(KGTV) - A San Marcos woman is speaking out for the first time about her ,000,000 claim against San Diego County.She told 10News that two sheriff's deputies knocked on her door in the middle of the night last August for a welfare check.  There was no problem and they left but she said Deputy Richard Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."It wasn't an okay hug.  I was stunned, shocked.  It was very fast and confusing."She resisted. "Yeah, I felt very vulnerable, intimidated, felt weak. I felt little.  It's just a mess! Everything is a mess!   This is hard to do. He shouldn't have come back to my house and I don't ... everything's a mess!"Three months later, she said she's still frightened."Would I open the door anymore? No. I think he's bad for law enforcement and bad for me. I think he's a bad guy!"Dep. Fischer was placed on administrative duties after the complaint was filed.  An investigation is ongoing, now with two more women talking to investigators.Another San Marcos woman told a similar story.  An Alpine woman said she was arrested on a questionable charge, handcuffed, and fondled while in restraints. 1329

SANTA ANA (CNS) - An Orange County pastor is due in a Santa Ana courtroom Monday on felony charges of molesting seven children ages 5 to 15.John Rodgers McFarland, who has been the head pastor at Orangethorpe United Methodist Church in Fullerton since 2014, was arrested on a warrant Thursday charging him with seven counts of lewd and lascivious acts with a minor younger than 14 and four counts of lewd and lascivious acts with a minor 14 to 15 years old.The 56-year-old Fullerton resident is accused of molesting the children between 2003 and 2017, according to the Orange County District Attorney's Office.McFarland, who's being held in the Orange County Jail in lieu of million bail, faces up to 179 years to life in prison if convicted, prosecutors said.RELATED: Pastor arrested by Escondido Police on suspicion of child molestationIn San Diego County, McFarland was arrested and charged in December with molesting a girl younger than 14 in Escondido between 2012 and 2013. Orange County prosecutors did not release the genders of the alleged victims in their case.Orangethorpe church officials said they would not comment on the status of McFarland, who has also served as a volunteer chaplain for Fountain Valley police and firefighters.According to an online biography, McFarland grew up in North San Diego County, where he was affiliated with San Marcos United Methodist Church. (KGTV) - Bedbugs, the bane of many homeowners, were discovered lurking inside several San Diego County buildings last week.10News was tipped off to a bedbug infestation at a county building: the Agricultural Weights and Measures building in San Marcos.The county confirmed to 10News, bedbugs were found there and another building from the same department in Kearny Mesa.  As for how it happened, a county spokesperson revealed only that an employee is the cause and public areas were not affected.Workers from the Agricultural Weights and Measures Department, which provides pest control for the county, have laid traps, monitored for bed bugs, and moved employees to a separate area.Garrett Thrasher is Vice President of Thrasher Pest Control.  He says the typical plan of attack could also involve K9 alerting, vacuuming, steam cleaning and sometimes chemical treatments."From there, it's weekly checks to make sure there is no new activity or complaint," said Thrasher.Thrasher says bedbug calls have been increasing over the last few months and are slightly up from the same time last year. 1161

(KGTV) -- Schools in the Grossmont Union High School District reopened for in-person learning Tuesday, allowing students back on campuses for the first time since the onset of the COVID-19 pandemic in March.A large number of students began in-class instruction on Tuesday, but there were many others who chose to remain at home for distance learning.ABC 10News was at Santana High School in Santee on Tuesday morning as students with masks on trickled onto campus. Each student underwent a health screening before heading into their classrooms.Under the district’s blended learning plan, reopening campuses to a limited number of students is step 2 out of 5. Each school will only have 25 percent of students on their campuses. Each group will attend in-person learning once a week; the rest of the time they’ll be learning from home. Class sizes will be made up of 8 to 12 students.GUHSD Superintendent Theresa Kemper said it took a lot of organization and brainstorming to make the plan work, making sure they followed the state COVID-19 guidelines while juggling the daily campus routines.Kemper “At the secondary level, you have students traveling to multiple classrooms, and so it took a lot of work in how to break them up in groups so we can have the hybrid model."As for the full-time distance learners, Kemper said they will continue on with their schedule as planned until they can fully reopen their schools.Kemper also added that the district will see how things will go in terms of in-person learning and they’ll continue monitoring the state COVID-19 numbers as they figure out the next step in their reopening plans. 1917

SANTA ANA (CNS) - Orange County was removed from California's coronavirus monitoring list Sunday, starting the clock for all public schools in the county to potentially reopen in early September.The state mandates a county must be off the watch list for 15 days before all schools can reopen. Orange County's data on hospitalizations and other key metrics have been moving in the right direction, with the rate of county residents testing positive for COVID-19 at 5-point-4 percent, below the state's desired threshold of 8 percent.Underscoring the positive trends, county health officials reported just 153 newly confirmed cases of COVID-19 and one additional death Sunday, bringing the county's totals to 45,954 cases and 897 fatalities.The data on hospitalizations continued to move in the right direction, with 380 people hospitalized and 111 of those in intensive care. Those numbers were 392 and 110 on Saturday, 397 and 117 on Friday, and 400 and 118 on Thursday, according to the Orange County Health Care Agency.The county's case rate per 100,000 residents dropped from 92.9 to 90.2, which is still far higher than the California Department of Public Health threshold of 25 per 100,000 residents.The county has 29% of intensive care unit beds available, which is better than the state's 20% threshold. And the county's hospitals have 58% of their ventilators available, well above the state standard of 25%.The OCHCA reported that 594,082 COVID-19 tests have been conducted, including 5,163 reported Sunday. There have been 37,452 documented recoveries.Orange County could be placed back on the list should it be flagged for exceeding any one of six different metrics for three consecutive days. Those metrics are the case rate, the percentage of positive tests, the average number of tests a county is able to perform daily, changes in the number of hospitalized patients and the percentage of ventilators and intensive care beds available.The decision to reopen schools would still be left to individual districts. Orange County officials say 24 elementary schools have already been approved to reopen, including six in the Los Alamitos Unified School District.For parents still leery of returning students to classrooms, Dr. Clayton Chau, the county's interim chief health officer and director of the Orange County Health Care Agency, said the county "encourages" them to continue online learning, "especially children who are at a higher risk."The county will provide tests for staff and students and a "full medical team" that includes pediatricians, while infectious disease experts from Children's Hospital of Orange County and UC Irvine "will be standing by to assist when needed," Chau said.Wednesday was the first day the county fell below the state's monitoring thresholds, Chau said.It is possible various business sectors that are shut down for commerce indoors may be allowed to return to normal, Chau said.
