The Kincade Fire in Sonoma County has burned more than 30,000 acres as it threatens hundreds of structures. SAN DIEGO (CNS) - A group of senators, including California's Dianne Feinstein and Kamala Harris, introduced a bill Thursday to address health, safety and quality-of-life concerns at private military housing around the county, including Marine Corps Base Camp Pendleton.Feinstein and Harris joined Virginia senators Mark Warner and Tim Kaine to introduce the bill. The senators began drafting the legislation after a November 2018 Reuters report detailing substandard and even dangerous living conditions at Lincoln Military Housing's privately owned complexes, including mold spores, water leaks and infestations of rodents and insects.The report also detailed multiple instances of Lincoln's slow and lack of a response to tenants complaining about living conditions. Lincoln Military Housing runs most of Camp Pendleton's 7,900 housing units.``Service members shouldn't have to worry about the health and safety of their families while protecting our country,'' Feinstein said.``Unfortunately, many living in private military housing are dealing with hazardous conditions with little or no recourse."In addition to Lincoln Military Housing's large presence in the military housing market, military members and their families living on a military base like Camp Pendleton lack the same tenant rights as civilians living on private land. Reuters found that tenant rights are generally set by contracts between the military and private housing companies or landlords.Because of this, military base residents can't press local governments to enforce health codes or withhold rent payments until repairs are made.The senators' bill would enable base commanders to withhold housing payments until officials with a housing company inspect a safety or health hazard. Housing companies would also be required to pay to relocate tenants if a hazard requires them to leave.In addition to consequences for private housing companies, the U.S. Department of Defense would be required to launch an online work order system, allowing tenants the ability to view the progress of their work order requests.``I was extraordinarily troubled by reports last year of inadequate housing conditions at Camp Pendleton and visited with families living there in order to learn more about their housing needs,'' Harris said. ``This legislation is an important step forward ensuring that we're doing everything we can to provide quality housing for our service members and their families across the country.'' 2491

  

SAN DIEGO — Eric Rias says he can transform someone's life in as little as twelve weeks - through proper exercise, the right diet, and good mental health.“My goal is mindset and heart first,” he says.Rias started a business called Big Mood, where he even does podcasts.One of his big challenges, however, is spreading the word.“I'm not good at most things,” Rias says. "I have my small expertise and I need people smarter than me and better than me. I don't want more people who think like me." Rias says he's made some real connections this year - possibly none more important than Michael Cox.Cox is a businessman himself, who recently started Black SD Magazine. It's an online publication that highlights African American-owned businesses throughout the San Diego region.“I just wanted you to be able to see all these beautiful faces of people doing everything from cooking - there's vegan chefs, there's jewelry makers, there's clothing designers,” Cox said.As part of the magazine launch, Cox created what's called “Catalyst Black.” It’s a three month, free entrepreneurship program to help African-American entrepreneurs grow their own companies.It started this month with three students - and will repeat each quarter.“I want them to be at their best when it comes to business,” Cox said. “A lot of people miss out on deals. They miss out on financial growth, because they're trying to figure it out."Participants learn to come up with business plans, revenue projections, and to be confident enough to stand behind the prices they charge for their services.Cox said he plans to reopen applications for the next session in September. "I don’t think people realize that the caterers and the restaurants that have been closed, they still have to make payroll if they want to be around for the future. We need to continue to maintain good people.”A county spokesman said Monday that officials were still trying to determine how much would be coming San Diego’s way.Attorney Kelly DuFord Williams, managing partner of Slate Law Group, said, however, that the cash won't all come at once.“If California is working directly with the federal government to receive the funds, my guess is it's going to be a lot faster for those agencies to get that funding,” she said. “The PPP loan will be distributed directly from the federal government to people across the nation via their bank accounts, and it’s going to depend on who is prepared and who is not, and whose application gets processed first and whose doesn’t.”The region remains plagued by high unemployment.
