christian Middle School got a letter from the school over the weekend outlining their re-opening plan.According to the letter, the school will re-open September 8th.A local mom contacted 10News concerned about the plan. She didn't give her name because she doesn't want retaliation against her daughter. She was surprised at the September return date."If schools could be open, I would send her to school, if the county said we could do that, I would do that, but they're saying we can't go to school and we should be wearing masks," said the mom.According to the letter, there is a five step plan for reopening:*Regular COVID-19 self-check screening questions*Temperature readings prior to entering campus*Hand hygiene*Environmental Cleaning/Sanitization and Refillable Water Bottle Stations*Face masks/coveringsThe letter states that face coverings will not be required, but will be optional on campus. It goes on to list several reasons, including:*There is a lack of evidence that wearing a face mask prevents COVID-19 transmission in children*Children are not typically trained in their use and there is potential for increased risk of infection with improper mask use*Masks can be irritating and may lead to increased touching of face and eyes*It is impractical for a child to wear a mask properly for the duration of the school dayThe mom who contacted us says this will send mixed messages to her child."What we're telling her at home is completely different than, this is completely opposite of everything we're doing. So it's shocking to her, she's like why wouldn't I wear a mask," said the mom.The letter states wearing a mask will be the personal choice of students or faculty, but there may be some occasions where face coverings are required, like field trips."I wouldn't want her to wear a mask at school and be peer pressured not to, or be made fun of for wearing it," said the mom.As far as social distancing, the letter only states, "we will do our best to encourage physical distancing."The letter asks parents and their child to sign it, agreeing to the terms before returning to school.According to CA's governor, counties on the state's COVID-19 monitoring list cannot open schools for in-person instruction. EL CAJON, Calif. (KGTV) -- Two firefighters were injured fighting a blaze that sparked near El Cajon Wednesday afternoon according to Cal Fire. Cal Fire says the blaze started on the 5500 block of Dehesa Road around 4 p.m. and burned 25 acres. As of 6:40 p.m. Wednesday, the fire is 50 percent contained. An incident report shows that two firefighters were injured, though the extent of their injuries was unclear. The blaze did for a brief time threaten structures, but none were damaged. Due to the blaze, the San Diego County Sheriff's Department evacuated Vista De La Montana east of Dehesa Road. Evacuation warnings were also issued for Trafalgar Road, Calle De Nicole, and Vista De La Montana.
