BEIJING, May. 13 -- China's trade surplus decreased slightly last month from a year ago amid declines in international trade growth triggered by the global economic slowdown.     Monthly surplus reached 16.68 billion last month, down 1.14 percent year-on-year but up 24.5 percent from 13.4 billion U.S. dollars in March, the General Administration of Customs said yesterday.     Exports in April rose 21.8 percent year-on-year to 118.71 billion U.S. dollars, while imports rose 26.3 percent to 102.03 billion U.S. dollars. China's trade surplus decreased slightly last month from a year ago amid declines in international trade growth triggered by the global economic slowdown.(    The sharp decline in April's export growth after a 30.6 percent rise in March should be seen as a return to the medium-term trend rather than a sudden weakening in China's exports, said Sun Mingchun with Lehman Brothers.     He said year-on-year growth of exports in March 2008 was abnormally strong given exports in March 2007 were extremely weak because exporters had frontloaded their shipments last February.     China's trade surplus has been narrowing since the government took measures to curb exports of resource-intensive and heavily polluting products and started to encourage imports from last year.     The World Trade Organization has predicted global trade growth will decline to 4.5 percent, 1 percentage point lower than last year. It could be the slowest rise since 2002.     "The global economy is facing more uncertainties this year given the possible shrinkage in US demand and inflationary pressures. Both these factors are expected to aggravate the global economic slowdown, further affecting trade," said Liang Yanfen, a researcher with the Chinese Academy of International Trade and Economic Cooperation.     "Slowing external demand may take more time to impact export growth, but the weakening trend is becoming more evident both in and outside the US. Higher commodity prices and currency appreciation would check the continued rise in trade surplus," said Ken Peng, a Citi analyst.     Export growth stayed robust at 21.8 percent but is under pressure as even Asian demand has started to slow, suggesting that a weakening in the final product markets is affecting upstream producers while imports continue to be supported by a stronger currency, high commodity prices and government controls over trade in food and resources out of inflation concerns, he said.     The country's trade surplus in the first four months narrowed to 57.99 billion U.S. dollars, 5.31 billion U.S. dollars lower than a year ago.     Exports in these four months amounted to 424.6 billion U.S. dollars, up 21.5 percent, or 6 percentage points less than a year earlier. Imports were 366.6 billion U.S. dollars, up 27.9 percent, or 8.8 percentage points more than a year earlier.     Realized foreign investment reached 35.02 billion U.S. dollars during the four months, up 59.32 percent year-on-year, the Ministry of Commerce said.

XIAMEN, Sept. 7 (Xinhua) -- China's southwestern province of Sichuan needs 1.67 trillion yuan (about 245.6 billion U.S. dollars) for reconstruction after the devastating earthquake on May 12, Huang Xiaoxiang, the province's vice governor, said on Sunday.     "Sichuan is still in need of a large amount of fund despite the efforts of the central government, local governments and other social sectors," Huang told a conference held in Xiamen City, in eastern Fujian Province.     The total funds, including those the central and other provincial governments raised, overseas donations, and lottery earnings, accounted for less than 25 percent of what the reconstruction work demanded. BEIJING, Aug. 27 (Xinhua) -- The Chinese government will stick to an economic policy that focuses on curbing inflation for the rest of the year, a senior official on Wednesday told China's top legislature, as slowing output and rising prices loom over the post-Games economy.     Economic planners would exert themselves to increase supplies of necessities, closely track key prices and make price controls more effective, National Development and Reform Commission deputy chief Zhu Zhixin told the fourth session of the Standing Committee of the 11th National People's Congress.     "A lot of factors can drive prices up," said Zhu. "There is a strong demand for primary products, with prices hovering high on international markets, while more expensive land and labor at home will add to costs."     His statements came after China's main inflation indicator showed a deceleration in July and as the world wondered where the already slowing economy would head after the glitz of the Games.     The consumer price index was up 6.3 percent last month over July last year, lower than the 7.1 percent in June and 7.7 percent in May, as tighter monetary policies adopted last year seemed to bite.     Meanwhile, the country's economic output in the first half was 10.4 percent higher, compared with 10.6 percent in the first quarter and 12.2 percent in the first half last year.     Zhu said the output slowdown was "a moderate correction from a high level".     "The national economy is heading in the direction expected by the macro-control policy."     Zhu cited the pressures on some industries and enterprises as one of the major conflicts in the economy, saying it would take time for the latest supportive policies to show an effect and for companies to adjust.     He told the top legislature the government would continue to seek a balance between fighting inflation and maintaining growth.     Tasks for the rest of the year included improving the contribution of domestic consumption to economic growth, boosting agricultural output and increasing aid to small enterprises, he said.     The government had been focusing on preventing the economy from overheating before changing the goal to "keeping steady, rapid growth" in July.     Many analysts foresaw a loosening of the tight monetary policy to provide liquidity for enterprises, especially exporters, that were squeezed by weakening demand, credit controls and rising costs.     Earlier this month, administrators raised the export tax rebate rates for some textiles and garments, while the central bank allowed more credit to small and medium-sized enterprises.     "The fiscal and monetary policies are likely to be eased, if the current trend is a guide," said CITIC Securities analyst Zhu Jianfang. "The central bank is not expected to come up with any big tightening moves after the Olympics."

BEIJING, Oct. 7 (Xinhua) -- Leaders of China's top political advisory body met on Tuesday to call for ideas on rural development and reform.     The Standing Committee of the 11th Chinese People's Political Consultative Conference (CPPCC) National Committee will hold its third meeting in mid October. Its major topic is rural development and reform, according to a statement issued after a meeting of CPPCC National Committee chairman and vice chairpersons presided over by Chairman Jia Qinglin.     Senior Communist Party of China (CPC) members will meet from Oct. 9 to 12 in Beijing to discuss major issues about promoting reform and development in the rural areas at the third Plenary Session of the 17th CPC Central Committee.     Political advisors are expected to discuss the guidelines reached at the Party session, the statement said. "We shall present research findings our political advisors made about rural development and try our best to put forward as many good proposals as possible to the Party."     At Tuesday's meeting, Jia called on political advisors to take an active part in a nationwide campaign to learn and implement the Scientific Outlook on Development.     The campaign aims to push Party members, especially leading Party members and government officials, to learn how to implement the Scientific Outlook on Development and carry it out effectively.     Political advisors should think about how to implement it in the CPPCC's work to improve its supervision on the ruling Party and participation in state affairs, Jia said.

BEIJING, July 22 (Xinhua) -- From anti-terrorism drills to halt of flights during the opening ceremony, Beijing is taking every possible measure to ward off terrorism and ensure security for next month's Olympic Games.     China Civil Aviation Administration announced on Tuesday a new move for Olympic security that no planes would be allowed to take off or land at Beijing Capital International Airport from 7 p.m. to midnight on Aug. 8, the night of the Games' opening ceremony.
