BEIJING, May 13 -- The proportion of China's GDP that goes toward wages has been shrinking for 22 consecutive years, a senior trade union official said on Wednesday.Zhang Jianguo, chief of the collective contracts department with the All-China Federation of Trade Unions (ACFTU), also warned that low pay, long working hours and poor working conditions for millions of workers are triggering conflicts and mass incidents, which pose a grave challenge to social stability.The proportion of the country's GDP that makes up wages and salaries peaked at 56.5 percent in 1983 and dropped to 36.7 percent in 2005, Zhang said."The proportion has not changed too much since then. In contrast, the proportion of returns on capital in GDP had risen by 20 percent during the period from 1978 to 2005," Zhang said in an interview posted on the ACFTU's website.The annual average wages of workers in urban areas had increased from 12,422 yuan (,819) in 2002 to 29,229 yuan in 2008, statistics from the National Bureau of Statistics showed.However, the gap between the rich and poor has been widening in the country and is also growing between urban and rural areas, different provinces and cities, as well as in different industries, he said.About one-quarter of respondents in the latest ACFTU survey said their incomes have not increased in the past five years, while 75.2 percent of them said that current income distribution is not fair. BEIJING, April 12 (Xinhua) -- In a bid to further regulate the selection and promotion of government and Party cadres, the Communist Party of China (CPC) turned to the public for help in its four newly released documents."One breakthrough of these rules is we shift the focus from simply supervising the procedures of cadre selection and promotion to also weighing in what the colleagues and the locals think about," said a statement released Monday by the Organization Department of the CPC Central Committee.The four documents, promulgated on March 31 by the General Office of the CPC Central Committee, cover the selection and auditing of officials and set out penalties for those found guilty of misconduct in the selection and promotion of government and Party cadres.According to the new rules, personnel departments should consult staff within the organization on every newly appointed officials. The results, paired with local Party committees' official report on personnel changes, will be submitted annually to superior Party committees' for review.These opinions will also be incorporated into the work evaluation of officials in charge of local cadre selection and promotion.In serious cases, leading officials in the Party committees who misuse their power and violate CPC regulations on the selection and appointment of Party and government cadres could be dismissed from their posts, demoted, transferred to other posts, or asked to resign.To better solicit public opinions, Party committees at provincial levels across the country are moving to open online service and telephone hotline for whistleblowers to report such violations.According to the rules, personnel departments must carry out investigation based on detailed reports from the public and the media.

XIANGNING, Shanxi, March 29 (Xinhua) -- Almost 1,000 rescuers were racing the clock through the drizzle Monday to pump water and reach the 153 people trapped underground in a flooded coal mine in north China's Shanxi Province.Altogether 261 workers were in the pit of Wangjialing Coal Mine, which was under construction, when underground water gushed in at about 1:40 p.m. Sunday. Ltd., is a major project approved by the provincial government. It is expected to produce 6 million tonnes of coal annually once in operation.Earlier this month, 32 workers were killed in a similar accident when underground water flooded a mine being built in north China's Inner Mongolia Autonomous Region.One worker died after being lifted to the ground and 31 others were presumed dead two weeks after the accident happened on March 1.Rescue work, which took 14 days and involved 20,384 people, was halted on March 14 when those trapped were believed to have no chance of survival.
