SAN DIEGO (KGTV) -- State Assemblyman Todd Gloria continues to maintain a comfortable lead in the race to become San Diego's next mayor, according to a new scientific poll. The 10News-Union-Tribune poll shows City Councilmembers Scott Sherman, a Republican, and Barbara Bry, a Democrat, vying for the second spot.The top two votegetters March 3, regardless of party, move on the November general election. "Todd Gloria looks assured of punching his ticket, but who is he going to face? Is that going to be fellow Democrat Barbara Bry... or is it going to be Scott Sherman, a Republican, proving that this is still a two-party town," said Thad Kousser, who chairs the political science department at UC San Diego. The poll, of 527 likely voters, shows Gloria leading the field with 29 percent of the vote. Sherman is in second with 18 percent, and Bry has 13 percent. The poll's margin of error was 5.3 percent, which Bry and Sherman are within. Democrats currently outnumber Republicans in registration by a two-to-one margin in the city, and independents outnumber Republicans by 40 percent. "When it gets close, when it gets into the single digits, the election day is really what matters," Kousser said. An additional question to be answered election day is the fate of Measure C. It would raise the overnight tax hotel guests pay in the city of San Diego by as much as 3.25 percent to pay for expanding the convention center, street repair and homeless services. The new poll shows the proposition with 61 percent support, 21 percent opposed and 18 percent still undecided. The measure requires two-thirds supermajority support to pass. Greg Block, a spokesman for the Measure C campaign, said he expects the support to increase as information on the proposal gets out. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," he said. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."But Michael McConnell, an advocate for the homeless who is leading the opposition, warned the measure has "loopholes and risks.""They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. "It does not even guarantee any housing and services for homeless families, seniors or veterans. SAN DIEGO (KGTV) -- Some San Diegans are pushing back against the county’s order to wear face coverings in public.The face coverings requirement in San Diego County -- prompted by the COVID-19 pandemic -- has been in effect since early May, but in other California counties, rules are starting to change.Last week, Orange County officials decided to roll back their mandate and only “strongly recommended” that masks be worn in public settings.Riverside and San Bernardino counties have also relaxed their respective mask mandates.“It's a hard thing to draw the lines. There’s human nature, there’s a concern about such a ramp-up of state enforcement of things,” said University of St. Thomas Law School Professor Robert Kahn.Kahn, an expert in mask law and history, said one of the biggest issues is people are not used to taking orders from health officials.That feeling is evident in social media postings on pages like Reopen San Diego on Facebook, where there is a growing push to rescind San Diego’s mask mandate.Many health officials still agree that face coverings can block transmission of the respiratory droplets released by people when breathing or talking.During a Monday press briefing, San Diego County Public Health Officer Wilma Wooten said, “Every jurisdiction is different, but San Diego will continue mandatory face coverings.”Kahn said no matter what rules or laws government might put in place, people will ultimately have to abide by what businesses want their customers to do.“Businesses will make their decision; private business, free enterprise understands this,” he said.Orange County’s public health officer resigned rather than remove the county’s mask order. SAN DIEGO (KGTV) - San Diego Unified School District is moving forward with plans to build a new elementary school in the Civita neighborhood of Mission Valley.In May, the District approved a plan to purchase land from Civita developer Sudberry Properties. Now, SDUSD has plans ready for a 2-story, 24 classroom campus, full of modern amenities. It will be able to hold 5-600 students."With new development in the area, we expect new families to come in. Those families are going to need an elementary school to attend," says District Facilities Communications Supervisor Samer Naji."Right now if you live in Mission Valley and have a young kid, you gotta drive out of Mission Valley to get them to school and get them from school. So a local school for those families is absolutely necessary," Naji adds.Sudberry has plans to build 5,000 new homes in the neighborhood. That, combined with other development on the north side of Mission Valley, is expected to bring a population boom. The District says they're trying to be ahead of the curve when it comes to having a school ready to serve the area.The new school will be on the corner of Civita Boulevard and Via Alta, just west of the new Civita Park. Right now, the land is occupied by a small grassy area and a dog park."The idea was to locate the school in a central location for the community that was really kind of civic heart or the social hub of the community," says Sudberry VP Marco Sessa. "We tried to create an environment here where really you can live, play, and work. A school is a big component of that."People who live in Civita say they're excited about the news, but also want to make sure it lives up to high academic standards."It's all about the level of education," says Russell Pontone. "It's one thing to build a beautiful building. But are you going to have the best teachers there? What kind of programs and resources are actually going to be available?"The District has not said how much it will cost to build the new school. Money from Proposition Z and local development impact fees will pay for the construction. SAN DIEGO (KGTV) -- Several protesters were arrested in downtown San Diego Friday night as demonstrators gathered following a grand jury announcement in the Breonna Taylor case.San Diego Police tweeted just before 11 p.m. that three protesters were arrested at B Street and Columbia Street.One of the demonstrators was arrested for robbery of a cell phone while two others were arrested for interfering with an arrest. Police said a cell phone was stolen from a victim while they were recording the protesters.Police said earlier that roughly 40 to 50 protesters gathered in the downtown area.“We are again with the group to ensure they remain safe and the community remains safe. SAN DIEGO (KGTV) - San Diego student Emily Benkes says her mother has lived in their Carmel Mountain home for 32 years, never once feeling unsafe in the neighborhood.Tuesday, Benkes came home to a ransacked house. “We had our laptops out, I had some money on my desk, Xbox was gone, my Apple TV,” said Benkes. Benkes believes the person hopped their backyard fence, coming in from a nearby trail. Food was missing from the fridge, including a package of salami which they later found on the trail. The suspect entered the home by throwing a rock through the back window and climbing in. “I felt really violated, I couldn’t even go in my room just because I kept thinking that there was somebody in here going through my stuff,” Benkes.She posted what happened on Nextdoor, and now neighbors are trying to help; one neighbor believes their surveillance video captured someone hopping the fence. “I hope we catch this person and nobody else has this happen to them,” said Benkes. The family estimates several thousand dollars worth of goods were stolen; they have filed a report with the San Diego Police Department. 1122
