SANMEN, Zhejiang, April 19 (Xinhua) -- China on Sunday started the construction of its first third-generation pressurized water reactors using AP 1000 technologies developed by U.S.-based Westinghouse. The reactors, located in Sanmen of east China's Zhejiang Province, will also be the first in the world using such technologies.     The Sanmen Nuclear Power Plant will be built in three phases, with an investment of more than 40 billion yuan (5.88 billion U.S. dollars) injected in the first phase.     The first phase project will include two units each with a generating capacity of 1.25 million kw. Foreign companies including Westinghouse, France's Areva and Russia's AtomStroy Export are major bidders. The agreement also involves technology transfer to China.     Two of the four pressurized water reactors will be installed in Sanmen of Zhejiang Province and two in Haiyang City, eastern Shandong Province.     William Poirier, vice president of Nuclear Power Plants China of Westinghouse Electric Company, said China has a sound nuclear power security system with a strict supervision work.     He said he believed China can replicate the experiences of the third-generation nuclear power technologies and build more such stations.     China's mainland has 11 nuclear reactors at six plants, all on the east coast, with a combined installed capacity of 9.07 million kw.     To meet its fast economic growth, China plans to develop more nuclear power. The country plans to have 40 million kw of installed nuclear capacity on its mainland by 2020, which would be4 percent of projected electricity supply capacity, or double the current level.     Of the 11 reactors, three use domestic technologies, two are equipped with Russian technology and four with French technologies, and two are Canadian designed. All the 11 reactors employ second-generation nuclear power technologies.     Speaking at Sunday's inauguration ceremony of the first-phase project of the Sanmen Nuclear Power Plant, Chinese Vice Premier Li Keqiang urged making more efforts to develop new energy to ensure the country's energy security and boost economic growth.     He underscored innovation as the key to nuclear power development, calling for enterprises to adopt advanced technology and enhance self-innovation.     He said it was inevitable that China would need to improve energy structure and enhance energy conservation and emission cuts when resources and environment issues took their toll on economic development.

BEIJING, April 2 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Thursday warned the need to find jobs for college graduates was "crucial".     "The employment situation of college graduates remains grave," he told a video conference held by the State Council, the Cabinet.     More than 6 million college students were leaving school in just three months and the employment rate was generally lower than previous years, Zhang said without elaborating.     China has 6.11 million college students due to graduate this year, and 1 million from last year are still looking for jobs, according to the Ministry of Human Resources and Social Security.     Graduates are having a hard time finding jobs this year as posts are being axed due to the economic slowdown.     Zhang urged government organs, government-sponsored institutions, and state-owned enterprises to hire as many people as last year, and small and medium-sized and private companies to employ college graduates.     The State Council unveiled in February a series of measures to boost employment of college graduates, calling on them to be more flexible.     The measures included encouraging graduates to work in rural areas, in grassroots urban communities, and in smaller enterprises, asking research institutions to recruit graduates, and stepping up support for graduates starting up their own businesses.     Zhang asked local government departments to work out detailed and feasible measures and make efforts to publicize the measures this month.     Government departments and higher learning institutions should provide comprehensive services to graduates by offering advice, giving aid to the poor, and maintaining a sound employment market, he said.

BEIJING, March 27 (Xinhua) -- China Friday called on the international community to "act cautiously" on the Darfur issue as it is afraid rash action could damage peace and stability in Sudan.     "The involved parties should fully respect and listen carefully to the voices of the African Union (AU), the Arab League and African and Arabian countries," Chinese Vice President Xi Jinping said in his meeting with visiting Sudanese president's envoy Awad Ahmed al-Jaz in Beijing.     "The international community should further promote the deployment of the UN/AU hybrid operation in Darfur", Xi said.     Xi called on the international community to help advance the political process, to ensure the Doha-mediated dialogue will achieve substantive progress and facilitate the smooth progress ofthe humanitarian aid in the Darfur region.     Under joint mediation of the United Nations (UN) and the AU, as well as the sponsorship of Qatar, the Sudanese government and rebel Justice and Equality Movement (JEM) signed in Doha last month a goodwill agreement to pave the way for resumption of peace negotiations.     During the meeting, Xi also highlighted the growth of relations between China and Sudan since the two forged diplomatic relations 50 years ago. Xi noted China would regard the 50th anniversary as an opportunity to push traditional friendly relations to a higher level.     Echoing Xi's views, al-Jaz said that Sudan expected to continue to cement bilateral friendly cooperation with China in various fields and would firmly support China on the issues of Taiwan and Tibet.     He said the Sudanese government would never recognize the arrest warrant against President al-Bashir but still remained committed to working with the UN and AU and take effective measures to improve the humanitarian situation in Darfur and coordinate with the implementation of the UN/AU hybrid operation in the region.

BEIJING, March 1 (Xinhua) -- China has issued a circular Sunday "stoutly" ordering officials at all levels not to spend public money on sightseeing overseas.     The circular was jointly issued by the General Office of the State Council and the General Office of the Communist Party of China Central Committee amid a situation where many Chinese officials have been using public money to pay for their personal travel disguised as business trips.     The Chinese government hoped officials at all levels to set an example for other people to cope with the financial crisis and overcome the obstacles in economic development.     According to the circular, all overseas business trips should be arranged strictly. The expenses and number of officials for such trips should be kept as low as possible. And related departments should include all those expenses into their budget and get them approved beforehand.     Officials should not add more countries or cities to their travel schedules at will and extend their stay aboard. And they should not claim reimbursement for personal trip costs or resort to companies or inferior departments to cover their travel spending.     Xinhua reported in last December that two officials were removed from their posts in east China's Jiangxi Province for being implicated in overseas sightseeing disguised as study tours earlier in 2008.     Liu Zhongping, who was on an 11-member delegation to the United States and Canada in April, was ousted from the dual posts of Party secretary and Chief of the Office for Foreign and Overseas Chinese Affairs of Xinyu City. Also ousted was Liu Qun, a deputy of Liu Zhongping's office.     Liu's office reportedly fabricated the delegation's agenda to get approval by higher authorities, prolonged the trip against rules, and taking kickbacks while buying air tickets for officials.     China urged discipline inspection departments at all levels to tighten supervision and auditing over funds used for overseas business trips and expose and punish violators severely

BEIJING, Feb. 11 (Xinhua) -- China's State Council, or Cabinet, adopted a stimulus plan Wednesday for the shipbuilding industry at an executive meeting chaired by Premier Wen Jiabao.     The meeting said shipbuilding is a modern, comprehensive industry that provides technical equipment for transportation, maritime development and national defense. Supporting shipbuilders would also help other sectors, including steel, chemicals, textiles, light industry, equipment manufacturing and information technology, it said. New orders for domestic shipbuilders are expected to fall to 20-30 million deadweight tons in 2009, compared to 58.18 million deadweight tons in 2008, according to the China Association of National Shipbuilding Industry    The meeting agreed to increase credit support by an unspecified amount for ship buyers. It also decided to extend the existing financial support policies for oceangoing vessels until 2012. These policies include tax rebates on key imported components for domestically owned oceangoing ships.     It said construction of new docks and the expansion of slipways should be suspended for three years to facilitate industrial restructuring.     It also recommended investment in research and development of facilities to build high-technology ships and maritime engineering equipment and promote technical innovation.     The meeting also approved a draft plan for fighting drought.
