SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification.She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf.That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer.The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed.The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort.It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen. "These innovators and pioneers have emerged everywhere that waves break. In this regard, San Diego has been particularly blessed," organizers write. "Our 70 miles of coastline have produced some of the most innovative shapers and wave stylists in the sport. SAN DIEGO (KGTV) -- In three weeks San Diego County will elect its next district attorney,  and in a recent poll a large number of voters indicated that they're still undecided. The results of our scientific 10News Union-Tribune poll shows the battle between Summer Stephan and challenger Genevieve Jones-Wright is wide open. If the election were held today, Summer Stephan would get 35 percent of the vote. Genevieve Jones-Wright would get 22 percent and 43 percent of those polled said they are undecided. "Those polls are consistent with what our campaign research shows," Jones-Wright told 10News. "We knew we were up against a political machine and it really is no surprise to me that she's up on the polls."Progressive candidate Jones-Wright says Stephan got a head start, by being appointed to the district attorney job when Bonnie Dumanis left. Jones-Wright said she thinks the poll shows her campaign is gaining steam.Stephan was encouraged by the poll numbers. "This is very encouraging, what you're telling me, because it shows that what we're doing is working," she told 10News. "That San Diegans are enjoying that we're one of the safest urban regions in the country and that they really prefer experience over an experiment."The poll shows that Stephan's voter base is republican, white and over the age of 35. SAN DIEGO (KGTV) — Leaders from Mexico and San Diego led a conference on the effort to end human trafficking Tuesday at Liberty Station. Carlos Gonzalez Gutierrez, who recently took over as Mexico's Consul General in San Diego, was the first speaker, followed by San Diego District Attorney Summer Stephan.An estimate by the United Nations reveals that millions of people are living in modern day slavery worldwide. In San Diego, the most common form of human trafficking is for sexual exploitation. The District Attorney's office told 10News that between 3,000 and 7,000 women are sex trafficked through the county each year, with the average age of the victim's being just 16.RELATED: Two teens arrested in San Diego for possible sex trafficking of 12-year-old girl"We have to watch the borders, but we also have to watch in the privacy of the bedrooms of our kids," Stephan said during an interview with 10News.The forum came just a few days after 18 Camp Pendleton Marines and one Navy sailor were arrested, accused of taking part in human trafficking and drug smuggling from Mexico. At least one marine allegedly accepted a ,000 payment to transport undocumented immigrants after they made their way into the United States."It isn't surprising that they would use persons that would appear trustworthy like our military in order to transport either humans or drugs," Stephan said. 1395

SAN DIEGO (KGTV) -- Kevin Luo of Pacific Trails Middle School is getting ready for his trip to Washington D.C. to compete in the Scripps National Spelling Bee.Luo, who is a student at Pacific Trails Middle School, was crowned the winner of the countywide spelling bee in March.
