Embattled Missouri Governor Eric Greitens announced on Tuesday he will resign over the scandals that have dominated his tenure.The Republican governor has been embroiled in scandal for weeks. Last month, a Missouri state House committee released a report alleging that Greitens subjected a woman to non-consensual sexual activity and violence. (KGTV) -- Police in Escondido are joining law enforcement throughout the state in cracking down on distracted driving throughout April.Throughout the month, the city is deploying extra traffic officers thanks to grant-funded resources. Violators will be stopped and cited with fines set at 2 for first-time offenders.On April 5 and April 13, law enforcement officials all over the state are set to step up distracted driving enforcement.According to authorities, officers have issued hundreds of thousands of citations over the past three years to those texting or calling while driving.Recent legislation has even gone as far as to make it illegal to use a smartphone’s apps while driving."California’s distracted driving laws have been saving lives for a decade now,” said former State Senator Joe Simitian, who authored the state’s hands-free and no-texting laws. “Every day, somewhere in California, someone is sitting down to dinner with their family who wouldn't have made it through the day without these laws on the books. That’s tremendously gratifying.”Data from 2017 shows that nearly 22,000 were involved in distracted driving crashes throughout California.“Traffic safety has consistently been a top priority in Escondido,” said Chief Craig Carter. “If our enforcement and education campaign to eliminate distracted driving saves even one life, I would consider that a success.” 1420

  

ENCINITAS, Calif. (KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road. They don't want to straighten out curves in the road, believing it will lead to more speeding. 1705

  

ENCINITAS, Calif. (KGTV) - In recent days, swarms of butterflies have been spotted across North County, from Escondido to Vista to Fallbrook. They're Painted Lady butterflies, migrating north from Mexico. Tom Merriman, Director at Butterfly Farms in Encinitas, says conditions have been perfect for the species. The wet winter fueled vegetation growth in the Sonoran Desert in Mexico, giving caterpillars a lot to eat. “You’re going to see butterfly after butterfly after butterfly. Every two, three seconds you're going to see another butterfly coming through.”However, it's hard to predict when and where they'll be throughout the next few weeks. “The conditions were just perfect, I mean there could be over a billion of them, we don’t know. I'm hearing people from Palm Springs to Vista," said Merriman.He says he hasn’t seen a migration this vast in years. They're traveling at about 20 to 25 mph headed north to Oregon where they’ll breed, lay eggs and then die; the next generation will continue on north. The Painted Lady is smaller than the Monarch, and the two are relatives.
