SAN DIEGO (KGTV) — Assemblymember Todd Gloria, D-San Diego, praised state lawmakers for sending a bill to the governor that would restrict gun shows at Del Mar Fairgrounds.Assembly Bill 893 would ban the sale of guns or ammunition anywhere on the Del Mar Fairgrounds property beginning in 2021, according to Gloria's office. The bill passed the California Senate 27-11 Tuesday.Anyone who violates the bill could face a misdemeanor charge, according to the bill.Gloria is a co-author of the legislation alongside Assemblywoman Tasha Boerner-Horvath, D-Encinitas, and Assemblywomen Lorena Gonzalez, D-San Diego.“This is a victory for gun sense and making our communities safer in San Diego,” said Gloria.“This bill is about offering more than thoughts and prayers. It’s about policy and action and listening to the communities around the Fairgrounds who no longer want these events taking place. In California, we value people over guns and this bill makes that clear."Gov. Gavin Newsom has until Oct. 13 to sign or veto the legislation.Gun shows at the fairgrounds has been hotly debated over the last year. In September 2018, the 22nd DAA's Board of Directors voted to temporarily suspend gun shows at the Del Mar Fairgrounds until the state developed new safety policies around them. The decision ended the Crossroads of the West gun show's contract with the fairgrounds after nearly three decades.In February 2019, the three Assemblymembers introduced AB 893 into the state Assembly. The bill passed the Assembly 48-16 in April. Then in June 2019, a judge ruled that gun shows could continue at the fairgrounds while the court considered a lawsuit against the fairground's decision to suspend the shows.Throughout the the back-and-forth, the legislation has been opposed by the NRA, Gun Owners of California, and the California Rifle and Pistol Association. 1867
SAN DIEGO (KGTV) - Campaign committees supporting both Todd Gloria and Barbary Bry have raised more than million so far this election season, pouring money into TV ads and mail fliers.City law limits how much individuals and businesses can contribute directly to a campaign. But rules for campaign committees are more lenient, letting people, corporations, Political Action Committees, and other groups donate tens or even hundreds of thousands of dollars."For better or for worse, the way the electoral system is designed, you need money to run a campaign," says San Diego State University Political Science Lecturer Stephen Goggin."It's important to note where this money is coming from," Goggin says. "Not only is it just about money in terms of voting, but it gives you a clue about who's doing the endorsing and who's backed by a particular interest group."In the 2020 race for San Diego mayor, five campaign committees have formed to support Assemblyman Todd Gloria. Combined, they have raised .7 million.Councilwoman Barbara Bry, meanwhile, has just one campaign committee raising money to support her. It has brought in around 3,000.Bry says that shows she will not be indebted to special interest groups if she's elected."The special interests in this town are afraid of an independent woman who has made it clear that she's going to demand accountability and transparency at City Hall," Bry told ABC 10News."I think this kind of spending is very harmful to our democratic system. And in this election, you know voters should understand exactly the enormous amount of money that special interests are putting into Todd Gloria's campaign," she says.An ABC 10News In-Depth look into the funding shows that Campaign Committees supporting Gloria have gotten the most money from labor groups. The Municipal Employees Association is the largest donor, giving 0,000 to a Committee called "Neighbors for Housing Solutions Supporting Todd Gloria for San Diego Mayor 2020." Other labor groups have given more than 0,000 altogether.Gloria has also received around 0,000 from various short-term vacation rental companies like Airbnb, Seabreeze Vacation Rentals, and Share San Diego. The San Diego Chamber of Commerce also donated more than 0,000 to committees supporting Gloria.He told ABC 10News the large, diverse group of people and entities donating to committees on his behalf shows that he can build coalitions to lead. Gloria added his track record of more than a decade in public office shows large donors won't control him."I've always had an open door and a willingness to talk to anybody and to try and understand what they're dealing with and what an appropriate solution would be," Gloria says. "Some of the folks supporting my mayoral campaign have opposed me in the past, recognizing that I don't always vote with them, and we're not always in agreement. From where I sit, that's not a bad thing."The campaign committee supporting