BEIJING, Feb. 1 (Xinhua) -- The Industrial and Commercial Bank of China (ICBC), the world's largest lender by market value, said Monday it extended 110 billion yuan (16.1 billion U.S. dollars) of new loans in January, less than the amount in the same period of 2009."The lending growth in January was stable and moderate, which has well satisfied the real economic demand," the bank said.The ICBC statistics showed lendings of the bank totaled 117.1 billion yuan in January 2009.The bank said it would focus on financing ongoing government projects and continue to extend more loans to small businesses, while strictly controlling loans to new projects and high energy-consuming and polluting industries.ICBC last Wednesday said its loan growth in early and mid-January was "a little fast" as many ongoing projects needed funds, but the lending pace had stabilized since, as a concentrated volume of existing loans had come due and some credit card debts had been repaid.It also announced it would maintain a "reasonable and balanced" lending rate in a move to ease mounting public concerns about possible credit cuts.To prevent economic overheating, the government last month announced it would restrict its overall credit growth to 7.5 trillion yuan in 2010, compared with last year's 9.59 trillion yuan.However, a report from Monday's Economic Information Daily said that as of Jan. 29, Chinese banks had already extended nearly 1.6 trillion yuan new loans this year.

SHANGHAI, Feb. 20 (Xinhua) -- Two Chinese educational institutions blamed for cyber attacks on Google and other firms said Saturday the allegations are unfounded.The New York Times reported Thursday the cyber attacks on Google and other American firms have been traced to Shanghai Jiaotong University (SJTU) and Lanxiang Vocational School (Lanxiang) in east China's Shandong Province, which the report alleged has ties to the Chinese military."We were shocked and indignant to hear these baseless allegations which may harm the university's reputation," said a SJTU spokesperson.The spokesperson said the allegation linking the attacks with SJTU students or teachers does not hold water."The report of the New York Times was based simply on an IP address. Given the highly developed network technology today, such a report is neither objective nor balanced," the spokesperson said.SJTU will fully cooperate with investigators if Google seeks judicial remedies, the spokesperson said.Li Zixiang, party chief at Lanxiang, another alleged source of the attacks, said, "Investigation in the staff found no trace that the attacks originated from our school."Lanxiang students are still on their winter vacation, Li added.He said Lanxiang has no relations with the military, adding that school authorities do not have military backing.He also dismissed the report's suggestion of involvement of a "specific computer science class" taught by a Ukrainian professor."There is no Ukrainian teacher in the school and we have never employed any foreign staff," Li confirmed."The report was unfounded. BEIJING, March 19 (Xinhua) -- China's Vice Minister of Culture Zhao Shaohua and Australian Ambassador to China Geoff Raby Friday signed a memorandum of understanding (MOU) on reciprocal years of culture (2010-2012) between China and Australia.The Year of Australian Culture in China, the opening ceremony of which is scheduled for June 8 in the National Center for the Performing Arts, lasts from June 2010 to June 2011.It will be a showcase of cooperation between China and Australia in the fields of art, music, performance, literature, film and other media.It will include an Australian aboriginal art exhibition held in the National Art Museum of China and art performances jointly produced by Chinese and Australian artists.As the first step, the National Museum of Australia and the National Art Museum of China Monday signed a memorandum of understanding to put arrangements in place for reciprocal touring exhibitions in China and Australia from 2010 to 2012 and facilitate future cultural exchanges.According to a joint statement released during the visit of China's Vice Premier Li Keqiang to Australia last year, the Year of Australian Culture in China is scheduled from 2010 to 2011, and the Year of Chinese Culture in Australia from 2011 to 2012.China's Ministry of Culture is actively preparing for the Year of Chinese Culture in Australia.
