LAKESIDE, Calif. (KGTV) - Scientists are using an autonomous underwater vehicle to help get purified wastewater to your faucets.  The remote-controlled sub operated by the Scripps Institution of Oceanography helps measure how the purified water mixes with the Lake Jennings reservoir water.It’s one of the state-required steps water officials need to take before purified wastewater from the Padre Dam Water District’s Advanced Water Purification System is introduced to homes through Helix Water District’s Lake Jennings and water treatment facility.“There’s that factor that it’s coming from a waste facility originally.  So, what happens if there’s some sort of failure that didn’t get caught? Well, now there’s a buffer. There’s a buffer. It will sit in the reservoir,” said Helix’s Director of Water Quality Brian Olney.If all goes as planned, Padre Dam will need to expand its Advanced Water Purification System and build a pipeline to deliver that water to Lake Jennings.  Olney said that could happen by 2023. 1045

LA MESA, Calif. (KGTV) -- Residents were told to shelter in place following a shooting in a La Mesa neighborhood Thursday evening. La Mesa Police tweeted Thursday evening that neighbors near Harris Street and Waite Drive needed to shelter in place just before 6:30 p.m. A little over an hour later, the department said residents no longer needed to shelter in place. According to police, a woman was shot inside a home in the neighborhood and was able to call police to report the incident. The woman was taken to the hospital with non-life threatening injuries. Police say they are searching for a suspect, but have no description at this time. The neighborhood is located just off State Route 94 blocks away from Vista La Mesa Academy. 745

LAKE ELSINORE, Calif. (AP) — A Southern California man was arrested on suspicion of murder and driving drunk in the death of a motorcycle officer with the California Highway Patrol, officials said Sunday.Michael Callahan of Winchester was booked on the charges in the death of California Highway Patrol Sgt. Steve Licon, said Officer Steve Carapia.Callahan is suspected of driving drunk Saturday afternoon when he crossed over the right shoulder of Interstate 15 in Lake Elsinore, crashing into Licon and a car he had pulled over for speeding.Licon died at a nearby hospital. Eleni Kounalakis ordered flags to be flown at half-staff at the state Capitol, and the California Highway Patrol is holding a bell tribute ceremony in his honor on Monday.Carapia, who knew Licon for six years, said the sergeant was well-liked and known for his work ethic and a distinct and quirky high-pitched laugh."He had a great sense of humor," Carapia said. "You could hear him laughing from the sergeant's office. You could hear him coming down the hallway ... Just an all-around great human being."He said Licon loved his job and the fact that his office was on a motorcycle."This is a tough one," he said. (KGTV) - Lemon Grove’s financial issues have some in city hall talking about bankruptcy or disincorporation.The city says if action is not taken to correct their budget deficit, it will eat into reserve funds that they cannot afford to lose.Lemon Grove City Council voted against increasing its sales tax last month which would have added almost two million dollars to their yearly general fund.An identical discussion occurred in 2010 when the then City Council was asked to consider a tax measure on the ballot and it was denied.“I don’t think they’re qualified to run a lemonade stand,” said Brent Johnson, a Lemon Grove resident, “I don’t understand why people spend so much money on frivolous things.”Lemon Grove has already outsourced its law enforcement to the San Diego County Sheriff’s Department and if the city was disincorporated its remaining governmental responsibilities would go the county.“I think it should be the county’s turn to run things here” said another resident Doug Hutton, “things could get better here.”The city maintains they are not considering disincorporation or bankruptcy right now, but a decision will have to be made in the next 4 to 7 years.Only 17 cities in the history of California have been disincorporated. 1277

LAKEWOOD, Ohio — Ohio nonprofit LakewoodAlive has apologized after a man dressed in a blackface Tiger Woods costume marched in the organization’s Spooky Pooch Parade. People on social media have called the costume racist, disgusting and offensive.In a video posted to Facebook by LakewoodAlive that has since been removed, the unidentified man was seen wearing blackface makeup while dressed in Woods’ trademark red polo shirt and Nike hat. He was seen holding a frame with the words “Breaking News – Tiger’s Back,” and pushing a pet stroller outfitted with a mock putting green.By Monday morning, several users responded on the nonprofit's Facebook page condemning the man’s costume as well as the organization for allowing him to march in the parade.“You need to respond to the fact that a man in blackface marched in your parade,” Clara Masters said in a Facebook comment. “This is not okay and incredibly offensive.”“This racist costume should never have been allowed in the event,” wrote Alison Meredith. “The participant should have been stopped at registration, and when that failed should have been pulled from the parade at whatever point an organizer saw it, even at the risk of 'causing a scene'. The tepid response and shrugging off of responsibility are making a terrible situation much worse. You allowed a blatant and disgusting display of racism in your event that was advertised as being for the community.