Bry got the largest donation from the Infrastructure PAC of the Associates General Contractors. They gave ,000. ACE Parking and its owner, Scott Jones, gave ,000. The rest comes primarily from individual donors.Goggin says looking at lists of donors can help voters decide who to support. By law, every donation is public record and available online. But it takes work to sift through the information."In local races, people have to figure out who these people are on their own," he says.However, because the campaign committees have to remain independent from the candidates, the people they support have no influence on what kind of messages they put out in ads. That can lead to controversy if a campaign committee runs negative ads or misconstrues the truth."Many candidates have lost the ability to control the message of their campaigns," Goggin says. SAN DIEGO (KGTV) -- Caltrans plans to close a portion of eastbound State Route 56 overnight Thursday.According to the agency, all eastbound lanes of SR-56 at Camino Del Sur as well as the Camino Del Sur on-ramp will close Thursday from 12:01 a.m. to 4 a.m.The closure will take place so crews can work on the Carmel Road overcrossing. SAN DIEGO (KGTV) — City Council members will consider two proposals to develop vacant city-owned properties into permanent housing for homeless veterans, seniors, and youth and young adults.The two proposals, conditionally awarded development bids by the city, will also provide on-site supportive services. One proposal by Community Housing Works’ includes building 26 units for chronically homeless youth and young adults on a .336-acre site at the former Serra Mesa Library. That proposal includes on-site case management by YMCA Youth and Family Services. Ideally, the development would open in August 2023.The second proposal by San Diego Community Housing Corporation would turn the 1.42-acre Scripps Ranch Park and Ride site into 60 units for veterans and seniors. San Diego Program of All-Inclusive Care for the Elderly would provide on-site services. That proposal aims to open in January 2024."After a comprehensive review, we determined that both organizations submitted well-qualified and responsive proposals," said Deputy Chief Operating Officer Erik Caldwell. "Now, we will work on presenting both proposals to the City Council, so construction on these vital permanent housing projects can commence as soon as possible."The two proposals are in addition to two recent hotel purchases by the city to help homeless individuals transition into permanent housing. Last year, Mayor Kevin Faulconer announced that eight city properties would be offered up to develop into permanent supportive housing as well.In 2019, San Diego's Community Action Plan on Homelessness identified the need to increase permanent supportive housing by 2,659 units within the next 10 years, with 60% of those units developed within the first four years.A date hasn't been announced as to when the council will consider the two latest proposals. 1841
SAN DIEGO (KGTV) — Construction crews have started on about 4.5 miles of bikeways and safety improvements stretching from downtown to Hillcrest.The projects include separated and buffered bikeways on Fourth and Fifth Avenues, safety improvements such as lighting, upgraded landscaping, and improved crosswalks for people with disabilities and pedestrians.In all, the project will cost .2 million and cross from B St. in downtown, through Bankers Hill, and to Washington St. in Hillcrest."This project will make it safer and easier for people to walk and bike along commonly traveled streets to visit local businesses and reach destinations such as Downtown San Diego, Balboa Park, and Hillcrest," said SANDAG Vice Chair and Encinitas Mayor Catherine Blakespear. "San Diegans are walking and biking more during the pandemic and this project will provide safe and convenient options for people to continue to choose active transportation, even when the health crisis is far behind us."The new bikeways are part of the Uptown Bikeways effort proposed in 2012, meant to connect Uptown, Old Town, Mission Valley, Downtown San Diego, North Park, and Balboa Park. SANDAG says community members worried about the potential loss of parking due to the project worked with officials to find solutions, and ultimately were able to provide a surplus of parking.The agency adds that it has modified construction schedules to best minimize its impact on businesses currently using temporary outdoor setups to operate under coronavirus restrictions along Fourth and Fifth Avenues.Construction on the project is expected to be finished in 2022. During construction, nearby residents and businesses can expect intermittent lane closures, parking restrictions, construction noise, and dust.
