(KGTV) – Two people died after being struck by an oncoming vehicle along I-8 Sunday morning.According to the California Highway Patrol, a single vehicle was involved in a crash on I-8 near El Cajon, California just before 1:30 a.m.Following the crash two good Samaritans stopped to help the man out of his vehicle.While the crash victim and one of the good Samaritans were talking on the side of the road, another vehicle failed to see both victims and struck them, according to CHP.Authorities say the investigation is ongoing but haven’t ruled out drugs or alcohol being factors in the crash. 624

DOHA, Qatar (AP) — The United States and the Taliban have signed a peace agreement aimed at ending the 18-year war in Afghanistan, America's longest. The signing could help President Donald Trump fulfill a key campaign promise to extract America from its “endless wars.” Under the agreement, the U.S. will begin withdrawing thousands of troops in exchange for Taliban commitments to prevent Afghanistan from being a launchpad for terrorist attacks.If the Taliban meet their commitments, all U.S. troops would leave in 14 months. It's also unclear whether those fighters will abide by any peace deal, the Associated Press reported.The complete withdrawal of American troops would not depend on any specific outcome in talks between Taliban and other Afghan factions, the AP reports.In Qatar, U.S. Secretary of State Mike Pompeo met with the Taliban, where the group has a political office, but did not sign the agreement. EL CAJON, Calif. (KGTV) - Unforeseen problems at the East County Performing Arts Center will delay a renovation project and plans to turn the venue into a rock concert hall. They will also cost the city about million more to complete the project.The City Council approved the extra cost at their meeting on December 11th.The ECPAC has been closed since 2010, a casualty of the Great Recession.Over the years it fell into disrepair. But in 2017, city leaders put together a plan to reopen it. They signed a contract with concert promoter Live Nation to bring about 70 acts per year to the venue.Part of the deal called for nearly .3 million of renovations to make it more like a concert venue than a performance hall.RELATED: Renovations underway as Live Nation takes over East County Performing Arts CenterAs that work went on, other problems surfaced. Engineers found the heating, ventilation and air conditioning system needed to be replaced. They also found parts of the roof that needed repairs.The extra cost for those two combined is about .7 million.To prepare for any further problems that the city also agreed to add 2,000 to the budget as "contingency" money.The new money will come from the city's general fund, which had a surplus last year. They'll also use about 0,000 from the original budget for renovations that hasn't been spent yet.Speaking at the Council Meeting on the 11th, Mayor Bill Wells voiced support for the extra cost, saying the project shouldn't be done with "half measures.""Since we're investing so much in this and Live Nation doesn't want it to be a hot summer day in August and have the air conditioning go out, we collectively made the decision it was prudent to spend the extra money," Wells said.With the extra work, the venue will now open in the fall of 2019. The original plan was to have it ready by this coming spring.The council approved a resolution for the extra money with a unanimous 4-0 vote. Councilmember Ben Kalasho abstained. 2000

  

Dr. Michael Drake became the University of California's first Black president on Tuesday, the Board of Regents announced in a press release.Dr. Drake will replace Janet Napolitano when she steps down in August.“Dr. Drake personifies the qualities we looked for in selecting a new president: He is committed to seeing the whole student and to supporting all our students. He recognizes the incalculable value of faculty and staff to the University’s mission, and he understands the importance of the public and private partnerships that help us achieve that mission,” said John A. Pérez, chair of the UC Board of Regents in the release. “As the first person of color to serve as UC president, Dr. Drake returns to UC at an important point in the University’s journey. This is a homecoming the University of California is very excited to be celebrating early.”Drake will oversee 10 campuses, five medical centers, three nationally affiliated labs, more than 280,000 students, and 230,000 faculty and staff.Up until this past week, Drake was president at The Ohio State University beginning in 2014.“Much has changed in the 15 years since I was given the privilege of becoming chancellor at UC Irvine, but not my absolute belief in this great University and its time-honored mission,” Drake said in the press release. “I look forward to working with the regents, chancellors, students, faculty, staff, alumni, and our broader community as we, together, guide the University through the challenging times ahead.
